MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

June 3, 2014

 

MEMBERS:  Steve Lemmons, Vice-Chairman, Jim Bonsall; Vera Davison; Jerri Lee; Randy Thomas; Bruce Blanton;  Allen Gilbert, Charles Walker; Daniel Thomas; and Perry Kirkland.

MEMBERS ABSENT:  Steve Ramsey and Charles Odom

 

 

Mr. Steve Lemmons opened the meeting with prayer.  Mr. Lemmons then called the meeting to order.

 

Mr. Lemmons told the Jury that Emergency repairs had to be made to the Old Arcadia Road.  There was a total wash out of the box culvert (P6032378931451) on the Old Arcadia Road.  Expense included work by Benton Brown Construction to furnish and install flowable fill, and additional materials, labor, and equipment.  Mr. Randy Thomas moved, seconded by Mr. Perry Kirkland to approve the emergency repairs with expenses not to exceed $10,000.00 for the project.  Motion carried unanimously.

 

Randy Thomas told the Jury that he had been approached by a group of Bicyclers that are requesting “Share the Road”, and/or “Watch for Bicycles” signs to be installed on some of the larger parish roads, such as Germantown Road and Dorcheat Road.  Mr. Bonsall moved, seconded by Mrs. Jerri Lee to agree to allow the group to purchase the signs and the road department will install the signs.  Motion carried unanimously.

 

Mr. Ramsey requested that the Lake Road speed limit item be tabled until another meeting.

 

Mr. Bonsall told the Committee that the Germantown Museum requested an estimate for some rock and to have it spread it at the museum.  The state has been sent the estimate for rock and delivery, and spreading for approval of this expense.  Mr. Bonsall moved, seconded by Mr. Charles Walker to approve the request pending the paperwork from the state, the state will pay cost.  Motion carried unanimously.

 

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve a right of way easement from the American Legion to the Police Jury.  The easement is located off of the Pine Street drive, and is the only access for the Police Jury property behind the Regions Bank Building.  Motion carried unanimously.

 

Mr. Perry Kirkland moved, seconded by Mr. Bruce Blanton to add to the agenda Wallace Circle and Discussion of Millages.  Motion carried unanimously.

 

Mr. Perry Kirkland moved, seconded by Mr. Daniel Thomas to accept Wallace Circle into the parish road system pending paperwork and legal review and waiving subdivision requirements for right of way.  Motion carried unanimously.

 

There was discussion on the Road District A and Road District B Millages.

 

Mr. Jim Bonsall moved, seconded by Charles Walker to add to the agenda, Timber cutting at Landfill and at 1stthinning at Crichton Road location.  Motion carried unanimously.

WEBSTER PARISH POLICE JURY

June 3, 2014     10:30 a.m.

 

MEMBERS:  Jim Bonsall, Charles Walker, Vera Davison; Bruce Blanton; Perry Kirkland; Steve Lemmons; Jerri Lee; Daniel Thomas; Allen Gilbert, and Randy Thomas

MEMBERS ABSENT:  Steve Ramsey and Charles Odom;

 

PUBLIC HEARING:    

            To hear comments concerning the adoption of Webster Parish Ordinance # 1011, adopting the merger of precincts and redefining the territorial limits of precincts and polling places in Webster Parish in compliance with RS 18:532B.  There were no comments.

 

PUBLIC HEARING:

            To hear comments concerning the adoption of millages of the Webster Parish Police Jury for 2014 as presented.  There were no comments.

 

The Regular Meeting of the Webster Parish Police Jury is called to order by President, Mr. Jim Bonsall.  Mr. Bonsall then asked Reverend Gerald Palmer to open the meeting with prayer.  Ret. COL Carl Thompson then led in the Pledge of Allegiance.

 

Mr. Jim Bonsall then asked for additions to the agenda.

Mr. Charles Walker moved, seconded by Mr. Bruce Blanton to add the following Webster Parish Board Appointments:

12.  A.  Webster Parish Fire District #12, Heflin, to re-appoint Mr. Joe Robinson and Mr. Scott Mizell to the board for a two year term that will expire 5/ 2016.

       B.  Webster Parish Fire District #6, Cullen, to appoint Katie Mosley as Secretary/Treasurer.  Ms. Mosley will replace Ms. Kathy B. Vines, pending June 10, 2014 FPD#6 Board Meeting.

Motion carried unanimously.

 

Mr. Bonsall then asked for audience comments concerning the agenda.  There were no comments.

 

SWID Presentation:  Mr. Hunt Powell, Chairman of the South Webster Industrial District Board presented a plaque of appreciation to the family of Mr. James Smith, longtime SWID Board Member that passed away earlier this year.

 

Mrs. Jerri Lee moved, seconded by Mr. Perry Kirkland to adopt the minutes of the May 6, 2014 Administrative Committee and the Road Committee Meetings, and the May 6, 2014 Public Hearing and Regular Meeting as presented.  Motion carried unanimously.

 

Mr. Allen Gilbert moved, seconded by Mrs. Jerri M. Lee to approve invoices for payment pending review of the committee.  Motion carried unanimously.

 

Mr. Charles Walker moved, seconded by Mr. Daniel Thomas to approve the 2014 Millages and Resolution as presented.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to approve Webster Parish Ordinance # 1011 which merges the precincts and polling places in compliance with RS 18:532B.  Motion carried unanimously.

 

Mrs. Vera Davison moved, seconded by Mr. Steve Lemmons to approve the bid for Legal Journal for the year July 1, 2014 through June 30, 2015 that will be opened on June 9, 2014 upon legal review.  Motion carried unanimously.

 

Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to approve Resolution canvassing the returns and declaring the result of special election held on May 3, 2014.  Motion carried unanimously.

 

Mr. Perry Kirkland moved, seconded by Mr. Allen Gilbert to approve recreational funding for District #5, $400.00 toward the purchase of parking stops at Head Start, Cotton Valley, LA.  Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Mr. Perry Kirkland to approve renovation expenses in the Courtroom, Law Library, and Judges Suite as presented (Carpet, Blinds, woodwork, etc.).   Motion carried unanimously.

 

 

Mr. Allen Gilbert moved, seconded by Mr. Daniel Thomas to approve the following Webster Parish Board Appointments:

 A.  Webster Parish Fire District #12, Heflin, to re-appoint Mr. Joe Robinson and Mr. Scott Mizell to the board for a two year term that will expire 5/ 2016.

Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to approve the action taken at the Road Committee Meeting earlier today.  Motion carried unanimously.

 

Mr. Bruce Blanton told the Jury that the ATV Park, “Muddy Bottoms” opened Memorial Day Weekend and was a big success.  Mr. Blanton invited all to Springhill and Muddy Bottoms for the 4thof July Weekend event.

RESOLUTION

A resolution providing for canvassing the returns and declaring the result of the special election held in the Parish of Webster, State of Louisiana, on Saturday, May 3, 2014, to authorize the renewal of a special tax therein.

                              BE IT RESOLVED by the Police Jury of the Parish of Webster, State of Louisiana (the "Governing Authority"), acting as the governing authority of the Parish of Webster, State of Louisiana, that:

                              SECTION 1.  Canvass.  This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the special election held in the Parish of Webster, State of Louisiana, on SATURDAY, MAY 3, 2014, to authorize the renewal of a special tax therein, and said Governing Authority does further proceed to examine and canvass the returns and declare the result of the special election.

                              SECTION 2.  Procès Verbal.  A Procès Verbalof the canvass of the returns of said election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-OfficioRecorder of Mortgages in and for the Parish of Webster, who shall record the same in the Mortgage Records of said Parish; and another copy thereof shall be retained in the archives of this Governing Authority.

                              SECTION 3.  Promulgation of Election Result.  The re­sult of said election shall be promulgated by publication in the manner provided by law.

               The polling places above specified being the only polling places designated at which to hold the said election, it was therefore shown that there was a total of 1,591 votes cast IN FAVOR OFthe Proposition and a total of 286 votes cast AGAINSTthe Proposi­tion, as hereinabove set forth, and that there was a majority of 1,305 votes cast IN FAVOR OFthe Proposition as hereinabove set forth.

 

               Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as herein­above set forth was duly CARRIEDby a majority of the votes cast by the qualified electors voting at the said special election held in the Parish on Saturday, May 3, 2014.
