MINUTES OF THE ADMINISTRATIVE COMMITTEE CALLED MEETING

WEBSTER PARISH POLICE JURY

March 2, 2017

 

MEMBERS PRESENT:  Vera Davison, Chairman; Jerri Lee, Vice Chairman; Nick Cox, Bruce Blanton, and Jim Bonsall, President

MEMBERS ABSENT:  Daniel Thomas, Steve Ramsey

 

 

Ms. Vera Davison called the meeting to order and opened the meeting with Prayer and the Pledge of Allegiance.

 

The purpose of the meeting is to discuss the Blue Cross Blue Shield Group Health Renewal for 2017.  Mr. Jim Ritchie, Agent for our group was in attendance to answer questions concerning the renewal.  The renewal came in this year at 3.5% over last year.  2016 renewal was 13% and 2015 renewal was 0%; this would give us an overall annual renewal at just over 5% for the three year period.  After much discussion, the consensus was to recommend that the renewal accepted as presented.  This will be presented at the March 7, 2017 Committee and Regular meetings.

MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

MARCH 7, 2017

 

MEMBERS PRESENT:  Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Randy Thomas; Allen Gilbert; Jerri Lee; Vera Davison; Nick Cox; Bernard Hudson; Daniel Thomas; Dustin Moseley; and Jim Bonsall, President

MEMBER ABSENT:  Bruce Blanton

 

Mr. Steve Ramsey called the meeting to order and asked Mrs. Jerri Lee to open with prayer.

 

Mr. Daniel Thomas moved, seconded by Mr. Steve Lemmons to approve a Resolution from the Town of Sibley to install culverts for the town and citizens at their cost for 2017.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Jim Bonsall to approve a Resolution from the Town of Sibley to provide funds for the Annual Clean Up Day on April 8, 2017 using Recreational funding – District 11.  This will be added to the Regular agenda for the April meeting.  Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Mr. Dustin Moseley to approve a Resolution from the Village of Heflin for the installation of culverts for the village and citizens for the year 2017.  Motion carried unanimously.

 

Mrs. Jerri Lee moved, seconded by Mr. Bernard Hudson to approve a Resolution from the Town of Cullen to use Municipality funds to purchase equipment and trailer for the town maintenance crew to clean rights of way.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bernard Hudson to approve the continuation of the Striping Contract with Nations Services Company for the year 2017.  Motion carried unanimously.

MINUTES OF THE BUILDINGS AND GROUNDS COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

March 7, 2017

 

MEMBERS PRESENT:  Steve Lemmons, Bruce Blanton, Jerri Lee, Vera Davison, Allen Gilbert, Nick Cox, Randy Thomas

 

Mr. Steve Lemmons called the meeting to order.

 

Mr. Lemmons reported that the bids had been opened for the Courthouse Annex project on February 14, 2017.  Mike McSwain, Architect told the Committee that when the Jury approves the bid, a Notice to Proceed will be issued, Contract signed, and the work would begin within a few weeks.  There was discussion of the bids.  This will be voted on at the Regular Meeting at 10:30 a.m.

 

Mrs. Carnahan then gave an update on the Courthouse HVAC Renovation project currently being completed.  Work is in the final stages and a completion walk through will be done after all work is finalized.

 

Mr. Lemmons asked Teddy Holloway to update the Jury on the work his crew does to maintain some of the Parish Properties.

Ms. Vera Davison called the meeting to order.

 

Mr. Jim Ritchie, Blue Cross Blue Shield of Louisiana Agent for the Police Jury was on hand to answer questions concerning the renewal.  The Administrative Committee had met on March 2, 2017 and they recommended that the renewal of 3.5% for 2017 be approved with no change to the current policy.

This will be voted on at the 10:30 Regular Meeting.

MINUTES OF THE INTERGOVERNMENTAL COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

March 7, 2017

 

MEMBERS:  Daniel Thomas, Chairman; Jerri Lee, Vice-Chairman; Bernard Hudson; Vera Davison; Steve Ramsey; Dustin Moseley; Randy Thomas; and Jim Bonsall, President

 

Mr. Daniel Thomas called the meeting to order.

 

Daniel Thomas then presented the cover letter and the questionnaire that is to be sent out to the water systems and providers within Webster Parish.  He went on to explain that this will be only a fact gathering tool and he understands that some of the residents of Webster actually get their water from adjacent parishes and from personal wells.

 

Mr. Rick Buckner, Chairman of the Sparta Commission and employed by the City of Minden spoke to the Committee and invited the Jurors to a meeting at the Minden Community House tonight at 6:00 p.m.

Mr. Bonsall then presented the Revenue and Expenditure Report for the month of February to the Committee for review.  No action taken.

MINUTES OF THE ENVIRONMENTAL CLEAN-UP CAMP MINDEN STEERING

COMMITTEE

WEBSTER PARISH POLICE JURY

March 7, 2017

Mr. Dustin Moseley called the meeting to order.

 

Mr. Moseley introduced Mr. Carl Edmond; EPA gave a very informative talk about the Superfund sites in Louisiana.  He stated that LAAP has had Superfund status since 1989 and there are several clean-up sites on LAAP property (now Camp Minden).  The Pink Water Pond and the Shallow Water is monitored going on 15 years and there has been testing on all wells.  Detailed lab results are released every 2 years for 15 years.  The areas of contamination are not in the drinking water and it is contained and is shrinking.

The M-6 Superfund should be completed by mid -April explosive material will be destroyed that was resulted from the EXPLO operations.  Sampling for shallow ground water will be monitored by wells.

Mr. Edmonds also reported that some of the areas that are restricted, of these some are not contaminated.  At the end of the disposal of existing M-6 under the current contract, the DEQ will close the EPA Superfund site (with the required well testing).  Should the chamber remain, LA DEQ will be the governing agency that will take control of permitting, etc.  The EPA officer that is currently on site will no longer be at Camp Minden after the completion of the existing M-6 disposal as outlined the Contract.

 

Mr. Moseley stated that he plans to request someone with the Louisiana Military Department to attend the April ECUCM Steering Committee Meeting.

WEBSTER PARISH POLICE JURY

March 7, 2017

 

MEMBERS PRESENT:  Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Daniel Thomas, Steve Ramsey, Bruce Blanton, Randy Thomas, Dustin Moseley, Bernard Hudson, Allen Gilbert, Jerri Lee, and Nick Cox

 

PUBLIC HEARING:     To hear comments concerning the abandonment of 306 feet at the end of Russell Road.  Donald Russell and his attorney were present and voiced no objection to the abandonment.

PUBLIC HEARING:     To hear comments concerning the abandonment of 369 foot right of way, the Red Vaughn Road.  Mr. David Hicks was present and voiced no objection to the abandonment.

PUBLIC HEARING:     To hear comments concerning the abandonment of Deacon Road, WP #181.  There were no objections to the abandonment.

 

Mr. Jim Bonsall, President, called the meeting to order and asked Mr. Sam Mims to open the meeting with prayer and COL Carl Thompson lead in the Pledge of Allegiance. 

 

Mr. Dustin Moseley moved, seconded by Mr. Nick Cox to add to the agenda Dr. Brian Salvatore to item #13 concerning Camp Minden Burn Chamber, Concerned Citizens.  Motion carried unanimously.

 

There were no audience comments concerning the agenda.

 

Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review of the committee.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Ms. Vera Davison to correct the minutes of the March 7, 2017 Intergovernmental Committee Meeting.  “Early Warning System applications deadline is April 15, 2017 and award at May Regular Meeting.”  Motion carried unanimously.

 

Mrs. Jerri Lee moved, seconded by Mr. Steve Ramsey to approve the minutes of the February Meetings as presented and corrected. The February 3, 2017 Special Called Meeting; the February 7, 2017- Administrative, Buildings and Grounds, Finance, Highway, Environmental, Equipment, Intergovernmental, Economic Development, Community Services, and the Environmental Clean-Up committees; the February 7, 2017 Regular Meeting; the February 23, 2017 Special Meeting.   Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Dustin Moseley to approve the abandonment of the Russell Road effective immediately.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to abandon the Red Vaughn Road effective immediately.  Motion carried unanimously.

 

Mr. Bernard Hudson moved, seconded by Allen Gilbert to abandon the Deacon Road WP# 181 effective immediately.  Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Ms. Vera Davison to approve the bid from Whitlock Shelton for $519,900.00 base bid with no alternates for the Courthouse Annex Renovation.  Mr. Mike McSwain, Architect was on hand to answer questions.  Motion carried unanimously.

 

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve the 2017 Blue Cross Blue Shield of Louisiana Group Health Insurance renewal as presented by Mr. Jim Ritchie, Agent.  The renewal includes a 3.5% increase in premium.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Bernard Hudson to call for a public meeting April 4, 2017 to discuss and take action on the adoption of a Resolution calling for an election for Road District B ad valorem tax renewal.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Nick Cox to approve the following disbursements of recreational funding:

District #2        City of Springhill          $650.00 to repair fence at City Park.

District # 11     JP/ Constable training cost – Marsha Toland JP#5 $353.43 and April Brewster JP Constable #5 $235.62.

Motion carried unanimously.

Regular Meeting- March 7, 2017- Continued:

 

 

The next item on the agenda is Webster Parish Board Appointments, Mr. Randy Thomas moved, seconded by Ms. Vera Davison to approve the re-appointment of Mr. John Stanley as President of the WP FP District#9, Shongaloo for a two (2) year term, and to reappoint Mrs. Jessie Lee as Vice President for a two (2) year term, FPD #9 Shongaloo.

Motion carried unanimously.

 

The budgets for L.I.H.E.A.P. 10-01-2016 – 09-30-2018, and CSBGH 10-01-2016 – 9-30-2017 for the WPPJ Office of Community Services were presented for Jury approval.  Mrs. Jerri Lee moved, seconded by Mr. Bruce Blanton.  Motion carried unanimously.

 

The following Concerned Citizens of the Camp Minden Burn Chamber issue were on hand to speak on behalf of the group to address concerns with the Chamber staying at Camp Minden after the end of the existing contract for the disposal of M-6 left from the EXPLO operation:  Mr. Sam Mims, Ms. Frances Kelley, and Mr. Larry House.

Dr. Brian Salvatore, a professor in the Chemistry and Physics with LSUS in Shreveport was also on hand to discuss the information being released concerning the emissions from the Burn Chamber at Camp Minden.
