MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

May 2, 2017

 

MEMBERS PRESENT:  Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Randy Thomas; Allen Gilbert; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox; Daniel Thomas; Dustin Moseley; and Jim Bonsall, President

MEMBER ABSENT:  Bernard Hudson

 

Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open with prayer.

Mr. Ramsey then asked for additions to the agenda.   Ms. Vera Davison moved, seconded by Mr. Steve Lemmons to add the following items to the agenda:  11.  Off System Bridge; and 12. Newsom Cemetery Road.  Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Mr. Nick Cox to approve a Resolution from the Village of Dubberly to pave the Airport Road using municipality funds.  Motion carried unanimously

 

Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve a Resolution from the Town of Sibley to patch potholes on Jones, N.E. 5th, N.W. 2nd, S.E. 2nd, S.E. 3rd, S.E. 4th, S.E. Johnson, Tharpe, and Weatherton Streets using municipality funds.  Motion carried unanimously.

 

Mr. Brad Graff, Parish Engineer and Mr. Teddy Holloway, Public Works Director spoke to the Committee concerning revisions to the Parish Priority Roads.  There were some changes that had to be made due to DOTD criteria and requirements.  Mr. Graff suggested that a revised Condition Rating be done on all parish roads, a surface analysis assessment.  It has been over 5 years since the last ratings were established.  Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to have an updated Condition rating of parish roads for the Parish Priority list.  Motion carried unanimously.

 

Mr. Teddy Holloway, PWD, also spoke to the jury concerning the Municipality request.  After discussion, it was determined that the Municipality request that have been approved would be completed prior to the Priority road work.  No action needed for this.

 

Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Village of Heflin for scraping road shoulders on all Heflin Streets using municipality funds.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve a Resolution from the Town of Sarepta for paving roads on the town’s priority list using municipality funds.  Motion carried unanimously.

 

Dubberly Resolution has already been completed.

 

Mr. Dustin Moseley moved, seconded by Mr. Daniel Thomas to grade and provide loads of rock for Agape Lane and Watson Farm Road (one load of road for each road) using municipality funds.  Motion carried unanimously.

 

Mr. Dustin Moseley moved, seconded by Mr. Allen Gilbert to approve installation of culverts for the Village and for the citizens for 2017 using municipality funds (for Village culverts).  Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Mr. Allen Gilbert to approve a Resolution from the Town of Cotton Valley to clean out ditch on Maple Street using municipality funds.  Motion carried unanimously.

 

Mr. Brad Graff reported to the Committee concerning the Off System Bridge Program.  Mr. Graff recommended that the Jury approve $593,000.00 of the parishes funding in the Off System Bridge Program for renovation of the Dorcheat Road Bridge.  This bridge meets the criteria for the program.  Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas.  Motion carried unanimously.

 

There was no action taken on the request concerning the Newsome Cemetery road. 

 

Mr. Jim Bonsall reported on an issue with the Garrett Road, no action taken.

MINUTES OF THE BUILDINGS AND GROUNDS COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

May 2, 2017

 

MEMBERS PRESENT:  Steve Lemmons, Bruce Blanton, Jerri Lee, Vera Davison, Allen Gilbert, Nick Cox, Randy Thomas; and Jim Bonsall, President.

 

Mr. Steve Lemmons called the meeting to order.

 

Mr. Lemmons gave an update on the improvements made to the Webster Parish Courthouse Jail, 4thfloor.  The table is being refinished and other improvements will be made as requested.

 

The Pleasant Valley Community House has been demolished by the Parish Road crew.

Mr. Randy Thomas had spoken to representatives with the Old Shongaloo Community House concerning that building.  The utilities had been paid because at the time it was a voting precinct.  A letter will be sent to the representatives of the Old Shongaloo Community House notifying them that the Police Jury has no interest in this building, and utilities will be disconnected immediately.

 

Concerning the Courthouse Annex project, a change order was presented for the carpet in the conference room at the Annex.  Carpet was not included in the original plans.  Mr. Bruce Blanton moved, seconded by Nick Cox seconded to approve the Change Order #1 for carpet in the conference room at the Annex.  Motion carried unanimously.

Mr. Daniel Thomas called the meeting to order.

 

The first item on the agenda is the 2017 Early Warning System Grant award.  There are two applicants:  The Town of Sarepta and the Village of Dixie Inn.  There followed discussion.

Mrs. Jerri Lee moved, seconded by Mr. Jim Bonsall to approve the award to the Town of Sarepta for $13,041.95 with a 20% match by the Town of $3,260.49, total project $16,302.44.  Motion carried unanimously.

 Mayor Peggy Adkins was in the audience and thanked the Committee for the consideration.  Mayor Kay Stratton, Village of Dixie Inn also in attendance thanked the Committee for consideration and will apply another funding cycle.

 

Mr. Daniel Thomas then discussed the Parish Water Study.  We are still receiving data from the water system.

Mr. Bonsall then presented the Revenue and Expenditure Report for the month of February to the Committee for review.

 

Mr. Bonsall presented the Check Register for the month of February, 2017.

 

The bank reconciliation for the month of March was presented for approval.

 

Budget Amendments for the first quarter of 2017 were presented for review.  The amendments will be voted on at the Regular Meeting at 10:30 a.m.

MEMBERS PRESENT:  Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Daniel Thomas, Steve Ramsey, Bruce Blanton, Randy Thomas, Dustin Moseley, Bernard Hudson, Allen Gilbert, Jerri Lee, and Nick Cox

 

 

Mr. Jim Bonsall, President, called the meeting to order, Judge Graydon Kitchens opened the meeting with prayer and Cadet Penelope Smith, with the Camp Minden Youth Challenge Program lead in the Pledge of Allegiance. 

 

Mr. Bonsall than asked for additions to the agenda, Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to add to the agenda # 12.  Fire Protection District #10 – Minden – board appointments.

Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mrs. Jerri Lee to approve invoices for payment pending review of the committee.  Motion carried unanimously.

 

Mr. Dustin Moseley moved, seconded by Mrs. Jerri Lee to adopt the minutes of the April 4, 2017 Committee Meetings:  Road, Buildings and Grounds, Administrative, Intergovernmental, Finance, Environmental Clean-Up Camp Minden, Economic Development, Environmental, Community Services, and Equipment Committees; the April 4, 2017 Regular Meeting; and the April 11, 2017 Special Called Meeting.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve Webster Parish Resolution # 009-2017 approving the holding of an election in the Sarepta Fire Protection District #5 on October 14, 2017.

Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve 1stquarter budget amendments of 2017 as presented.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve recreational funding for District #1, $600.00 to the Springhill City Court for work stations in the City offices.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mrs. Jerri M. Lee to approve holding a Public Hearing to consider abandonment of a 608 foot section of Caples Camp Road.  Public Hearing will be held June 6, 2017.  Motion carried unanimously.

 

Mrs. Mary Whitaker, Director of the Office of Community Services presented her budget reports for the month of April, 2017.  Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve the reports as presented.  Motion carried unanimously.

 

Mr. Nick Cox moved, seconded by Mr. Dustin Moseley that a Citizen Participation Plan/Citizen Complaint Procedure be adopted and Ronda Carnahan be appointed as Citizen Complaint Officer for compliance with the LCDBGT program.  The vote recorded:     12 Yes – Passed.

 

Mr. Nick Cox moved, seconded by Mr. Dustin Moseley authorizing Jim Bonsall, President, to proceed with the development of the LCDBG application taking into consideration views and proposals submitted by citizens attending the public hearing as well as those that were unable to attend and views of the governing body.  The application will be submitted for one of the following activities:

Regular Meeting, May 2, 2017—continued:

 

Mr. Nick Cox moved, seconded by Mr. Dustin Moseley authorizing Mr. Jim Bonsall, President, to proceed with the procurement and selection of professional services for the purpose of assisting in the development of the LCDBG application and implementation of the project (possible discussion of firms to be considered for administrative and engineering services).  Discussion followed, and the Jury agreed that GNF Management for the Administrative Services and Cothren, Graff, and Smoak for the Engineering Services would be the recommended choice in development of the LCDBG application and implementation of the project.  The vote was recorded:  12 Yes, Passed.

 

Mr. Randy Thomas moved, seconded by Mr. Dustin Moseley to approve the appointment of Mr. Kevin Dooley to replace Mr. Moe Moreland on the Board of Directors of the Minden Fire Protection District #10 (MFP#10) term to end 12-31-2018, and to approve the appointment of Mr. Mark Griffith to replace Mr. Phillip Krouse on the Board of Directors of the MFP #10, term to end 12-31-2017.  Motion carried unanimously.
