MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

July 11, 2017

 

MEMBERS PRESENT:  Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Randy Thomas; Bernard Hudson; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox; Dustin Moseley; and Jim Bonsall, President

MEMBER ABSENT:    Daniel Thomas and Allen Gilbert

 

Mr. Steve Ramsey, Chairman called the meeting to order and asked Mr. Nick Cox to open the meeting Mr. Ramsey then asked for additions to the agenda, there were no additions to the agenda. 

 

Mr. Bernard Hudson moved, seconded by Mr. Nick Cox to approve a Resolution from the Town of Cotton Valley for installation of culverts for the town citizens, year 2017.  Motion carried unanimously.

 

Mrs. Jerri Lee moved, seconded by Mr. Jim Bonsall for installation of culvert on NE 4thStreet and on Perritt Street using municipality funding.  Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons to approve a Resolution from the Town of Sibley for ditching on SE 5thAvenue using municipality funding.  Motion carried unanimously.

 

Mrs. Jerri Lee moved, seconded by Mr. Bruce Blanton to approve a Resolution from the Town of Sibley to fill potholes on NE 1stStreet, NE 5thStreet, NE Natchitoches Street, Prairie Grove, SE 1stStreet, SE Natchitoches and Sherwood Avenue using municipality funding.  Motion carried unanimously.

 

Mr. Bernard Hudson moved, seconded by Mr. Jim Bonsall to pay for Street signs and Stop signs using municipality funds.  Motion Carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve a Resolution for the City of Springhill to use all 2017 municipality funds to resurface a portion of MLK Drive from the intersection of Patterson Street to the intersection of Anthony Street with the city paying any material cost over the allotted $16,000.00.  Work to be done at the Jury’s discretion and as time allows.  Motion carried unanimously.

MINUTES OF THE BUILDINGS AND GROUNDS COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

July 11, 2017

 

MEMBERS PRESENT:  Steve Lemmons, Bruce Blanton, Jerri Lee, Vera Davison, Nick Cox, Randy Thomas; and Jim Bonsall, President.

MEMBERS ABSENT:  Allen Gilbert

 

Mr. Steve Lemmons called the meeting to order.

Mr. Lemmons stated that the first item on the agenda is Courthouse Annex Change Order #2 that includes three separate proposals:

Change Proposal# 5- Frame south wall of break room 120 to incorporate new plumbing due to existing wall being CMU - $643.50

Change Proposal #6- RFI #18 – Remove spline ceiling in hallway to access for fire dampers and install new drop ceiling - $-0-

Change Proposal#7 RFI#18 – Fire Dampers installed in existing ductwork through wall on Corridor 114 and the wall adjacent to conference room 112, and in the fire rated walls around Police Jury Room 113.  $4,654.10.

Change Proposal #8 – Build furr out drop down in room 117 due to ceilings between the previous rooms not lining up $293.70

Mr. Travis Jore with Mike McSwain, Architect went over the change order and took questions.  The total change order is $5,591.30.    Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to approve the Change order # 2 as presented.  Motion carried unanimously.

 

The Courthouse Annex sound system was next presented by Mr. Mike McSwain, Architect.  The system is State Contract price of $68,095.00 with the recording equipment $500.00.  Summit will need to adjust the price on the proposal for 12 voting panels instead of 16.  The price should be $67,266.48.  Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve the voting, recording, sound equipment as proposed by Summit through Purtle & Associates.  Motion carried unanimously.

 

Mr. Steve Lemmons then brought the Committee up to date on the Courthouse Improvements and repairs from the May flooding.

MINUTES OF THE ENVIRONMENTAL CLEAN-UP CAMP MINDEN STEERING COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

July 11, 2017

 

MEMBERS:  Dustin Moseley, Chairman; Nick Cox, Vice-Chairman; Allen Gilbert, Bernard Hudson and Jim Bonsall, President

 

Mr. Dustin Moseley called the meeting to order.

 

Mr. Moseley told the committee that some of the test has been released on the initial clean-up of the site where the M-6 was destroyed at Camp Minden.  Water test have come back and have no adverse effects from the preliminary testing.  All information has not been released.

The exact date of the removal of the burn chamber has not been set.

MINUTES OF THE FINANCE COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

July 11, 2017

 

MEMBERS:  Jim Bonsall, Chairman;  Vera Davison, Vice-Chairman;  Jerri Lee; Daniel Thomas; Bruce Blanton;  Dustin Moseley;  Steve Lemmons; Randy Thomas; Allen Gilbert, Steve Ramsey, Bernard Hudson; and Nick Cox.

MEMBER ABSENT:  Daniel Thomas

 

Mr. Jim Bonsall called the meeting to order.

 

Mr. Bonsall then presented the Revenue and Expenditure Report for the month of June to the Committee for review.

Mr. Bonsall presented the Check Register for the month of June, 2017.

The bank reconciliation for the month of May, 2017 was presented for approval.

Ms. Vera Davison moved, seconded by Mr. Steve Lemmons to approve the financial Reports as presented.  Motion carried unanimously.

 

The 2ndQuarter Budget Amendments were presented for questions.  Approval will be made at the Regular meeting at 10:30 a.m.

MINUTES OF THE ENVIRONMENTAL COMMITTEE MEETING

MEMBERS PRESENT:  Randy Thomas, Chairman; Jerri Lee, Vera Davison, Steve Lemmons, Steve Ramsey; Bernard Hudson, Bruce Blanton, and Jim Bonsall, President

 

Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.  No additions.

 

Mr. Randy Thomas then reported on the Sarepta Receiving Station.  Mr. Thomas told the committee the problems that the Sarepta Receiving Station has had with having the pick-ups made.  The Landfill is open during all business hours.

 

Mr. Jim Bonsall then asked to speak concerning the Landfill expansion permit and the existing contract with Republic is less than 5 years from expiring.  The Committee will be meeting to draw up terms before request for qualifications are released.

Mrs. Lee reported that the Community Services Monthly report will be presented by Mrs. Whitaker at the Regular Meeting.

MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

July 11, 2017

 

MEMBERS PRESENT:  Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Bruce Blanton, Randy Thomas, Dustin Moseley, Bernard Hudson, Jerri Lee, Nick Cox, Steve Ramsey and Allen Gilbert

MEMBERS ABSENT:   Daniel Thomas

 

Mr. Jim Bonsall, President, called the meeting to order, COL Carl Thompson opened the meeting with prayer and Cadet Darren Minefield, with the Camp Minden Youth Challenge Program lead in the Pledge of Allegiance. 

 

Mr. Bonsall then asked for additions to the agenda.  There were no additions to the agenda.

 

Mr. Bonsall asked for Audience Comments concerning the agenda.  There were no comments.

 

Invoices for the month of June were reviewed and signed by Juror Randy Thomas on Monday, July 10, 2017.  Mr. Randy Thomas moved, seconded by Mr. Nick Cox to approve invoices for payment.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Ms. Vera Davison to approve the minutes of the June 6, 2017 Road Committee, Buildings and Grounds, Administrative, Intergovernmental Affairs, Environmental Clean-Up Camp Minden, Finance, Economic Development, Community Services, Environmental, and Equipment Committee Meetings; and the June 6, 2017 Regular Meeting.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Dustin Moseley to approve levying millage rates for the Webster Parish Police Jury at the September 5, 2017 Regular Meeting for:

General Alimony-In

General Alimony-Out

Courthouse Maintenance fund

Road District A

Library

Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve the Budget Amendments for the 2ndquarter, 2017 as presented.  Motion carried unanimously.

 

Change Order #2 for the Courthouse Annex renovation was presented for approval.  The Change Order was presented at the Buildings and Grounds Committee Meeting and reviewed at that time.  Mr. Steve Lemmons moved, seconded by Mr. Allen Gilbert to approve the Change order as presented.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve an intergovernmental agreement between the Webster Parish Police Jury and the Louisiana Department of Transportation and Development for the Off System Bridge Program funding allocation for the Parish.

Motion carried unanimously.

*Mr. Lee Hudson, Goodwill Road Community expressed concern over the road condition of Goodwill Road.

*Reverend Rice, Fuller Road/Goodwill Road Community, asked about the speed limit on Goodwill Road.  Two different speed limit areas for the Road.

REGULAR MEETING- JULY 11, 2017 – CONTINUED:

 

*COL Carl Thompson spoke on behalf of the Regional Training Institute at Camp Minden.  COL Thompson urged the Jury to pass a Resolution of Support for the RTI.  This is a four phase project with the first phase completed and anticipates funding for the remaining three phases.  With each phase brings more employees and more students to the area. RTI could have a major economic impact on the region.

 

JUROR COMMENTS:

 

Mr. Allen Gilbert spoke concerning Head Start in Cullen.

 

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting earlier today.  Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to approve the action taken at the Buildings and Grounds Committee Meeting earlier today.  Motion carried unanimously.

 

Mr. Nick Cox thanked COL Thompson for bringing the information to the Jury concerning the Regional Training Institute  at Camp Minden to the Jury.  This could be the economic boost that Webster and North Louisiana need.  Mr. Cox then announced that the Sparta Commission will meet in Bienville at the Bienville Parish Courthouse.

 

Ms. Vera Davison commented on the Military recognition day that was held at Revered Rice’s Church and was presented by Juror Bernard Hudson, very good program. 

 

Dustin Moseley also expressed his appreciation to COL Thompson on his efforts for the RTI at Camp Minden and he also wished the YCP Cadets the best for their upcoming graduation.

 

Mr. Jim Bonsall, President gave closing comments.
