MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

November 7, 2017

MEMBERS PRESENT:  Steve Lemmons, Vice-Chairman; Jim Bonsall; Randy Thomas; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox; Daniel Thomas; Bernard Hudson; Dustin Moseley  MEMBERS ABSENT: Steve Ramsey and Allen Gilbert

Mr. Steve Lemmons  called the meeting to order opened with prayer.  Mr. Lemmons then asked for additions to the agenda.

Mr. Bernard Hudson  moved, seconded by Mr. Bruce Blanton to add to the agenda, #4 speed limit increase on Hwy 528 to Fuller Road from 35mph to 45 mph.  Motion carried unanimously.

Mr. Daniel Thomas led the discussion on Chip Seal. Brad Graff came up with intermediate roads that could be helped. It was discussed to be put on the agenda for next month-no action taken

Mr. Randy Thomas moved, seconded by Mr. Dustin Moseley to advertise for material bids for 2018

 Motion carried unanimously.

Mr. Bernard Hudson led a discussion for the speed limit to increase from 35mph to 45mph from Hwy 528 to Fuller Road.  Brad Graff told the jury that DOTD doesn’t recommend doing this because of culvert regulations on that road.  No action taken. It will be put back on the agenda for next month.

There were no items on the agenda for consideration, but Mr. Randy Thomas brought up the issue of the Tire disposal site on Crichton Road. He gave a report on the mosquito abatement for the Tire disposal site.

Mr. Moseley reported to the Jury on the Camp Minden site clean- up, had 7 bids on the chamber and the water well testing is up.

The meeting is called to order

The Revenue and Expenditure Report for the month of October and the Check Register for the month of October were presented to the Committee for review. The bank reconciliation for the month of September, 2017 was presented to the committee.  After review, the reports were approved by the following action, Mr. Bruce Blanton moved, seconded by Mr. Nick Cox to approve the financial reports as presented.  Motion carried unanimously.

Ronda Carnahan, Secretary-Treasurer told the jury she will be scheduling budget workshops in the next couple of weeks.

MINUTES OF THE COMMUNITY SERVICES MEETING

WEBSTER PARISH POLICE JURY

November 7, 2017

MEMBERS PRESENT:  Jerri Lee, Chairman; Steve Lemmons, Vice-Chairman; Vera Davison; Dustin Moseley; and Jim Bonsall, President.

MEMBERS ABSENT: Steve Ramsey and Allen Gilbert

Mrs. Jerri Lee called the meeting to order.  Mrs. Lee asked if there were any additions to the agenda and Mrs. Vera Davison asked that Webster Parish Head Start be added.

Mr. Steve Lemmons moved and Mr. Randy Thomas seconded that Webster Parish Head Start be added to the agenda. Motion carried unanimously

Mrs. Lee presented the Community Services report for the month of October.  Mrs. Lee then highlighted some of the various programs offered by the WPPJ OCS Office.

Mrs. Lee then led a discussion about the Head Start Program in Webster Parish and the upcoming Governor’s Training.

ECONOMIC DEVELOPMENT COMMTTEE MEETING

WEBSTER PARISH POLICE JURY

November 7, 2017

MEMBERS:  Bruce Blanton, Chairman; Nick Cox, Vice-Chairman; Dustin Moseley; Bernard Hudson; and Jim Bonsall, President

Mr. Bruce Blanton called the meeting to order. Mr. Bruce Blanton asked if  there were any additions to the agenda. Mr. Nick Cox asked that Mayor Tommy Davis, Ms. Mahala Hutto and Mr. Tracy Campbell be added to the agenda.

Mr. Nick Cox moved, seconded by Ms. Vera Davison to add Mr. Davis, Ms. Hutto and Mr. Campbell to the agenda. Motion carried unanimously

Mr. Tracy Campbell, Ms. Mahala Hutto and Mayor Davis, spoke on the behalf of The Consortium of Minden/Webster Parish, Inc. and the Industrial Development Board of the City of Minden requesting an annual line item budget of $20,000 this would include Webster Parish in The Consortium.

INTERGOVERNMENTAL RELATIONS COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

November 7, 2017

MEMBERS:  Daniel Thomas, Chairman; Jerri Lee, Vice-Chairman; Bernard Hudson; Vera Davison; Dustin Moseley; Randy Thomas and Jim Bonsall, President.

MEMBERS ABSENT: Steve Ramsey

Mr. Daniel Thomas called the meeting to order and asked to add animal control to the agenda.

Mr. Bernard Hudson motioned and Mr. Randy Thomas seconded to add animal control to the agenda. Motion carried unanimously.

Mr. Daniel Thomas gave a report to the jury on the water study projections. Mr. Brad Graff, gave an outline of the October meeting, he stated we have 43 water systems within the parish, they have to determine a need and give a man hour projection. We will have two options for the funding, grants and Ad Valorem taxes. This will be done as a phase study and will need assessment.

Mr. Daniel Thomas discussed the animal control issue in the parish and would like to speak with the veterinarians

in the north part of the parish. This will be put on the agenda next month.

WEBSTER PARISH POLICE JURY

MEMBERS PRESENT:  Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Bruce Blanton, Randy Thomas, Dustin Moseley, Daniel Thomas; Bernard Hudson, Jerri Lee, Nick Cox

MEMBERS ABSENT: Steve Ramsey and Allen Gilbert

Mr. Jim Bonsall, President, called the meeting to order, Juror Nick Cox opened the meeting with prayer and Cadet Aubrey Baron of the YCP at Camp Minden lead in the Pledge of Allegiance.

Mr. Bonsall then asked for additions to the agenda. 

Mr. Bonsall asked for Audience Comments concerning the agenda.  There were no comments.

Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review by Juror Jim Bonsall on Thursday, November 9, 2017.  Motion carried unanimously.

Mrs. Jerri Lee moved, seconded by Mr. Bernard Hudson to approve with an exception a change in the Regular Meeting Minutes stating Red River Kickoff  instead of Red Ribbon Kickoff the Minutes of the following:  October 3, 2017 Road Committee, Administrative Committee, Buildings and Grounds Committee, Environmental committee, Environmental Clean-Up Camp Minden committee, Finance Committee, Equipment Committee, Equipment committee, Community Services Committee, Economic Development Committee, and the Intergovernmental Relations committee.  And to approve the Minutes of the October 3, 2017 Regular Meeting and the October 19, 2017 Special Meeting. Motion carried unanimously

Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons to approve recreation funding. Dist# 6 $650 for the Town of Cotton Valley to help to  purchase a mower and Dist# 11 to help with funding the Cypress Water System for repairs. Motion carried unanimously.

Mrs. Jerri Lee moved, seconded by Mr. Nick Cox call for a public hearing of the 2018 proposed budget.  Motion carried unanimously.

Melanie Pearce and Theresa Carpenter spoke to the jury about the road conditions on Hickory Ridge Drive and Pilgram Ranch Road, and Dogwood and all of the logging traffic.

The jury recognized the YCP cadets and thanked them for attending the meeting.

JUROR COMMENTS:

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve the action taken at the Road Committee Meeting earlier today.  Motion carried unanimously.

Ms. Vera Davison moved, seconded by Mr. Dustin Moseley to approve the action taken at the Finance Meeting held earlier today.  Motion carried unanimously.

Mr. Randy Thomas congratulated Georgia McCann because she had the Grand Champion Pig at the Louisiana State Fair.

Mr. Jim Bonsall, President told the Jurors that there will be budget workshops in the coming weeks to discuss the 2018 budget.
