MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

January 9, 2018

MEMBERS PRESENT:  Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Bruce Blanton, Randy Thomas, Dustin Moseley, Daniel Thomas; Bernard Hudson, Jerri Lee, Nick Cox, Steve Ramsey and Allen Gilbert

Mr. Jim Bonsall, President, called the meeting to order, Mr. Richard No les opened the meeting with prayer and Mr. Jason Parker lead in the Pledge of Allegiance.

Mr. Jim Bonsall asked for nominations for President for 2018. Mr. Randy Thomas nominated Jim Bonsall and Mr. Steve Ramsey seconded the nomination. There were no other nominations. Motion carried unanimously.

 Mr. Jim Bonsall asked for nominations for Vice President for 2018. Mr. Steve Ramsey nominated Ms. Vera Davison and Mrs. Jerri Lee seconded the nomination. There were no other nominations. Motion carried unanimously

Mr. Daniel Thomas moved, seconded by Mrs. Jerri Lee to re-appoint Ronda C. Carnahan, Secretary-Treasurer and Lisa C.  Balkom, Asst. Secretary-Treasurer for a 2-year term for 2018 and 2019. Motion carried unanimously

Mr. Bo ns a ll then asked for additions to the agenda.  Mr. Bruce Blanton moved, seconded by Ms. Vera Davison to add end of year financials for 2017 to be approved. Motion carried unanimously

Mr. Bonsall asked for Audience Comments concerning the agenda.  There were no comments.

Mr. Steve Ramsey moved, seconded by Mrs. Jerri Lee to set the date and time of the Police Jury Regular Meetings for the first Tuesday of the Month at 10:30am in the 1^stfloor meeting room of the Webster Parish Courthouse Annex.  Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Allen Gilbert to approve the Signature Resolution WPPJ 001-2018 authorizing the President and Secretary-Treasurer to sign documents on behalf of the Webster Parish Police Jury for the year 2018. Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Ms. Vera Davison to adopt the minutes from the December 5, 2017 Road, Administrative, Buildings and Grounds, Environmental, Environmental Clean-Up Camp Minden, Finance, Equipment, Economic Development, Community Services, and Intergovernmental Relations Committee Meetings; and the December 5, 2017 Regular Meeting. Motion carried unanimously.

Mr. Steve Lem m o ns moved, seconded by Mr. Bernard Hudson to approve invoices for payment: Tuesday, January 9, 2018-Juror Steve Lemmons to approve. Motion carried unanimously

Mr. Allen Gilbert moved, seconded by Mr. Nick Cox to adopt the end of year financials for 2017 which included November and December Bank Reconciliations, December Check Registers and the December Financial Statement. Motion carried unanimously

Mrs. Jerri Lee moved, seconded by Mr. Daniel Thomas to adopt the 2018 budget of the Webster Parish Police Jury with the actual brought forward figures. Motion carried unanimously

Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve Audit Engagement of Allen, Green and Williamson for the 2017 Audit of Financials, and to engage Wise, Martin, and Cole, CPA for preparation of Trial Balance and other CPA duties for the Webster Parish Police Jury. Motion carried unanimously

Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to approve Audit Engagement of Allen, Green and Williamson for the 2017 Audit of Financials for the Webster Parish Police Jury Office of Community Services. Motion carried unanimously

Ms. Vera Davison moved, seconded by Mr. Bernard Hudson to approve the Interim Appointment of Mary Whitaker, Director, WPPJ OCS until a new director is hired. Motion carried unanimously

Mr. Allen Gilbert moved, seconded by Mr. Dustin Moseley to approve WPPJ Resolution #003 authorizing application to LA DOTD for a grant under 49 CFR 5311, Transportation and Certification of Compliance for Federal Transit Administration Recipients for the WPPJ OCS. Motion carried unanimously

Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve WPPJ Resolution #002, to approve the action relative to the Percy Burns Road Bridge with LA DOTD. Motion carried unanimously

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the annual budget for the operation of the North Louisiana Criminalistics Laboratory Commission. Motion carried unanimously

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the Webster Parish Police Jury Road Construction Materials for 2018 by legal review. Motion carried unanimously

Mr. Dustin Moseley moved, seconded by Mrs. Jerri Lee to rescind the action taken at the December 5, 2017 meeting for the Legal review of the Resolution for Town of D oyline .

Mr. Dustin Moseley moved, seconded by Mr. Allen Gilbert to approve Recreational Funding 2017: To ratify action taken in December.

District #2              $199.00 WP Council on Aging to purchase a freezer

District #8              $1200.00 Sparta expenses

District #10            $198.00 WP Head Start for office expenses
