MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

February 7, 2023

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Cayla Cox, Vera Davison, Allen Gilbert, Adam Lee, Beverly Kennon, Randy Thomas, Bruce Blanton and Steve Lemmons

 Absent: Daniel Thomas

 

Mr. Steve Ramsey called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

 

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to add Lake Road, Franklin Road and Harvell Day Road to the agenda. Motion carried unanimously.

 

Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in January 2023.

 

Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to approve the Resolution for the Town of Cotton Valley to install culverts for citizens for 2023. Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Ms. Beverly Kennon to approve the Resolution for the Town of Sibley to install culverts for citizens for 2023. Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Adam Lee to approve the Resolution for the Village of Dubberly for cleaning brush and ditches for 2023 and filling potholes for 2023 using Municipality Money and to install culverts for the citizens for 2023. Motion carried unanimously.

 

Ms. Patricia Powell updated the jury on the Webster Parish Humane Association.

 

Ms. Dorothy Henderson, resident, had questions concerning the potholes on Lake Road and Franklin Road. The jury led in discussion.

 

Mr. Adam Lee moved, seconded by Mr. Bruce Blanton to approve the Resolution from the Village of Doyline for installation of culverts for the citizens in 2023 and also Johnson and Johnson Street grading issue around manhole. To approve to repair culvert under College Street at Willis and dredge the ditch on College and Willis using Municipality Funding. Motion carried unanimously.

 

The jury received a letter about a gate across Harvell Day Road. Mr. Michael P. Ameen, attorney representing Mr. Fite was in attendance and addressed the jury. Harvell Day Road will be put back on the agenda in March.

 

Mr. Randy Thomas moved, seconded by Mr. Adam Lee to amend Webster Parish Ordinance #1014 to state Webster Parish right of ways instead of being “road specific”. Motion carried unanimously.

 

Mr. David Robinson, WPSO spoke to the jury on “animal tethering”. A copy of a Caddo Parish Ordinance was given as an example. The jury led in discussion. No action was taken, it may be brought up at a later time.

  MINUTES OF THE FINANCE COMMITTEE

WEBSTER PARISH POLICE JURY

February 7, 2023

 

Members Present: Beverly Kennon, Chairman; Jim Bonsall, Vice Chairman; Vera Davison, Steve Ramsey, Adam Lee, Allen Gilbert, Cayla Cox, Randy Thomas, Steve Lemmons and Bruce Blanton

Absent: Daniel Thomas

 

Ms. Beverly Kennon called the meeting to order and asked for additions to the agenda. 

 

Mr. Bruce Blanton moved, seconded by Mr. Steve Ramsey to add Lee Faulk LSU/Ag Director, Dorcheat Historical Museum and Trailblazer to the agenda. Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Ms. Vera Davison to approve the December 2022 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to approve the July 2022-December 2022 LCDBG Bank Reconciliation, Retiree Bank Reconciliation and the Jury/Witness Fee Bank Reconciliation. Motion carried unanimously.

 

Ms. Beverly Kennon presented the Financial Reports for the month of January 2023 to be approved at the March Meeting.

 

Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve travel expenses for Sides Lines Consulting & Etc., Inc to Greene County, AR Detention Site. Motion carried unanimously.

Ms. Lisa C. Balkom spoke to the jury concerning the NLCOG dues for 2023. The jury budgeted $25,000 for the year. The Webster Parish Tax Assessor will pay the remainder of the dues owed.

Mr. Lee Faulk addressed the jury concerning some office staff position changes. Mr. Faulk will be moving to the Claiborne Parish office and Ms. Shakira Williams will be his replacement for Webster Parish.

Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to expend $2500 that was allotted for Trailblazer for 2023 and replace it with Dorcheat Historical Museum. Motion carried unanimously.

MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

                                             February 7, 2023

 

MEMBERS PRESENT:  Jim Bonsall, President; Steve Ramsey, Vice President; Cayla Cox, Allen Gilbert, Vera Davison, Beverly Kennon, Randy Thomas, Bruce Blanton, Steve Lemmons and Adam Lee

Absent: Daniel Thomas

 

 

Mr. Jim Bonsall called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. 

Mr. Allen Gilbert led in the Pledge of Allegiance.

 

Mr.Jim Bonsall then asked for additions to the agenda.

There were no comments from the audience concerning the agenda.

 

Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to approve to Reappoint Webster Parish Police Jury District #8 Juror, Cayla Cox and Reappoint Webster Parish Police Jury District #12 Juror, Adam Lee to fill the unexpired terms ending January 7, 2024. Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon to approve invoices for payment pending review by juror Bruce Blanton.  Motion carried unanimously.

 

Ms. Beverly Kennon moved, seconded by Ms. Vera Davison to adopt the minutes of the January 3, 2023 Regular Meeting and the January 10, 2023 Special Meeting. Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to approve the Board Appointments for the Webster Parish Communications District: Reappoint Hank Haynes to serve another 4-year term beginning 01/01/2023 and Ursula Hullaby to serve another 4-year term beginning 01/01/2023. Appoint Drew White to replace Billy Dorsey, term to end 12/31/2024. Motion carried unanimously.

                                                          

Mr. Allen Gilbert moved, seconded by Mr. Randy Thomas to approve the Board Appointment for the Webster Parish Fire Protection District #8: Reappoint Leon Smith to serve another 2-year term beginning 02/01/2023. Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Adam Lee to approve Board Appointments for the Sarepta Fire District #5: to reappoint Todd Pickard and Michael Corley term to expire 12/31/2024. Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve Board Appointments for the Webster Parish Convention Visitors & Tourism Commission: to appoint Jerri Lee to replace Nick Cox, term to expire 12/31/2023 and appoint Diane Blake replace Karen Calvert, term to expire 12/31/2025. Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Ms. Vera Davison to approve the Audit Engagement for the Financial Audit Year ending 12/31/2022 and approve engagement of Wise, Martin and Cole for CPA services for 2023 and audit of 2022. Approve Audit Engagement for year end 2022,2023 and 2024, a 3- year contract. Motion carried unanimously.

Mr. Rice addressed his concerns with the jury about road problems on Goodwill Road and asked where it was on the Webster Parish Priority List. Discussion followed.

 

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Ms. Beverly Kennon moved, seconded by Mr. Steve Ramsey to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.  

 

Mr. Jim Bonsall then gave Presidents’ closing remarks.

There being no further business to bring before the Jury, the meeting adjourned.

                                  MINUTES OF THE SPECIAL MEETING

                                     WEBSTER PARISH POLICE JURY

                                                  February 16, 2023

 

MEMBERS PRESENT:  Jim Bonsall, President; Steve Ramsey, Vice President; Cayla Cox, Beverly Kennon, Randy Thomas, Steve Lemmons, Adam Lee and Bruce Blanton

Absent: Allen Gilbert, Daniel Thomas and Vera Davison

 

Mr. Jim Bonsall called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. 

 

Mr. Bonsall then asked for additions to the agenda.

Mr. Steve Ramsey moved, seconded by Ms. Beverly Kennon to add Animal Control Committee to the agenda. Motion carried unanimously.

                                                                  

Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to appoint Mr. Mike Griffith to fill the unexpired term of Mr. Bernard Hudson, who passed away on February 1, 2023, as Webster Parish Police Juror, District # 5 effective February 16, 2023-term to expire January 7, 2024. Motion carried unanimously.

Mr. Jim Bonsall formed a new committee, Animal Control Committee. Committee Members are Steve Ramsey, Adam Lee, Steve Lemmons, Randy Thomas and Beverly Kennon. They will meet with Mr. David Robinson, WPSO at 8:30am on Regular Meeting days.
