MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

April 4, 2023

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Cayla Cox, Allen Gilbert, Adam Lee, Beverly Kennon, Randy Thomas, Mike Griffith, Steve Lemmons, Bruce Blanton, Vera Davison and Daniel Thomas.

 

Mr. Steve Ramsey called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

 

Mr. Adam Lee moved, seconded by Mr. Bruce Blanton to add 3 Village of Doyline Resolutions to the agenda. Motion carried unanimously.

 

Mr. Russell Craig with Bossier Parish Police Jury addressed the jury. Mr. Craig is the Weights and Standards Officer for Bossier Parish Police Jury. He explained how permitting is done in Bossier Parish. He mentioned that if Webster Parish Police Jury will buy heavy equipment scales they would need to buy 6. (approx. cost $36,000) He also explained tickets and enforcement for this department.

 

Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in March 2023.

 

Mr. Patrick Jackson, Parish Attorney will review our current Webster Parish Ordinance 994 to advise the jury on how to amend it for future permitting.

 

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve to overlay Oliver Speeks Road, using Road District A funding. Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve to overlay Perry’s Place Road, using Road District A funding. Motion carried unanimously.

 

Mr. Mike Griffith moved, seconded by Mr. Daniel Thomas to approve the Resolution from the Village of Dixie Inn to purchase equipment for right of way cleaning using Municipality Funding. Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons to approve to install a NO THRU TRUCKS sign on Oakland Road. Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Ms. Cayla Cox to approve to piggy back off of Bossier Parish Police Jury bids for materials we didn’t receive bids for. Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Mr. Jim Bonsall to approve to lay gravel at the Evergreen Fire Department. Motion carried unanimously.

 

Mr. Brad Graff addressed the jury and discussed the status of the Priority List. He stated that Yellow Pine Road and Old Arcadia Road has moved up on the list.

 

Mr. Adam Lee moved, seconded by Mr. Daniel Thomas to approve 3 Resolutions from the Village of Doyline, install culverts on Fuller Road, Willis Street and Pilgrim’s Rest Road. Motion carried unanimously.

                                                                                                WEBSTER PARISH POLICE JURY

                                                                                                                 March 7, 2023

 

Members Present: Beverly Kennon, Chairman; Jim Bonsall, Vice Chairman; Daniel Thomas, Steve Ramsey, Adam Lee, Allen Gilbert, Cayla Cox, Randy Thomas, Steve Lemmons, Vera Davison, Bruce Blanton and Mike Griffith

 

Ms. Beverly Kennon called the meeting to order and asked for additions to the agenda. 

 

Mr. Steve Ramsey moved, seconded by Mr. Jim Bonsall to approve the February 2023 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

 

Ms. Beverly Kennon presented the Financial Reports for the month of March 2023 to be approved at the May Meeting.

 

Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to approve to surplus courthouse marble and put out for bid on govdeals.com. Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to approve to bid Webster Parish Police Jury property in Heflin, LA. Parcel #128445 and reserve mineral rights after appraisal. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve to advertise to bid to sell Webster Parish Adjudicated Property on Tuesday, May 23, 2023 at 10:00am. Motion carried unanimously.

Mr. Allen Gilbert moved, seconded by Mr. Daniel Thomas to prepare an Eviction Notice for 119 Newson Street, Cullen La.  Adjudicated Property Parcel #121715. Motion carried unanimously.

Lisa C. Balkom, Secretary-Treasurer addressed the jury about the Ware Youth Center rate increase from $110 per night to $310 per night, effective July 1, 2023. Discussion followed.

Mr. Jim Bonsall led in discussion about the request from the Dorcheat Historical Museum director, Schelley Francis concerning Jessica Gorman as Parish Historian. Discussion followed. It will be revisited at a later date.

                                               WEBSTER PARISH POLICE JURY

MEMBERS PRESENT:  Jim Bonsall, President; Steve Ramsey, Vice President; Cayla Cox, Allen Gilbert, Daniel Thomas, Beverly Kennon, Randy Thomas, Mike Griffith, Steve Lemmons, Vera Davison, Bruce Blanton and Adam Lee

 

 

Mr. Jim Bonsall called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. 

Mr. Mike Griffith led in the Pledge of Allegiance.

 

Mr. Jim Bonsall then asked for additions to the agenda.

 

Mr. Daniel Thomas moved, seconded by Ms. Beverly Kennon to add Annual Louisiana Compliance Questionnaire to the agenda. Motion carried unanimously.

 

There were no comments from the audience concerning the agenda.

Ms. Cayla Cox moved, seconded by Mr. Mike Griffith to approve invoices for payment pending review by juror Cayla Cox.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to adopt the minutes of the March 7, 2023 Road, Finance and Regular Meeting. Motion carried unanimously.

                                                           

Mr. Bruce Blanton moved, seconded by Ms. Vera Davison to approve to consider adoption of a Resolution 004-2023 authorizing the Parish of Webster to join with the State of Louisiana and other local governmental units as a participant in the Subdivision Settlement Participation Form(s) of the Distributer Settlement Agreement and CVS, Walgreens, and Walmart Settlement Agreement, and to authorize the execution of documents. Motion carried unanimously.

 

Mr. Allen Gilbert moved, seconded by Ms. Cayla Cox to consider and take action with respect to adopting a Resolution 005-2023 providing for canvassing the returns and declaring the result of the special election held in the Parish of Webster, State of Louisiana, on Saturday, March 25, 2023, to authorize the continuation of a special tax therein. Motion carried unanimously.

 

Mr. Mike Griffith moved, seconded by Mr. Steve Ramsey to approve Board Appointments for the Webster Parish Fire District #7 to appoint James Edwards to fill the unexpired term of Mike Griffith to expire 12/31/2023. Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to approve the Annual Louisiana Compliance Questionnaire for the 2022 Audit of Financials for the Webster Parish Police Jury. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Ms. Beverly Kennon moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.  

 

Mr. Jim Bonsall then gave Presidents’ closing remarks.
