MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

July 5, 2023

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Beverly Kennon, Adam Lee, Randy Thomas, Mike Griffith, Steve Lemmons, Bruce Blanton, Vera Davison and Cayla Cox.

Absent: Daniel Thomas and Allen Gilbert

 

Mr. Steve Ramsey called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

 

Mr. Randy Thomas moved, seconded by Mr. Jim Bonsall to add Webster Parish Ordinance #994  to the agenda. Motion carried unanimously.

 

Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in June 2023.

 

Mr. Mike Griffith moved, seconded by Mr. Randy Thomas to approve a Cooperative Endeavor Agreement with the LADOTD for 2 loads of Milling to be delivered to the Goodwill Frontage Road off of I20. The landowners will spread the milling after the Webster Parish Police Jury and LADOTD sign the agreement. 9 Yes, 2 absent and 1 abstain (Adam Lee). Motion carried.

 

Mr. Mike Griffith led discussion addressing when the Goodwill Frontage Road will be taken into the road system. Mr. Craig Watson, landowner addressed the matter as well. The jury asked that a letter be written to Mr. Eric Calavoda with DOTD and also asked that Mr. David North be in attendance at the August Road Committee Meeting.

 

Mr. Steve Lemmons moved, seconded by Mr. Mike Griffith to amend Ordinance 994 pending legal review:

Amending Section Chapter 15 Sec 15:47-G to read $600,000 per mile to replace $200,000 per mile

 Section 2 in Public Utilities it will read $600,000 per mile to replace $200,000 per mile

 Section 15:48 J under Location Permit it will read $600,000 to replace $200,000 per mile

Section 15-49 Overweight Permit and Procedures it will read $600,000 per mile.

 Section 15-49 Penalties will be changed to warning for first offense, a violation penalty of $500 for second offense, and for third offense the owner, operator or both will face permit suspension for 45 days. After the 45- day suspension, the owner or operator may reapply for Road Use permit at a fee increase of $150.00 per vehicle. Motion carried unanimously. (see attached)

 

Mr. Steve Ramsey mentioned that the jury received another letter regarding Harvell Day Road.

                                   MINUTES OF THE FINANCE COMMITTEE

WEBSTER PARISH POLICE JURY

                                                                                            July 5, 2023

 

Members Present: Beverly Kennon, Chairman, Jim Bonsall, Vice Chairman; Cayla Cox, Steve Ramsey, Adam Lee, Randy Thomas, Steve Lemmons, Vera Davison, Bruce Blanton and Mike Griffith.

Absent: Daniel Thomas and Allen Gilbert

 

Ms. Beverly Kennon called the meeting to order and asked for additions to the agenda. 

 

Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to add the Webster Parish Humane Association to the agenda. Motion carried unanimously.

 

Ms. Patricia Powell and Ms. Jennifer Walker updated the jury on the Humane Association services and expenses. Discussion followed.

Mr. Jim Bonsall moved, seconded by Ms. Vera Davison to approve the May 2023 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

 

Ms. Beverly Kennon presented the Financial Reports for the month of June 2023 to be approved at the August Meeting.

 

The Webster Parish Coroner sent in a budget increase request for his office. The jury decided to hold off at this time. They will revisit this at the budget workshop that will be held in October.

Ms. Lisa C. Balkom discussed the 2022 Audit of Financials for the Webster Parish Police Jury. The jury had an unmodified opinion and Allen, Green and Williamson will be here at the August meeting to present.

                     MINUTES OF THE REGULAR MEETING

                          WEBSTER PARISH POLICE JURY

                                             July 5, 2023

 

MEMBERS PRESENT:  Jim Bonsall, President; Steve Ramsey, Vice President; Cayla Cox, Beverly Kennon, Randy Thomas, Mike Griffith, Steve Lemmons, Vera Davison, Bruce Blanton and Adam Lee

Absent: Allen Gilbert and Daniel Thomas

 

Mr. Jim Bonsall called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. 

Mr. Mike Griffith led in the Pledge of Allegiance.

 

Mr. Jim Bonsall then asked for additions to the agenda.

 

Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to add the bid for 103 Murria Street, Cullen, LA. Motion carried unanimously.

 

There were no comments from the audience concerning the agenda.

 

Ms. Beverly Kennon moved, seconded by Mr. Mike Griffith to approve invoices for payment pending review by juror Beverly Kennon.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Ms. Cayla Cox to adopt the minutes of the June 6, 2023 Road Committee, Finance Committee, Building and Grounds Committee and Regular Meeting. Motion carried unanimously.

                                                           

Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve the bid for the Cullen Senior Center repairs at 103 Murria Street in Cullen, Louisiana to the lowest bidder pending legal review.

Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Ms. Beverly Kennon moved, seconded by Mr. Mike Griffith to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.
