MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

August 1, 2023

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Beverly Kennon, Adam Lee, Randy Thomas, Mike Griffith, Steve Lemmons, Bruce Blanton, Daniel Thomas, Allen Gilbert, Vera Davison and Cayla Cox.

 

Mr. Steve Ramsey called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

 

Mr. Steve Lemmon moved, seconded by Mr. Daniel Thomas to add Ms. Stacy Brown, Rice Road and Adjudicated property to the agenda. Motion carried unanimously.

 

Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in July 2023.

 

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve 4 Resolutions from the Town of Sibley for road work on Sherwood Lane, SE 5th Ave, Prairie Grove and Weatherton Street. A request for ditching and culvert work on NE 2nd Ave and NE Natchitoches Street. The town has expended the allotted Municipality Funding so the town will be billed for the work requested. Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Mr. Mike Griffith to amend Webster Parish Ordinance #989 to include Jack Martin Road in the “NO ENGINE BRAKES” (No Jake Brakes). Motion carried unanimously.

 

Ms. Tammy Bridges with Twin Oaks Subdivision, Sewer System addressed the jury with concerns over the sewer district out Allen Drive. Mr. Brad Graff, Parish Engineer did research and found the permits with DEQ where the district was formed. He advised Ms. Bridges to contact the state health sanitation director and also the Louisiana Rural Water Association. Discussion followed.

 

Mr. Jim Bonsall moved, seconded by Ms. Vera Davison to accept the streets of Millwood Landing Subdivision with a clear lien certificate pending legal review. Motion carried unanimously.

 

The next item on the agenda is US Hwy 371 Widening Project, it will be tabled until next month.

 

Ms. Stacy Brown with Boom or Bust Byway spoke to the jury concerning a signage project along the byway. Ms. Brown asked for suggestions on locations in Sarepta or Shongaloo to put a visitor’s sign. She will meet with a few jurors in the next couple of weeks.

 

Mr. Mike Griffith addressed the jury concerning Rice Road wanting to know where it is on the Priority System. Discussion followed.

 

Mr. Daniel Thomas led discussion on adjudicated properties in the parish.

 

There being no further business to bring before the committee, the meeting adjourned.

                                                                    MINUTES OF THE FINANCE COMMITTEE

WEBSTER PARISH POLICE JURY

August 1, 2023

 

Members Present: Beverly Kennon, Chairman, Jim Bonsall, Vice Chairman; Cayla Cox, Steve Ramsey, Adam Lee, Randy Thomas, Steve Lemmons, Vera Davison, Bruce Blanton, Daniel Thomas, Allen Gilbert and Mike Griffith.

 

Ms. Beverly Kennon called the meeting to order and asked for additions to the agenda. 

 

Mr. Steve Ramsey moved, seconded by Ms. Cayla Cox to approve the June 2023 Financial Statement, Check Register and Bank Reconciliation and January-June 2023 LCDBG Bank Reconciliation, Retiree Bank Reconciliation and the Jury/Witness Fee Bank Reconciliation. Motion carried unanimously.

Ms. Beverly Kennon presented the Financial Reports for the month of July 2023 to be approved at the September Meeting.

 

Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to approve the Budget Amendments ending July 31, 2023 for the Webster Parish Police Jury. Motion carried unanimously.

                                                                  MINUTES OF THE REGULAR MEETING

                            WEBSTER PARISH POLICE JURY

                          August 1, 2023

 

MEMBERS PRESENT:  Jim Bonsall, President; Steve Ramsey, Vice President; Cayla Cox, Beverly Kennon, Randy Thomas, Mike Griffith, Steve Lemmons, Vera Davison, Bruce Blanton, Allen Gilbert, Daniel Thomas and Adam Lee

 

Mr. Jim Bonsall called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. 

Mr. Mike Griffith led in the Pledge of Allegiance.

 

Mr. Jim Bonsall then asked for additions to the agenda.

 

There were no comments from the audience concerning the agenda.

 

Mr. Allen Gilbert moved, seconded by Mr. Mike Griffith to approve invoices for payment pending review by juror Allen Gilbert.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon to adopt the minutes of the July 5, 2023 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.

                                                           

Ms. Jennie Henry, CPA with Allen, Green & Williamson, CPA presented the 2022 Audit of Financials for the Webster Parish Police Jury. The jury will review and vote on the 2022 Audit of Financials at the September 5, 2023 Regular Meeting.

Mr. Adam Bass, Candidate for State Senate addressed the jury.

Ms. Dorothy Henderson, concerned citizen had questions about surveyors on her private property.

Mr. Micah Hanson addressed the jury thanking them for approval of Millwood Landing Subdivision in the Road Committee Meeting.

Mr. Ray Mills addressed the jury about culvert installation inside city limits of Cullen.

 

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Ms. Beverly Kennon moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.
