MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

November 7, 2023

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Adam Lee, Mike Griffith, Steve Lemmons, Bruce Blanton, Daniel Thomas, Allen Gilbert, Beverly Kennon, Cayla Cox and Randy Thomas

 

JURY WENT INTO EXECUTIVE SESSION: DISCUSSION OF DOCKET NO. 80711 “ELLIS R. DICK, KAYLIN L. CHANLER, AND HOLLY L. HOLTZCLAW, INDIVIDUALLY AND ON BEHALF OF DEBRA K. DICK BS WILLIAM, T. TAYLOR, ETAL”.

 

Mr. Steve Ramsey called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

 

Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to add Resolutions from Village of Doyline and Town of Cullen to the agenda. Motion carried unanimously.

 

Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in September 2023. Mr. Jim Bonsall mentioned building permits in the parish and violations of the building code. Discussion followed.

 

Mr. Allen Gilbert moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Town of Cullen for 1 load of cold mix using Municipality Funding. Motion carried unanimously.

 

Mr. Allen Gilbert moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Town of Cullen for striping inside the city limits using Municipality Funding. Motion carried unanimously.

 

Mr. Mike Griffith moved, seconded by Mr. Adam Lee to approve a Resolution from the Village of Dixie Inn for repairs of potholes at the Public Boat Launch using Municipality Funding. Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Mr. Jim Bonsall to approve to write a letter to a landowner on Haynes Road in Shongaloo that has bushes/trees in the parish right of way that is obstructing the view for oncoming traffic. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve to take $88,000 out of the $350,000 allotment from the proposed budget landfill investment interest money for municipalities in 2024. Each municipality will receive $8,000 more.  11 YES 1 NO (Randy Thomas) Motion carried. 

The Jury will vote on the 2024 budget in the December 5, 2023 meeting.

Mr. Mike Griffith moved, seconded by Mr. Daniel Thomas to approve to ratify the action signing the FEMA-Aptim Task Change Order for the FEMA Flood 2016. Motion carried unanimously.

Mr. Adam Lee moved, seconded by Mr. Daniel Thomas to approve the Resolution from the Village of Doyline for the annual installation of culverts for the village also for repairs to the zero- turn mower used for right of way mowing in the village. Motion carried unanimously.

                                       MINUTES OF THE FINANCE COMMITTEE

                                                                           WEBSTER PARISH POLICE JURY

                                                                                           November 7, 2023

 

Members Present: Beverly Kennon, Chairman, Jim Bonsall, Vice Chairman, Steve Ramsey, Adam Lee, Steve Lemmons, Vera Davison, Bruce Blanton, Daniel Thomas, Cayla Cox, Randy Thomas, Allen Gilbert, and Mike Griffith.

                                                                               

Ms. Beverly Kennon called the meeting to order and asked for additions to the agenda. 

 

Ms. Vera Davison moved, seconded by Mr. Jim Bonsall to approve the September 2023 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

 

Ms. Beverly Kennon presented the Financial Reports for the month of October 2023 to be approved at the December Meeting.

 

Mr. Allen Mosley, Webster Parish Coroner addressed the jury with budget concerns for his office. The jury will take into consideration of his request of an extra $30,000 annually.  

 

Mr. Steve Ramsey moved, seconded by Ms. Cayla Cox to change the budget line item in the General Fund that reads “RC AND D CONTRIBUTION” to read “DORCHEAT HISTORICAL MUSEUM” and budget $2500 annually beginning 2024 budget year. Motion carried unanimously. This funding had previously been allocated to Trailblazer and it is no longer needed. It will now be budgeted for the museum going forward.

 

Mr. Jim Bonsall moved, seconded by Ms. Vera Davison to approve the Amended Capital Area Finance Endeavor with the jury. Motion carried unanimously.

                                                        MINUTES OF THE BUILDING AND GROUNDS COMMITTEE

WEBSTER PARISH POLICE JURY

November 7, 2023

MEMBERS PRESENT: Steve Lemmons, Chairman; Bruce Blanton, Vice-Chairman; Allen Gilbert; Beverly Kennon, Cayla Cox, Randy Thomas, Vera Davison, Jim Bonsall; President

 

Mr. Steve Lemmons called the meeting to order and asked for additions to the agenda.

 

Mr. Randy Thomas moved, seconded by Mr. Jim Bonsall to add Adjudicated property and the Village of Heflin Resolution to the agenda. Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Ms. Beverly Kennon to approve the contract with Cothren, Graff and Smoak Engineering for the Women’s Jail Facility, pending legal review. Motion carried unanimously.

 

Ms. Nancy Jacobs addressed the jury about an adjudicated property located at 413 Jessica Drive in Springhill. She wants to know the status of the property and asked that the jury consider tearing it down. Discussion followed.

 

Mr. Allen Gilbert moved, seconded by Mr. Jim Bonsall to approve the Resolution from the Village of Heflin for street repairs, drainage and maintenance inside city limits using Municipality Funding. Motion carried unanimously.

                        MINUTES OF THE REGULAR MEETING

                            WEBSTER PARISH POLICE JURY

                            November 7, 2023

 

MEMBERS PRESENT:  Jim Bonsall, President; Steve Ramsey, Vice President; Beverly Kennon, Mike Griffith, Steve Lemmons, Vera Davison, Allen Gilbert, Bruce Blanton, Daniel Thomas, Cayla Cox, Randy Thomas and Adam Lee

 

PUBLIC HEARING:  To hear comments concerning the proposed abandonment/closure of the east end of East Road, Parish Road #228T, 673 feet on the dead end of East Road and 16 feet wide, Webster Parish, Louisiana.

Denise Kennedy, Charlie Oliver, Bobby Sanders, Sharon Sanders and Tabitha LaBaron are all residents of East Road and are in agreement to abandon/close 673 feet of the road.

No more public comments

Mr. Jim Bonsall called the meeting to order and asked Mr. Steve Lemmons to open the meeting with prayer. 

Mr. Mike Griffith led in the Pledge of Allegiance.

 

Mr. Jim Bonsall then asked for additions to the agenda.

Mr. Randy Thomas moved, seconded by Ms. Beverly Kennon to add the abandonment/closure of the east end of East Road. Motion carried unanimously.

 

There were no comments from the audience concerning the agenda.

 

Mr. Randy Thomas moved, seconded by Ms. Beverly Kennon to approve invoices for payment pending review by juror Randy Thomas.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Adam Lee to adopt the minutes of the October 3, 2023 Road Committee, Finance Committee, Building and Grounds and Regular Meeting. Motion carried unanimously.

                                                           

Ms. Cayla Cox moved, seconded by Ms. Beverly Kennon to approve Recreation Funding:

 Dist. #8 $1000 for the Dorcheat Historical Museum to purchase a laptop for the museum and Dist. #9 $780 to the Dorcheat Historical Museum to purchase a scanner. Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve the Board Appointments for the Webster Parish Tourism & Visitors Bureau: Brandon Perryman, term January 1, 2024 to December 31, 2024, Derek Melancon, term January 1, 2024 to December 31, 2025, Jerri Lee, term January 1, 2024 to December 31, 2026, Ty Pendergrass, term January 1, 2024 to December 31, 2026. Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Mike Griffith to call for A Public Hearing of the Webster Parish Police Jury will be held on December 5, 2023 at 10:30 a.m. at the Webster Parish Police Jury, Courthouse Annex, 401 Main Street, Minden, Louisiana.  The Public Hearing is to hear comments concerning the adoption of Webster Parish Ordinance

#1020,  Adopting the2A can be merged with 3 and become 3

 2B can be merged with 2 and become 2

. 3 can be merged with 2A and 4 and become 3

. 17A can be merged with 17C and become 17A

. 17B can be merged with 16 and become 16

. 17C can be merged with 17A and become 17A

. 24 can be merged with 33 and become 33

. 24A can be merged with 27 and become 27

. 29A can be merged with 26 and become 26

. 31A can be merged with 16 and become 16

 

and redefining the territorial limits of precincts and polling places in Webster Parish in compliance with RS 18:532B.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Steve Ramsey to Abandon the east end of East Road, Parish Road #228T, 673 feet on the dead end of East Road and 16 feet wide, Webster Parish, Louisiana. Motion carried unanimously.

Ms. Beverly Kennon moved, seconded by Mr. Adam Lee to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.  

 

Mr. Steve Lemmon moved, seconded by Mr. Randy Thomas to approve the action taken at the Building and Grounds Committee Meeting held earlier today. Motion carried unanimously.

 

Mr. Jim Bonsall then gave Presidents’ closing remarks.

 

There being no further business to bring before the Jury, the meeting adjourned.
