MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

June 7, 2011

MEMBERS PRESENT: Vera Davision, Vice President; Jim Bonsall; Steve Ramsey; Charles Odom; Daniel Thomas; Jerri Lee; Bruce Blanton; C. C. Cox; Steve Lemmons; Jimmy Thomas; and Steve Duggan MEMBERS ABSENT: Charles Walker

BID OPENING: Official Journal for the year beginning July 1, 2011 and ending June 30, 2012. There was one bid received, Springhill Press.

Ms. Vera Davison, Vice President opened the meeting with prayer and Mr. Charles Odom led in the Pledge of Allegiance.

Ms. Vera Davison then called the meeting to order. She stated that Mr. Charles Walker, President was out today due to illness. Ms. Davison then asked for additions to the agenda.

Mr. Charles Odom moved, seconded by Mr. Steve Duggan to add #12. Advertise for a Public Hearing to hear comments concerning Ordinance # 1001- Regulating speed in the Webster Parish Landfill; #13. Resolution of Compliance of Zoning for the Webster Parish Solid Waste Landfill; and #14 Stream Preservation Alliance, comments on recharge lakes. Motion carried unanimously.

Mr. C. C. Cox moved, seconded by Mrs. Jerri Lee to adopt the minutes of the May 3, 2011 Road Committee Meeting and the May 3, 2011 Regular Meeting. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Charles Odom to approve invoices for payment pending review of the committee. Motion carried unanimously.

Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve the low bid of Springhill Press for the Official Journal for the year beginning July 1, 2011 and ending June 30, 2012. Motion carried unanimously.

Mr. Charles Odom moved, seconded by Mr. C. C. Cox to approve entering into an Intergovernmental Agreement with the Webster Parish Sheriff to provide another prisoner litter crew to work two additional days at $20.00 an hour for 16 hours a week. This will provide for six day a week litter pick-up. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mrs. Jerri Lee to advertise for a Public Hearing to hear comments concerning the abandonment of the J. D. Clayton Road, WP#27B at the July Regular Meeting. Motion carried unanimously.

A list of adjudicated property was presented to be declared surplus and advertised for sale. Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to advertise the list of adjudicated property for sale in accordance with parish ordinance. Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Mrs. Jerri Lee to adopt the Hazard Mitigation Plan Resolution for the 5 year renewal of the plan. Motion carried unanimously.

Mr. C. C. Cox moved, seconded by Mr. Jimmy Thomas to amend Webster Parish Ordinance # 976, Burn Ban Ordinance to include the option to allow the Office of Homeland Security to impose and remove a burn ban when criteria allows for that. Motion carried unanimously.

Mr. Jimmy Thomas moved, seconded by Mr. Jim Bonsall to approve a beer permit application for Dellas #2 Get-N-Geaux. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Duggan to approve board appointment for the Webster Parish Fire Protection District #4 Dubberly, the appointment of Mr. Jeffery William Lair to a 2-year term. Motion carried unanimously.

Mr. Charles Odom moved, seconded by Mr. Jimmy Thomas to advertise for a Public Hearing to hear comments concerning the adoption of Webster Parish Ordinance #1001 regulating speed within the Webster Parish Landfill. Motion carried unanimously

Mr. Charles Odom moved, seconded by Mr. Steve Ramsey to approve a Resolution of Compliance of Zoning for the Webster Parish Landfill in compliance with DEQ regulations. Motion carried unanimously.

Mr. Lane Merritt with the Stream Preservation Alliance spoke on behalf of the protection and preservation of Bayou Dorcheat. Mr. Merritt expressed his concern that flooding of the bar pits near Minden may possibly inundate the last remaining public section of Bayou Dorcheat. Juror Daniel Thomas then spoke in response to Mr. Merritt’s concerns.

JUROR COMMENTS:

Mr. Charles Odom moved, seconded by Mrs. Jerri Lee to approve the action of the Road Committee Meeting held earlier today as presented by Road Chairman, Mr. Steve Ramsey. Motion carried unanimously.

Mr. Charles Odom updated the Jury on the recycling of newspapers. MARC will help with the boxes in the South end of the parish, and Bell Oaks will pick up for Cotton Valley, North.

Mr. Daniel Thomas reported on the Intergovernmental Committee Meeting that was held in May. There was not a quorum in attendance, so there was no action taken.

Mr. Thomas stated that at this meeting there was good information on the possibility of a recharge lake in Webster Parish, and that this would be a “multi use” lake. No definite plan developed. Mrs. Jerri Lee encouraged her fellow Jurors to visit the Library. “If you do not go to the library, you are missing out on seeing all of these bright intelligent Webster Parish Children” she stated.

AUDIENCE COMMENTS:

Mr. Bobby Garrett, Aide to Representative Robert Adley was recognized. Mr. Steve Duggan asked Mr. Garrett about the status of Wade Correctional in Homer. Mr. Garrett stated that it looks like this corrections facility is safe for now. There are concerns due to budget cuts in the prison system.

Mr. Gene Reynolds, a candidate for the District #10 Louisiana State Representative seat spoke to the Jury.

Mr. Gerald Holland, a candidate for the District #10 Louisiana State Representative seat spoke to the Jury.

Mr. Ronnie Broughton, a candidate for the District #10 Louisiana State Representative seat as well as a Webster Parish School Board Member spoke to the Jury.

Mr. Morris Guin, Webster Parish Tax Assessor’s Office reported that thanks to the oil and gas industry, taxable income has raised $1,000,000.00 over last year.

There being no further business to bring before the Jury, the Meeting adjourned.
