MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

July 1, 2014

 

MEMBERS:  Steve Lemmons, Vice-Chairman, Jim Bonsall; Vera Davison; Jerri Lee; Randy Thomas; Bruce Blanton;  Allen Gilbert, Charles Walker; Daniel Thomas; Perry Kirkland; Steve Ramsey; and Charles Odom

 

 

 Mr. Steve Ramsey asked that Mrs. Jerri Lee open the meeting with prayer.  Mr. Ramsey then called the meeting to order, and asked for additions to the agenda.

 

Mr. Charles Walker moved, seconded by Mr. Steve Lemmons to add the following items to the agenda:

6. Lumberjack Lane; 7. Cullen Recreation District; 8. Fire District Regulations; and 9. Landfill.  Motion carried unanimously.

 

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to declare an Emergency on the Walter Lyons Road, Dorcheat Road, and the Magnolia Camp Road Railroad Crossings and to notify Watco Company concerning the condition of the crossings.  Motion carried unanimously.

 

Mr. Charles Walker moved, seconded by Mr. Daniel Thomas to reduce the speed limit to 45 MPH on the Lake Road.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the estimate of cost to do a two shot treatment on the Keen and the Cox Road using Road District B funding in the 2015 budget year.  Motion carried unanimously.

 

Mrs Jerri Lee moved, seconded by Mr. Daniel Thomas to approve a Resolution submitted by the Town of Sibley to fill potholes on NE 5thStreet, Weatherton Street, NE Natchitoches Street, NW 2ndStreet, and SE 4thStreet using municipality funding.  Motion carried unanimously.

 

Mr. Perry Kirkland moved, seconded by Allen Gilbert to approve a Resolution submitted by the Village of Dixie Inn to make repairs to village streets and providing striping for village streets using municipality funding.  Motion carried unanimously.

 

There was discussion concerning Lumberjack Lane a small private road just outside of Springhill that has one resident.  Teddy Holloway will go out and look at the road and make a report to the committee.

 

Mr. Allen Gilbert told the Jury that the Webster Parish Recreation District property located within the Town of Cullen will be on the agenda for the 10:30 a.m. Regular Meeting.  The Ordinance will begin the process of returning operation of the park to the Town of Cullen.

 

Mr. Daniel Thomas told the committee that there will be an Intergovernmental Committee Meeting at the August Meeting to discuss adopting regulations for all Fire Districts in the parish.

 

Mr. Charles Odom then discussed the landfill expansion and the progress concerning this.

 

Mr. Steve Lemmons moved, seconded by Mr. Charles Odom to add to the agenda 10. Parish Transportation Fund.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to write a letter to the State legislation delegation concerning the possible closure of LA 159 bypass due to error in construction cost calculations.

MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

July 1, 2014     10:30 a.m.

 

MEMBERS:  Jim Bonsall, Charles Walker, Vera Davison; Bruce Blanton; Perry Kirkland; Steve Ramsey; Charles Odom;

Steve Lemmons; Jerri Lee; Daniel Thomas; Allen Gilbert, and Randy Thomas

 

The Regular Meeting of the Webster Parish Police Jury is called to order by President, Mr. Jim Bonsall.  Mr. Bonsall then asked Ret. COL Carl Thompson to open the meeting with prayer.  COL Ronnie Stuckey then led in the Pledge of Allegiance.

 

Mr. Jim Bonsall then asked for additions to the agenda.

Mr. Charles Walker moved, seconded by Mrs. Jerri Lee to add to the agenda the following:

11.  Ordinance 1012- to dissolve the Webster Parish Recreation District #1.

12.  Special Event Permit for the Springhill Country Club.

Motion carried unanimously.

 

Mr. Javon Branch made comments to the Jury.  There were no other comments concerning the agenda.

 

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to adopt the minutes of the June 3, 2014 Road Committee meeting and the June 3, 2014 Regular Meeting.  Motion carried unanimously.

 

Mr. Charles Walker moved, seconded by Mrs. Jerri Lee to ratify the action taken to approve the legal journal for the year of July 1, 2014 to June 30, 2015 is the Minden Press Herald.    Mr. Patrick Jackson, ADA and Webster Legal Counsel reviewed the results.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to approve the listing of Adjudicated properties to be declared surplus and sold on sealed bid.  Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mrs. Jerri Lee to approve the following Recreational Funding:

District # 5        $539.95 for pruner pole for WP Fire District #8

District #9         $629.35 for repairs to WP Council on Aging Van.

District # 10      $700.00 for repairs on WP Council on Aging Van

Motion carried unanimously.

 

Mr. Perry Kirkland moved, seconded by Daniel Thomas to approve the reappointment of Mrs. Yolanda Palmer effective September 1, 2014 for a two year term on the Webster Parish Fire District #8.  Motion carried unanimously.

 

Mr. Charles Odom moved, seconded by Mr. Perry Kirkland to approve expenses related to NACO “Louisiana Night” for Webster Parish participants for July 12-14 in New Orleans.  Motion carried unanimously.

 

Mrs. Jeri Bloxom, United Way Director of Operations for Webster, Claiborne, and Bienville Parishes spoke to the Jury about the programs that the United Way serves and also funding options.

 

Mr. Allen Gilbert moved, seconded by Mr. Perry Kirkland to adopt Webster Parish Ordinance # 1012 that will donate to the Town of Cullen all property, improvements, equipment and materials of the Recreation District #1- to dissolve the district.  The Ordinance will be for public review until August 5, 2014 at which time the Ordinance will be in effect.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to issue a letter of no objection concerning the application for a “special event” permit for the Springhill Country Club for June 3 – June 5, 2014 to allow for beer sale at the site.  Also to approve the Parish Beer Permit for the Springhill Country Club under new ownership and management pending state licensing requirements.  Motion carried unanimously.

COMMITTEE REPORTS:

 

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting earlier today.  Motion carried unanimously.

 

Ms. Vera Davison commented on the good work of the United Way and thanked Jeri Bloxom.  Ms. Davison then told the Jury that former Police Juror C.C.” Cat” Cox was recognized at the LA Municipal Association for his many years of public service in Webster Parish.

 

Mr. Blanton expressed his appreciation to all for the support this month, his mother, Mrs. Tylon (Amy) Blanton passed away.

 

Mr. Walker reflected on the past and the importance of the work that the Jury has accomplished and he felt that it was good that he had been a part of this.

 

Mr. Jim Bonsall then gave closing remarks, and there being no further business to bring before the Jury, the meeting adjourned.

ORDINANCE # 1012

 

AN ORDINANCE TO DISSOLVE THE WEBSTER PARISH RECREATION DISTRICT #1 (Cullen Heights Park) AND DONATE ALL PROPERTY, IMPROVEMENTS, EQUIPMENT, AND MATERIALS TO THE TOWN OF CULLEN.

 

BE IT ORDAINED     by the Webster Parish Police Jury, Webster Parish Louisiana, in due and legal session convened on this the      day of                         , 2014, that the Webster Parish Code of Ordinances be amended by deleting the following  under Chapter 16; Article V- Recreation, Section 16:  121-122.

 

            WHEREAS,    The Webster Parish Police Jury as the governing authority of the Parish of Webster, State of Louisiana, has found that the Recreation District # 1 (Cullen Heights Park) is no longer a functioning District and no longer meets the criteria to govern the said District, and

           

WHEREAS,    as the governing authority of the Parish, the Police Jury must seek to ensure that the operation of the recreational areas of the Parish are utilized to promote the general and physical welfare of the citizens, and

 

            WHEREAS,    The Town of Cullen, Honorable Ray Mills, Mayor and the Town Council has expressed a desire to take the Cullen Heights Park in the municipal park system and to operate and manage the “Park”, and

 

            THEREFORE,The Webster Parish Police Jury does hereby grant to the Town of Cullen the property which is located within the Corporate Limits of the Town of Cullen, also any improvements, equipment and/or materials included within the district known as the Webster Parish Recreation District #1 (Cullen Heights Park).

 

            THEREFORE BE IT ORDAINED      That the Webster parish Police Jury in Regular Session on this the                  day of                         , 2014 hereby adopt Webster Parish Ordinance # 1012 by the following vote:
