MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

October 3, 2017

 

MEMBERS PRESENT:  Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Jim Bonsall; Randy Thomas; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox; Daniel Thomas; Bernard Hudson; Dustin Moseley; and Allen Gilbert

 

Mr. Steve Ramsey called the meeting to order and asked Juror Nick Cox to open with prayer.  Mr. Ramsey then asked for additions to the agenda.

 

Mr. Steve Lemmons moved, seconded by Mrs. Jerri Lee to add to the agenda, #3.  Resolution from the Town of Cullen.  Motion carried unanimously.

 

Mr. Bernard Hudson moved, seconded by Mr. Bruce Blanton to approve a request from the Town of Cotton Valley to allow for $3,100.00 from the Town’s municipality funding to the Town of Cotton Valley for the repair of the backhoe.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Bernard Hudson to approve a request from the Town of Cullen to request 2 loads of Cold Patch to be taken from the Cullen Municipality funds.  Motion carried unanimously.

 

Teddy Holloway, Public Works Director stated that Mr. Brian Irby with Mosquito Control Services, they would like to speak to the Jury about the services they provide and to present a proposal.  After the presentation, the Jury thanked them and stated that the Jury would take under advisement.  No action taken.

 

Juror Daniel Thomas asked to speak concerning the upcoming election for the continuation of an existing Ad valorem Tax in Road District B.  There has been some negative publicity on this and the Road District B Jurors have placed an ad in the newspaper as well as distributing flyers with the facts about the election.

WEBSTER PARISH POLICE JURY

October 3, 2017

 

MEMBERS PRESENT:  Vera Davison, Chairman; Jerri Lee, Vice Chairman; Jim Bonsall, Daniel Thomas; Steve Ramsey; Nick Cox; Bruce Blanton.

MEMBER ABSENT: 

 

Ms. Vera Davison called the Administrative Committee to order.

 

Ms. Davison then asked for additions to the agenda.  There were no additions to the agenda and no comments.

Ms. Davison reported on the months activities and events that she had attended on behalf of the Jury which included the Region 4 Police Jury Association meeting, Holiday Trail of Lights luncheon, and a meeting in Shreveport with Governor John Bel Edwards.

MINUTES OF THE BUILDINGS AND GROUNDS COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

October 3, 2017

 

MEMBERS PRESENT:  Steve Lemmons, Bruce Blanton, Jerri Lee, Vera Davison, Nick Cox, Randy Thomas.

MEMBERS ABSENT:  Allen Gilbert, Jim Bonsall

 

 

Mr. Steve Lemmons called the meeting to order.

 

There were no additions to the agenda.

 

The first item on the agenda is the Courthouse Annex update.

Mike McSwain and Travis Jore with Mike McSwain Architect presented the Change Order #3 for the contract in the amount of $1,906.00 and the proposal for the furniture for the Annex in the amount of $51,331.74.  Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve the proposals as presented.  Motion carried unanimously.

Mr. Steve Lemmons told the Committee that there would be meetings to discuss the allocation of the Courthouse space and renovation expense.

MINUTES OF THE ENVIRONMENTAL COMMTTEE MEETING

WEBSTER PARISH POLICE JURY

October 3, 2017

 

MEMBERS:  Randy Thomas, Chairman; Steve Ramsey; Jim Bonsall;  Bernard Hudson; Jerri Lee; Vera Davison; Steve Lemmons; Bruce Blanton

 

Mr. Randy Thomas, Chairman called the meeting to order.

 

There were no additions to the agenda.

 

There were no items on the agenda for consideration, but Mr. Randy Thomas brought up the issue of the Tire disposal site on Crichton Road.  Mr. Patrick Jackson advised that the Jury have many avenues to look into concerning the accumulation of tires at this site.  The site has not exceeded the amount of tires that they are licensed to accept, but with the hazards from mosquitoes, etc., the Jury can take action as the Landlord and also as the Governing authority.  As the Governing authority, the Jury can enforce safety/health welfare or regulate environmental risk.  Also, the Jury can look at bond issue: bond for lease and also bond for environmental issue.

WEBSTER PARISH POLICE JURY

October 3, 2017

 

MEMBERS:  Jim Bonsall, Chairman;  Vera Davison, Vice-Chairman;  Jerri Lee; Daniel Thomas; Bruce Blanton;  Dustin Moseley;  Steve Lemmons; Randy Thomas, Steve Ramsey, Bernard Hudson,  Nick Cox, and Allen Gilbert.

 

The meeting is called to order

 

The Revenue and Expenditure Report for the month of September and the Check Register for the month of September were presented to the Committee for review. The bank reconciliation for the month of August, 2017 was presented to the committee.  After review, the reports were approved by the following action, Mr. Dustin Moseley moved, seconded by Mr. Bernard Hudson to approve the financial reports as presented.  Motion carried unanimously.

 

The 3rdquarter Budget Amendments were presented for review.  Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to approve the budget amendments as presented.  Motion carried unanimously.   The amendments will also be approved at the Regular Meeting.

MINUTES OF THE EQUIPMENT COMMTTEE MEETING

WEBSTER PARISH POLICE JURY

October 3, 2017

 

MEMBERS PRESENT:  Bruce Blanton, Chairman; Bernard Hudson, Vice-Chairman; Steve Lemmons; Daniel Thomas; Randy Thomas; Allen Gilbert, and Jim Bonsall, President

 

 

Mr. Bruce Blanton, Chairman, called the meeting to order.  There were no additions to the Agenda.

 

Mr. Blanton reported that the van for the Litter Crew had been delivered and approved.

 

Mrs. Carnahan told the committee that budget work would begin shortly for the 2018 budget, so any request for equipment needs to be submitted to Mr. Holloway. 

 

Discussion followed about the possibility of purchasing a sand bag machine or possibly a storage site for sand bags.

WEBSTER PARISH POLICE JURY

MEMBERS PRESENT:  Jerri Lee, Chairman; Steve Lemmons, Vice-Chairman; Vera Davison; Steve Ramsey; Allen Gilbert; Dustin Moseley; and Jim Bonsall, President.

 

Mrs. Jerri Lee called the meeting to order. 

 

Mrs. Lee presented the Community Services report for the month of September.  Mrs. Lee then highlighted some of the various programs offered by the WPPJ OCS Office.

Mrs. Lee then presented the L.I.H.E.A.P., Energy assistance grant, budget for review.

Mr. Bruce Blanton called the meeting to order.

 

Mr. Nick Cox, Vice Chairman reported for the committee.  Mr. Cox stated that although some of the economic development issues were only short lived, on thing that all of us can do to support our economy is to support our local sporting events, both school and community wide events.  Get behind your team and support them.

INTERGOVERNMENTYAL RELATIONS COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

Mr. Daniel Thomas called the meeting to order and asked for additions to the agenda.  There were no additions to the agenda.

 

Brad Graff, Parish Engineer, presented a proposed outline for the Webster Parish, Parish-Wide Water Study.  Mr. Graff stated that the next step would be to do a price proposal of the Study.

Mr. Jim Bonsall moved, seconded by Mrs. Jerri Lee to have Mr. Graff move forward with the study to present a pricing schedule for the Study.  Motion carried unanimously.

PUBLIC HEARING:  BOARD OF REVIEW, to sit as a Board of Review of the 2017 assessment of real and personal property of the Parish of Webster, State of Louisiana.  Protest received:

Comments:

Mr. Jim Bonsall, President, called the meeting to order, Juror Nick Cox opened the meeting with prayer and Cadet Ty Clark of the YCP at Camp Minden lead in the Pledge of Allegiance.

 

Mr. Bonsall then asked for additions to the agenda. 

Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to add to the agenda 13.  Call for a Special Meeting on October 18 to promulgate vote of Oct. 14, 2017 and to set the R.D. B. Tax for 2017.  Motion carried unanimously.

 

Mr. Bonsall asked for Audience Comments concerning the agenda.  There were no comments.

 

Mr. Nick Cox moved, seconded by Mr. Bernard Hudson to approve invoices for payment pending review by Juror Nick Cox on Monday, October 9, 2017.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mrs. Jerri Lee to approve the Minutes of the following:  September 5, 2017 Road Committee, Administrative Committee, Buildings and Grounds Committee, Environmental committee, Environmental Clean-Up Camp Minden committee, Finance Committee, Equipment Committee, Equipment committee, Community Services Committee, Economic Development Committee, and the Intergovernmental Relations committee.  And to approve the Minutes of the September 5, 2017 Regular Meeting.

 

Mr. Morris Guin, Webster Parish Assessor presented the review of the Tax Roll for 2017.  Mr. Guin then spoke concerning the 2017 Board of Review and addressed the concerns of those protesting the tax assessment.  Rolls are being held pending the election for Road District B.  The overall decrease in the assessed value for 2017 is 5.4 million due to the decrease in oil and gas property.

 

Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve the Assessors 2017 Board of Review report and to pass to the State Tax Commission and uphold the Assessor’s opinion of the Assessment of the properties of Webster Parish.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mrs. Jerri lee to approve the Certification of the Tax roll as presented.  Motion carried unanimously.

 

Senator Ryan Gatti spoke to the Jury on numerous Legislative issues in our state.  There will be a Seminar on Tuesday, from 9:00 a.m. until 12:00 p.m. in Senator Gatti’s office.  The seminar is to discuss Capital Outlay projects.  The other information he brought to the Jury is concerning the 1Billion dollar budget crisis facing our state.

Jurors told Senator Gatti that one of the Parish concerns is the LA 531 Bridge over I-20 at Exit 49 on I-20.  Juror Daniel Thomas also asked about a strip of highway 157 east of Bossier to Springhill that is in need of repair.

 

The next item on the agenda is the Webster Parish “Off System” Bridge System Annual requirements.  Mr. Allen Gilbert moved, seconded by Mr. Daniel Thomas to approve the Amended WPPJ Ordinance #856, the Annual Certification of Compliance, and the 2017 Signature Resolution for the Bridge program.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the following appointments to the Sarepta Water Works District Board of Directors:  To reappoint Mr. Pete Schuler, Commissioner, to reappoint Mr. Thomas Garland, Commissioner, and to reappoint Mr. Garland Hughes, President.

Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting earlier today.  Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve the action taken at the Buildings and Grounds Committee Meeting earlier today.  Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve the action taken at the Finance Meeting held earlier today.  Motion carried unanimously.

 

Mr. Bruce Blanton expressed his appreciation to all Jurors that have assisted in getting the work out concerning the Road District B Tax.

 

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve the action taken at the Intergovernmental Committee Meeting that was held earlier today.  Motion carried unanimously.

 

Mr. Jim Bonsall, President told the Jurors that a meeting will be held tomorrow at 2:00 at the Minden South Webster Chamber of Commerce office with the Secretary of State office about the Germantown Museum.
