MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

May 1, 2018

 

MEMBERS PRESENT:  Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Bruce Blanton, Randy Thomas, Dustin Moseley, Daniel Thomas; Bernard Hudson, Jerri Lee, Nick Cox, and Steve Ramsey

MEMBER ABSENT:  Allen Gilbert

 

 

Mr. Jim Bonsall, President, called the meeting to order, Ret. Judge Graydon Kitchens opened the meeting with prayer and Cadet Keyon Bourque with the Louisiana Youth Challenge Program at Camp Minden lead in the Pledge of Allegiance.

 

Mr. Bonsall then asked for additions to the agenda.  There were no additions

 

Mr. Bonsall asked for Audience Comments concerning the agenda.  There were no comments.

 

Mr. Daniel Thomas moved, seconded by Mr. Steve Ramsey to approve invoices pending review by Juror Jim Bonsall (Mr. Bonsall will sign for Juror Daniel Thomas)   Motion carried unanimously.

 

Ms. Julie Everette with Congressman Mike Johnson’s office passed out information from the Congressman including Congressional Awards Ceremony on May 4, 2018 in the office of the Congressman in Bossier City; Services provided by this office, and also the Commitment to civility signed by 120 members of Congress.  Ms. Everette took questions from the Jurors and urged the Jurors to forward any complaints or needs directly to Mr. Johnson’s office.

 

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve the minutes of the following meetings that were held in April:  Road and Finance Committee Meeting as well as the Regular Meeting held on April 3, 2018; the Special Road Committee Meeting held on April 18, 2018.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the following Recreational funding:

a- District #2    Webster Parish Head Start                 $833.94 for tables.

b- District #5    Town of Cotton Valley                         $1,200.00 for improvements to the City

c- District #3    Town of Sarepta                                   $-- for striping at baseball field and town hall

#6C will not exceed the limit for District #3.

Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve a Cooperative Endeavor from the Dubberly Fire Protection District # 4 for assistance with removal of a culvert and resetting of the culvert.  The Jury will provide labor as this is also a voting precinct.  Motion carried unanimously.

 

Mr. Dustin Moseley moved, seconded by Mr. Bruce Blanton to approve the Louisiana Compliance Questionnaire for audit year 12-31-2017.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to ratify the action taken by the Board of Control, Webster Parish Library, surplus of equipment and property for the Springhill Library Branch.  Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to approve the 1stquarter budget amendments as presented.  Motion carried unanimously.

COMMITTEE REPORTS:

 

 

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting earlier today.  Motion carried unanimously.

 

Mr. Nick Cox reported on the Tourism Board’s search for a new Director.

 

Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve the action taken in the Finance Committee meeting that was held earlier today.  Motion carried unanimously.

 

Mr. Daniel Thomas commended Representative Gene Reynolds on legislation he is working on in the House. 

 

Mr. Jim Bonsall gave the Presidents closing remarks.
