MINUTES OF THE ROAD COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

February 5, 2019

 

MEMBERS PRESENT:  Steve Ramsey; President, Steve Lemmons, Vice-Chairman; Jim Bonsall; Randy Thomas; Bruce Blanton; Jerri Lee; Vera Davison; Nick Cox; Daniel Thomas, Dustin Moseley,  Allen Gilbert; and  Bernard Hudson

MEMBERS ABSENT:  Steve Lemmons

 

Mr. Steve Ramsey called the meeting to order and Juror Jerri Lee opened with prayer. 

Mr. Ramsey then asked for additions to the agenda. 

 

Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to add to the agenda:

10.  Resolution from the Town of Doyline, pending paperwork, legal review.

11.  Lott Road, Discussion

12.  Pilgrims Rest Road, Discussion

13.  Hwy 371 – Letter of support to DOTD for NWID

The motion carried unanimously.

 

Mr. Teddy Holloway, Public Works Director reported that there were no bids for striping of Parish Roads this year.  Nation Services Company, Inc., the contractor for striping in 2018 has provided a letter to extend parish striping contract for Nation Services Company, Inc. for the year 2019.  Nation Services have provided the same price included in the 2012-2013 Contract.   

Mrs. Jerri Lee moved, seconded by Mr. Randy Thomas to extend the contract for 2019 at the prices provided by N.S.C., Inc.  Motion carried unanimously.

 

No action taken on Louisiana Preference, but the committee will continue to work on a new policy for the way that the Webster Parish Police Jury handles Louisiana Preference and for allowance for mileage on materials bid before the bids are submitted in December, 2019. 

 

Mr. Teddy Holloway, PWD also reported to the Jury concerning entering into a cooperative endeavor with Bossier Parish for certain road materials not bid for Webster Parish.  The agreement is to “piggy back” on the bid for hot mix asphalt (to be able to use Benton and Brown in the event the low bidder- Madden Contracting is not producing), and to use the contract for bridge timbers under the Bossier Parish Police Jury.  Mr. Jim Bonsall moved, seconded by Mr. Nick Cox to approve entering into the Cooperative Endeavor with Bossier Parish for the year 2019.  Motion carried unanimously.

 

No action on Resolution from Dubberly until the Juror for that district is available.  Table until March.

 

There were three Resolutions presented for the Village of Dubberly:  To patch potholes inside the city limits for 2019 using municipality funding; To install residential culverts inside the city limits for 2019 using municipality funding; and to clear brush and clean ditches inside the city limits for 2019 using municipality funding.  Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve the three Resolutions as stated.  Motion carried unanimously.

 

Mrs. Jerri Lee moved, seconded by Ms. Vera Davison to approve a Resolution from the Town of Sibley to install residential culverts inside the city limits for 2019 using municipality funding.  Motion carried unanimously.

 

Brad Graff, Parish Engineer reported to the committee concerning the 2019 Priority list.  Four roads that are at or near the top of the Priority List have base failure issues, and Mr. Graff request that the Road Committee allow these roads to be bypassed on the Priority list to allow for the base to set up through regular maintenance.  The roads are Pine Drive, Oak Drive, Dogwood Drive, and Parkside Landing.  They will remain in their rating on the priority list but only be bypassed in 2019.  Mr. Dustin Moseley moved, seconded by Mr. Daniel Thomas to bypass these roads and allow base to set up before hot-mix.  Motion carried unanimously.

 

Mr. Dustin Moseley moved, seconded by Mr. Daniel Thomas to approve a Resolution from the Town of Doyline, pending paperwork and legal review to allow work on the road across from the ball field.  Motion carried unanimously.

 

Mr. Dustin Moseley moved, seconded by Mr. Daniel Thomas to begin the process to abandon or close the Lott Road.  Lott Road is 876 ft. long and 14 ft. wide.  Lott Road will be added to the agenda at the Regular Meeting to hold a Public Hearing for abandonment.  Motion carried unanimously.

Webster Parish Police Jury – Road Committee, February 5, 2019:  Continued:

 

 

The next item on the agenda is discussion of Pilgrims Rest Road.  This was a newly overlaid road, and there has been an extensive construction project (several chicken houses) being built off of Pilgrims Rest Road and the road has been damaged.  The committee asked that Brad Graff, Engineer and Teddy Holloway inspect the road and report back to the Jury.

MINUTES OF THE BUILDINGS AND GROUNDS COMMITTEE

WEBSTER PARISH POLICE JURY

February 5, 2019

 

MEMBERS PRESENT:  Bruce Blanton, Vice-Chairman; Jerri Lee, Vera Davison, Allen Gilbert, Nick Cox, Randy Thomas, and Jim Bonsall, President.

MEMBERS ABSENT:  Steve Lemmons

 

 

Mr. Bruce Blanton, Vice-Chairman, called the meeting to order and asked for additions to the agenda.  No additions to the agenda.

 

The first item on the agenda is the Webster Parish Courthouse.  An update on the renovation of the former Police Jury Meeting Room becoming a third Courtroom.  The renovation is essentially completed.  Mrs. Carnahan updated the committee on issues concerning the roof and waterproofing of the courthouse.  No action.

 

The next item on the agenda is the 4-H Shooting Sports lease agreement renewal.  The original lease agreement was for a period of 5 years for the property off of Charlie Odom Lane adjacent to the Webster Parish Landfill.  The renewal of the lease will be for a period of 10 years, with all original requirements in place for insurance, liability, use of the property, etc.  Renewal approved by Patrick Jackson.    Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to approve the Lease renewal with LSU AG, 4-H Shooting Sports and the WPPJ.  Motion carried unanimously.

Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.  There were no additions to the agenda.

 

Mr. Thomas introduced Mr. David Greene, Manager for Republic Waste.  There was question and answer between Mr. Greene and Jurors concerning issues at the Landfill.  Mr. Daniel Thomas thanked Mr. Greene for attending the meeting and welcomed him to come back.

MINUTES OF THE FINANCE COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

February 5, 2019

 

MEMBERS:  Jim Bonsall, Chairman;  Vera Davison, Vice-Chairman;  Jerri Lee; Bruce Blanton; Randy Thomas, Bernard Hudson; Nick Cox; Allen Gilbert, Daniel Thomas, Dustin Moseley, and Steve Ramsey

Mr. Jim Bonsall called the Finance Committee to order and asked for additions to the agenda. 

There were no additions to the agenda.

 

Mr. Bruce Blanton moved, seconded by Mrs. Jerri Lee to approve the Financial Statement, the Check Register and the Bank Recon for the month of December, 2018.  Motion carried unanimously.

 

The revised Road Budget (the four Road funds, Sales Tax 007, Parish Transportation 010, Road District A 011, and Road District B 012) were presented with the brought forward funds from 2018.  The new budget include the equipment requested for 2019, 2- 6yd dump trucks ($180,000.00) and 1 bob cat planner ($126,000.00).  The FEMA funds that have been received are not included in the revised budget.

No action taken.

 

The Financial Reports for the month of January were presented for consideration. 

 

Two quotes for Actuary Services to complete GASB 75 (and any other actuary requirements) were presented:  FBAC, LLC, and CapRisk.  Mrs. Jerri Lee moved, seconded by Mr. Nick Cox to approve the all-inclusive flat fee schedule through FY 2023 with Cap Risk.   Motion carried unanimously.

 

Mrs. Carnahan presented the quote for computer hardware (4 desktop computers w/ software, equipment) through state contract with Dell $3,841.36 , and Software and Services set up, GFA, Hardware & staging and configuration, installation, etc.  $2557.00.  Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to approve the computer upgrade as presented.  Motion carried unanimously.

MINUTES OF THE WATER RESOURCES COMMITTEE MEETING

WEBSTER PARISH POLICE JURY

MEMBERS:  Nick Cox, Chairman; Dustin Moseley, Bernard Hudson, Allen Gilbert, Randy Thomas, and Jim Bonsall, President.

Mr. Nick Cox called the meeting to order and asked for additions to the agenda.  There were no additions to the agenda.

 

Mr. Cox reported that the Sparta Groundwater Commission has begun a study of the Commission’s region that was patterned after the survey that the Webster Parish Police Jury used last year to obtain information from each water system throughout the Parish.  This information will be used to have a complete resource of information for the Commission’s region.

 

Mr. Cox then presented a Resolution of Support for the Sparta Groundwater Commission to seek and hopefully obtain funding through federal and state grant programs to fund region wide research that will allow an answer for long-term planning. 

Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to approve the Resolution as presented.  Motion carried unanimously.

Mr. Jim Bonsall, President, called the meeting to order; Ret. COL Carl Thompson opened the meeting with prayer and Bernard Hudson led in the Pledge of Allegiance.

 

Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to add to the agenda the following:

6-d.  Minden F.P.D. #10 board appointment.

8.    Add to Public Hearing- Lott Road for Abandonment

10.  Expense for Convention in Lake Charles.

Motion carried unanimously.

Mr. Dustin Moseley moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review by Juror Dustin Moseley.  Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mr. Daniel Thomas to approve the minutes of the January 8, 2019 Road and Finance Committee Meetings, and the January 8, 2019 Regular Meeting.  Motion carried unanimously.

 

Mr. Bernard Hudson moved, seconded by Ms. Vera Davison to approve the appointment of Mr. Chris McGarity to the public sector position for a 4- year term of office on the Webster Parish Communications District Board of Directors.  Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Mrs. Jerri Lee to approve the re-appointment of Mr. John Stanley as President and to re-appoint Mr. Jesse Lee as Vice President of the Shongaloo Fire Protection District #9 for a term of two years.  Motion carried unanimously.

 

Mr. Allen Gilbert moved, seconded by Mr. Bernard Hudson to re-appoint Mr. Leon Smith to the Cotton Valley Fire Protection District #8 as the Police Jury appointment for a two year term.  Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Mr. Daniel Thomas to approve the appointment of Mr. Ben Gorman and the re-appointment of Kevin Dooley and Fred Stewart, President of the Minden Fire Protection District # 10, for two year terms.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve the following recreational funds:

District #2, $497.00 to the Cullen Sr. Center for windows and blinds.

District #11, $840.78 to the Sibley Police Department for protective equipment.

Motion carried unanimously.

 

A public hearing will be held on March 5, 2019 at 10:30 a.m. to hear comments concerning the abandonment of the following rights of way: 

*A Road (not open) west of the intersection of Goodwill Road and Elmo Burton Loop, approximately 1197 feet in length.

*The Lott Road – a road that intersects with Hwy 527-- west of the 3 way stop : LA 531(North) and Plum Orchard Road (East)  and LA 531 (West)- going North/West to Lott Road.  Lott Road is 876 ft. in length and 14 feet wide.

Mr. Daniel Thomas moved, seconded by Mr. Dustin Moseley to hold the public hearing as required- 30 day review.  Motion carried unanimously.

 

Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve a Resolution for the adoption of plans and policies, appointments and authorization of individuals for compliance with the LCDBG regulations.  The LCDBG is for water improvements.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Nick Cox to approve expenses for the Louisiana Police Jury Convention to be held in Lake Charles, Louisiana on February 13-15, 2019 for Jurors and Staff to attend.  Motion carried unanimously.

COMMITTEE REPORTS:

 

Mr. Allen Gilbert reported on the Black History Parade that will be held in Cullen.

 

Mr. Steve Ramsey moved, seconded by Mr. Bernard Hudson to approve the action taken at the Road Committee Meeting earlier today.  Motion carried unanimously.

Mr. Ramsey also expressed his appreciation to the Dixie Inn Fire Department for washing the Green road of mud last month.

Deputy Jason Parker reported that the Green Road has been added to patrol.

 

Mr. Nick Cox moved, seconded by Mr. Steve Ramsey to approve the action taken at the newly created Water Resources Committee Meeting held earlier today.  Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mrs. Jerri Lee to approve the action taken at the Finance Committee meeting held earlier today.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve the action taken at the Buildings and Grounds Committee Meeting held earlier today.  Motion carried unanimously.

 

Mr. Jim Bonsall, President made some closing remarks.  Mr. Bonsall reported that he had attended a meeting held at the Northwest Louisiana Technical School.  Mr. Bonsall stated that efforts are being made to convert the Technical School into a Community College.  Mr. Bonsall will write a letter of support for this effort on behalf of the Jury.
