MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

January 13, 2020

 

10:00 A.M.      Honorable Holli Vining, Clerk of Court administered the Oath of Office to the incoming Jurors for the term of office beginning January, 2020 and ending December 2023:

Jim Bonsall, Vera Davison, Steve Lemmons, Steve Ramsey, Nick Cox, Randy Thomas, Bernard Hudson, Bruce Blanton, Daniel Thomas, Allen Gilbert, Beverly ”Debbie” Kennon, and Benjamin “Ed” Jordan.

REGULAR MEETING CALLED TO ORDER:

 

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to nominate Mr. Jim Bonsall for President for the year 2020.  There were no other nominations, Mr. Bonsall is elected by acclimation.

 

Mr. Bernard Hudson nominated Vera Davison for Vice President for the year 2020- vote 7 Yes

Mr. Bruce Blanton nominated Nick Cox for Vice President for the year 2020.- vote 5 Yes

 

Jim Bonsall, President and Vera Davison Vice President for the year 2020. 

 

Mr. Jim Bonsall called the Regular Meeting of the Webster Parish Police Jury to order on January 13, 2020.  Mr. Bonsall then called for additions to the agenda, there were no additions to the agenda.  There were no audience comments.

 

Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to ratify the approval of invoices for payment by Juror Vera Davison on Thursday, January 9, 2020.  Motion carried unanimously.

 

Mr. Allen Gilbert moved, seconded by Mr. Ed Jordan to adopt the minutes of the December 3, 2019 Committee Meetings:  Road, Administrative, and Finance; and to adopt the minutes of the December 3, 2019 Regular Meeting.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to appoint Ronda Carnahan, Secretary-Treasurer, and to appoint Lisa Balkom, Asst. Secretary-Treasurer to a one-year term.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve Webster Parish Police Jury Resolution #001-2020 , Signature Authorization Resolution.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Nick Cox to approve Resolution # 002-2020to set the date and time for the Police Jury Regular meetings, on the first Tuesday of the month at 11:00 a.m.(change from 10:30 a.m. in 2019).  In the Webster Parish Courthouse Annex located at 401 Main Street West Entrance, Minden, LA.  Motion carried – vote 11 yes, 1 no.

 

Mr. Steve Ramsey moved, seconded by Mr. Daniel Thomas to ratify the signature resolution- # 016-2019 for the Webster Parish Police Jury Office of Community Services to include President Mr. Steve Wilson.  At the time the Resolution was adopted, Mr. Wilson, President had not been elected.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Ms. Vera Davison to approve the following financial reports of the Webster Parish Police Jury:

  1. Financial Statement, Check Registers, and Bank Recon. for the month of November, 2019.
  2. The 2020 Budget with actual brought forward figures from 2019 as presented.
  3. End of Year Budget Amendments to include brought forward figures from 2019.
  4. Present the financial statements for December, 2019 to be approved February 4, 2020.

Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to approve the following beer and/or video poker permit renewals as presented:

Springhill Country Club – Beer & H.A.C.             Chasin’ Aces – V.P.

Two Jacks Casino – V.P.                                        Pot O’Gold – V.P.

Minden Truckstop & Casino – V.P.                       Timberland Truckstop, LLC – V.P. & Beer

Shongaloo Crossroad Lounge – V.P. & Beer         Shongaloo Crossroad Deli – V.P. & Beer

Sawmill Lounge – Beer                                         

Motion carried.  11 yes, 1 no.

 

Mr. Randy Thomas moved, seconded by Mr. Ed Jordan to approve Webster Parish Resolution # 003-2020 to approve the holding of an election in Fire Protection District # 10 on May 9, 2020.  Motion carried unanimously.

 

The following Webster Parish Board appointments were presented for approval: 

  1. To appoint Lisa Balkom representative of the Webster Parish, Police Jury on the Webster Parish Sales Tax Commission effective January 1, 2020.
  2. To appoint Bill Altimus, Bossier Parish and Brian Williams, WP FPD#7 and Homeland Security to the Pine Country Education District Board of Directors.

Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve the appointments as presented.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to approve the use of Recreational Funding for 2019- to ratify action taken, District #3, Evangeline Specialties $1,225.00 for signage for District #3.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the audit engagement of Allen Green and Williamson, CPA for Financial Audit and Statewide Agreed-Upon Procedures for the year ending 12-31-2019, and approve the engagement of Wise, Martin, Cole for CPA services for 2020 and the trial balance for the 2019 audit.  Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mr. Allen Gilbert to approve the 2019 amended budget and the 2020 proposed budget as presented by the Northwest Criminalistic Laboratory.  Motion carried unanimously.

COMMITTEE REPORTS:

*Allen Gilbert reported on the Springhill Black History Parade.

*Bernard Hudson spoke to the students from Community First High School, and welcomed new Jurors.

*Steve Ramsey welcomed new Jurors.  Mr. Ramsey expressed his appreciation to the Public Works, First Responders, Homeland Safety, and all agencies that responded to the Tornado, wind damage from the Storm that hit Webster Parish on early Saturday morning.

*Nick Cox also welcomed new Jurors and expressed his thanks for there not being more damage and that there was no loss of life.

*Vera Davison spoke to the students from Community First High School and then she spoke to Wanda Finley concerning an upcoming Head Start Monitoring visit.  Ms. Davison welcomed new Jurors.

*Bruce Blanton expressed his feelings that the Police Jury is in good hands with the President and the Vice President, and pledged  his support.

*Daniel Thomas told all Happy New Year and welcomed new Jurors.

*Debbie Kennon told the other members of the Jury that she looked forward to working with everyone.  She also expressed her appreciation to her Family and her Friends for the support.

*Ed Jordan thanked his constituents in District #12 for their confidence in his ability to serve on the Jury.

Mr. Jim Bonsall then gave the President’s closing remarks.  Mr. Bonsall thanked the Jury for his appointment as President for another year.  He also told the Jury that they would have their committee assignments by the February meeting.

 

There being no further business to bring before the Jury, the meeting adjourned.

R E S O L U T I O N

WEBSTER PARISH RESOLUTION # 001-2020

 

WHEREAS,                             The Webster Parish Police Jury is the governing authority of the Parish of Webster, Louisiana, and

WHEREAS,                             On January 13, 2020, the Webster Parish Police Jury in Regular session elected officers for the year 2020,         Jim Bonsall    was elected President of this body.  As President of the Webster Parish Police Jury,            Jim Bonsall                             is given full authority to sign documents and financials on behalf of the Police Jury, and

WHEREAS,                             On January 13, 2020, the Webster Parish Police Jury in Regular session appointed Ronda C. Carnahan, Secretary-Treasurer and Lisa C. Balkom, Asst. Secretary-Treasurer   for a term of 1 year (2020) with full authority to sign documents and financials on behalf of the Webster Parish Police Jury.

WHEREAS,                             Jim Bonsall, Ronda Carnahan, and Lisa Balkom have full authority to sign documents on behalf of the Webster Parish Police Jury for all Financial Documents including documents related to banking transactions for BI Bank, Citizens Bank, and any other Financial Institutions authorized by the Webster Parish Police Jury.  Only one signature is required for bank transactions except for specific signature authority required for checking accounts, money market accounts, and Certificates of Deposit.

Alicia Owens, Grant Administrator, has authority to sign accounts as specified*.

 

THEREFORE, BE IT RESOLVED                           That the Webster Parish Police Jury in legally advertised and convened session have given signature authority to Jim Bonsall, President,  Ronda C. Carnahan, Secretary-Treasurer, and Lisa Balkom, Asst. Secretary-Treasurer for the year 2020.

RESOLUTION

Webster Parish Police Jury Resolution # 002- 2020

 

WHEREAS:             The Webster Parish Police Jury in Regular Session on  Monday, January 13, 2020 and elected the following officers to serve for the year 2020:

PRESIDENT :                                                          Jim Bonsall           

VICE PRESIDENT:                                                 Vera Davison         

SECRETARY-TREASURER:                                 Ronda C. Carnahan

ASST. SECRETARY-TREASURER:                      Lisa C. Balkom                      

 

WHEREAS:             The Webster Parish Police Jury will meet on the 1st Tuesday of each Month at 11:00 a.m. in the Police Jury Meeting Room of the Webster Parish Courthouse Annex, located at 401 Main Street – 1st floor-West Entrance, Minden, LA   71055

THEREFORE, BE IT RESOLVED, that in Regular convened, and duly advertised session on this the 13 h day of January, 2020 on a motion by  Daniel Thomas  Duly Seconded by                   Nick Cox
