MINUTES OF THE REGULAR MEETING

WEBSTER PARISH POLICE JURY

April 7, 2020

MEMBERS PRESENT:  Jim Bonsall, President; Steve Ramsey and Randy Thomas

TELECONFERENCE: Vera Davison, Vice President; Beverly Kennon, Steve Lemmons, Nick Cox, Bernard Hudson, Bruce Blanton, Ed Jordan, Allen Gilbert and Daniel Thomas

REGULAR MEETING CALLED TO ORDER:

Mr. Jim Bonsall called the roll of the Webster Parish Police Jury

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick cox to open the meeting with prayer. 

Mr. Bonsall then asked for additions to the agenda.

There were no comments from the audience concerning the agenda.

(Roll was called for each vote)

Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve invoices for payment pending review by Juror Bruce Blanton.  Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Mr. Steve Ramsey to adopt the minutes of the March 3,2020 Road Committee, Administrative Committee, Building and Grounds Committee, Environmental Committee, Finance Committee, Equipment Committee, Community Services Committee, Economic Development Committee, Intergovernmental Relations Committee, Water Resources Committee and Regular Meeting.  Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Mr. Steve Ramsey to abandon 733 feet of Wren Road at the Tommy Ray Wren property line. The jury will maintain the remaining 631 feet of Wren Road.  Motion carried unanimously.

Mr. Allen Gilbert moved, seconded by Mr. Steve Ramsey to approve Recreational Funding:

District #2 $174.95 to the WP Head Start to purchase a vacuum cleaner for the Jack & Jill Center Motion carried unanimously.   

Ms. Vera Davison moved, seconded by Ms. Beverly Kennon to approve the Blue Cross Blue Shield of Louisiana Group Insurance Renewal and the Humana Life Insurance Renewal for May 1, 2020 - April 30, 2021. Motion carried unanimously.

Mr. Steve Lemmons moved, seconded by Mr. Allen Gilbert to approve the resolution from the Town of Cotton Valley for culvert installation for the residents for 2020.   Motion carried unanimously.

Mr. Bernard Hudson moved, seconded by Mr. Bruce Blanton to ratify the action for “No Through Trucks” signs on McIntyre Road and Lake Road. Motion carried unanimously.

Ms. Vera Davison moved, seconded by Mr. Nick Cox to approve the Financial Statement, Bank Reconciliation and Check Register for February 2020. Motion carried unanimously.

COMMENTS:

Lisa C. Balkom read the Webster Parish Head Start report from Ms. Wanda Finley.

Mr. Jim Bonsall asked if anyone on the teleconference would like to speak-no comments.

There being no further business to bring before the Jury, the meeting adjourned.
