MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

September 1, 2020

 

MEMBERS PRESENT:  Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Beverly Kennon; Bruce Blanton; Nick Cox, Randy Thomas; Bernard Hudson; Ed Jordan; Allen Gilbert and

Daniel Thomas

Steve Ramsey: absent

 

Mr. Steve Lemmons called the meeting to order and opened with prayer.  Mr. Lemmons then asked for additions to the agenda.

 

Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to add the following items to the agenda: Sandbags, Lyons Rd discussion, PW880 FEMA Bridges and Peachtree Road. Motion carried unanimously.

 

Mrs. Koko Jones presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in August 2020.

 

Mr. Daniel Thomas addressed the jury and asked that Patrick Jackson, Parish Attorney update the jury on the letters that were written from the Webster Parish Police Jury and the Louisiana Public Service Commission to Energy to honor their pole attachment order agreement with the public, concerning cable lines in the parish right of way. He will update the jury at the next meeting.

 

Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to approve a Resolution from the City of Springhill for 1 load of cold mix and 1 load of SB-2 stone using Municipality Funding. Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Mr. Ed Jordan to approve to amend the Parish Logging Permit concerning Ordinance #849 under Fees, Penalties, Damages-“Any person violating this ordinance shall be first warned and given 5 days to obtain compliance status” will be changed to “Any person violating this ordinance will be warned and will be asked to obtain compliance status immediately. Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve the Resolution from the Town of Sarepta to clean ditches on Cochran and Palmer; cut trees out of ditch on Matthew Street using Municipality Funding. Motion carried unanimously.

 

Mr. Jim Bonsall addressed the jury about the sandbags during the storm last week from Hurricane Laura. Mr. Bonsall wants the jury to look into possibly storing sandbags and fill them before they are in such high demand, he wants to address it at the next meeting.

 

Mr. Jim Bonsall moved, seconded by Mr. Randy Thomas to approve removing Lyons Road off of our FEMA repair list. This road will cost the jury around $100,000 in gravel and the jury doesn’t feel that the road is traveled as much as other roads in the parish. Motion carried unanimously.

 

Mr. Ed Jordan moved, seconded by Mr. Daniel Thomas to approve to enter contract with Brad Graf, Parish Engineer concerning PW880 FEMA Bridges (Peachtree Road). Motion carried unanimously.

WEBSTER PARISH POLICE JURY

September 1, 2020

 

MEMBERS PRESENT:  Jim Bonsall, Chairman; Vera Davison, Vice Chairman; Beverly Kennon; Bruce Blanton; Steve Lemmons; Nick Cox; Randy Thomas; Bernard Hudson; Ed Jordan; Daniel Thomas and Allen Gilbert.

  Mr. Jim Bonsall called the meeting to order and asked for additions to the agenda. 

 

Ms.  Vera Davison moved, seconded by Mr. Nick Cox to approve the July 2020 Financial Statement. Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Mr. Bernard Hudson to approve the July 2020 Check Register. Motion carried unanimously.

 

Mr. Nick Cox moved, seconded by Ms. Beverly Kennon to approve the July 2020 Bank Reconciliation. Motion carried unanimously.

 

Mr. Bonsall presented the Financial Reports for the Month of August, 2020.  The reports will be approved at the October Finance Committee Meeting. 

 

Ms. Kristin Delahoussaye with Capital Area Finance Authority spoke to the jury about loan/finance business in Louisiana. Capital Area Finance Authority is very interested in working inside Webster Parish. She would like to see the WPPJ and Capital Area Finance Authority sign a Cooperative Endeavor Agreement to work together. The jury will discuss more at the October Finance Meeting.

Ms. Vera Davison called the meeting to order and asked for additions to the agenda.

 

Ms. Vera Davison gave the report to the jury from the Webster Parish Police Jury Office of Community Services.

MINUTES OF THE ECONOMIC DEVELOPMENT COMMITTEE

WEBSTER PARISH POLICE JURY

September 1, 2020

 

MEMBERS PRESENT:  Bruce Blanton, Chairman; Nick Cox, Vice Chairman; Bernard Hudson; Beverly Kennon; Vera Davison; Steve Lemmons; and Jim Bonsall, President

 

Mr. Bruce Blanton opened the meeting and asked for additions to the agenda.

 

Mr. Bruce Blanton moved, seconded by Mr. Nick Cox to add Claiborne Electric to the agenda. Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Mr. Daniel Thomas to waive the Webster Parish Permit fee less $500 for E.I. Williams, a new business in the North Webster Industrial District. 6 votes Yes, Blanton, Cox, Kennon, Davison, Lemmons and Bonsall. 1 vote No, Hudson. Motion carried.

 

Mr. Jim Bonsall told the jury about an ordinance/agreement with Claiborne Electric concerning broadband internet in the parish. Patrick Jackson, parish attorney will look into this further and report back at the next meeting.

PUBLIC HEARING:

 TO HEAR COMMENTS CONCERNING THE PROPOSED ABANDONMENT OF SERVITUDE:

  1. FLOURNOY ROAD (RD#18B), 756 FEET LONG AND 14 FEET WIDE WHICH IS LOCATED OFF OF FULLER ROAD IN WEBSTER PARISH. T19N/R10W SEC 23

  1. TRAM ROAD (RD#11), 5,571 FEET LONG AND 16 FEET WIDE WHICH IS LOCATED OFF OF LOUISIANA HWY 371, T20N/R10W SEC 04 AND T20N/R10W SEC 03

Brian Still attended the Public Hearing on behalf of Chuck Hoffman, a landowner. He was against the abandonment of Tram Road.

Verna Jenkins, a landowner attended the Public Hearing and stated she was against the abandonment of Tram Road.

 

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick cox to open the meeting with prayer. 

Mr. Bernard Hudson led in the Pledge of Allegiance.

 

Mr. Bonsall then asked for additions to the agenda.

 

There were no comments from the audience concerning the agenda.

 

Mr. Allen Gilbert moved, seconded by Mr. Bernard Hudson to approve invoices for payment pending review by Juror Allen Gilbert.  Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to adopt the minutes of the August 4, 2020 Road Committee, Environmental Committee, Finance Committee, Economic Development Committee and Regular Meeting.  Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Ms. Vera Davison to approve Board Appointments for Webster Parish Fire District #4: Paul Donaubauer to replace Don Sayers as Secretary-Treasurer and Bryan Dison to replace Paul Donaubauer as a board member. Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Daniel Thomas to approve to sit as Board of Review for the 2020 Taxes of Webster Parish on Tuesday, October 6, 2020 at 11:00am. Motion carried unanimously.

 

Mr. Nick moved, seconded by Ms. Vera Davison to amend Webster Parish Ordinance #849 of the Webster Parish Police Jury with new Fees, Penalties and Damages. “Any person violating this ordinance shall be first warned and will be asked to obtain compliance status immediately. Failure to do so, person shall be subject to penalties so noted.” Motion carried unanimously.

 

Mr. Ed Jordan moved, seconded by Ms. Beverly Kennon to approve Webster Parish Resolution 010-2020 authorizing the filing of an application to the Louisiana Department of Transportation and Development for grants under 49CFR-5311 for the Webster Parish Police Jury Office of Community Services. Motion carried unanimously.

 

Mr. Allen Gilbert moved, seconded by Mr. Daniel Thomas to approve to Surplus the listing of adjudicated properties as presented and prepare for sale with other surplus properties, and to have For Sale signs printed to post at the designated properties. Motion carried unanimously. Mr. Bernard Hudson moved, seconded by Mr. Nick Cox to approve a Cooperative Endeavor Agreement between the Webster Parish Police Jury and St. James Water System concerning St. James Well No. 2. Motion carried unanimously.

 

Mr. Bernard Hudson moved, seconded by Ms. Vera Davison to approve the abandonment of Servitude for Flournoy Road, Parish Road #18B, 756 feet long and 14 feet wide, located off of Fuller Road in Webster Parish. There were no comments or objections received prior to the public hearing or at the public hearing.  Motion carried unanimously.

Ms. Vera Davison moved, seconded by Mr. Ed Jordan to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.

Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve the action taken at the Economic Development Committee Meeting held earlier today.  Motion carried unanimously.

 

Mr. Jim Bonsall then gave Presidents’ closing remarks.
