MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

February 2, 2021

 

MEMBERS PRESENT:  Steve Ramsey, Chairman, Steve Lemmons, Vice-Chairman; Jim Bonsall; Vera Davison; Bruce Blanton; Randy Thomas; Bernard Hudson; Allen Gilbert, Nick Cox and Beverly Kennon

Absent: Ed Jordan and Daniel Thomas

 

Mr. Steve Ramsey called the meeting to order and Mr. Nick Cox opened with prayer.  Mr. Steve Ramsey then asked for additions to the agenda.

 

Mr. Randy Thomas moved, seconded by Mr. Jim Bonsall to add Creighton Road curve and speed limit to the agenda. Motion carried unanimously.

 

Mrs. Koko Jones presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in January 2020. The jury will look over Webster Parish Ordinance 994 at a later time, if changes need to be made.

 

Mr. Allen Gilbert moved, seconded by Mr. Randy Thomas to change the name of Tribute to Murry Lake to Old Mill Creek. The signage will be changed. Motion carried unanimously.

 

Mr. Craig Watson addressed the jury about the Goodwill Frontage Rd. Mr. Watson asked the jury to write a letter of support stating that he will bring the road up to standards according to Brad Graf, parish engineer. After the road is built and brought up to standards the parish will take the road into the parish system. Mr. Jim Bonsall agreed to write the letter of support.

 

Mr. Steve Ramsey addressed the jury on fire departments and municipalities working together with the parish road crew to remove trees out of the parish right of ways in emergency situations. Discussion followed.

 

The Municipality Request from the Village of Doyline was taken off of the agenda, paperwork pending. It will be put on the March Road Committee agenda.

 

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to change the speed limit to 35mph on Creighton Road from Penal Farm Road from Sibley city limits with the exception from the front of the group home being 25mph. Limbs and debris will be moved pending permission from the landowner for site distance around the curve on Creighton Road. Motion carried unanimously.

                                                                    MINUTES OF THE FINANCE COMMITTEE

WEBSTER PARISH POLICE JURY

February 2, 2021

 

MEMBERS PRESENT:  Nick Cox, Chairman; Jim Bonsall, Vice Chairman; Bruce Blanton; Steve Lemmons; Steve Ramsey; Randy Thomas; Bernard Hudson; Beverly Kennon Nick Cox and Allen Gilbert

Absent: Ed Jordan and Daniel Thomas

 

  Mr. Nick Cox called the meeting to order and asked for additions to the agenda. 

 

Mr. Bruce Blanton moved, seconded by Mr. Jim Bonsall to approve the December 2020 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mr. Steve Ramsey to approve the June, July, August, September, October, November and December 2020 Jury Witness Fee Bank Reconciliation, LCDBG Bank Reconciliation and Retiree Bank Reconciliation. Motion carried unanimously.

Mr. Nick Cox presented the 2021 Budget Amendments and led discussion. The Budget Amendments will be approved at the Regular Meeting.

 

Mr. Nick Cox presented the Financial Reports for the Month of January 2021.  The reports will be approved at the March Meeting.

MINUTES OF THE REGULAR MEETING

                                 WEBSTER PARISH POLICE JURY

February 2, 2021

 

MEMBERS PRESENT:  Jim Bonsall, President; Vera Davison, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Bernard Hudson, Bruce Blanton, Beverly Kennon, Allen Gilbert, and Nick Cox

Absent: Ed Jordan and Daniel Thomas

 

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. 

Mr. Bernard Hudson led in the Pledge of Allegiance.

 

Mr. Bonsall then asked for additions to the agenda.

 

Mr. Nick Cox moved, seconded by Ms. Vera Davison to add 2021 Budget Amendments to the agenda. Motion carried unanimously.

 

There were no comments from the audience concerning the agenda.

 

Mr. Randy Thomas moved, seconded by Ms. Beverly Kennon to approve invoices for payment pending review by Juror Randy Thomas.  Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Nick Cox to adopt the minutes of the January 5, 2021 Road Committee, Finance Committee, and Regular Meeting.  Motion carried unanimously.

 

 Mr. Allen Gilbert moved, seconded by Mr. Steve Ramsey to approve Board Appointments for the Sarepta Fire District #5. Appoint Rev. Todd Pickard to replace Mack Garrett for the term January 1, 2021 to December 31, 2022 and Reappoint Mike Corley for the term January 1, 2021 to December 31, 2022. Motion carried unanimously.   

 

Mr. Bernard Hudson moved, seconded by Mr. Steve Ramsey to approve Board Appointments for the Webster Parish Fire Protection District #8. Reappoint Leon Smith to another 2-year term, January 1, 2021 to December 31, 2022. Motion carried unanimously.

 

Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the 2021 Budget Amendments as presented. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.

 

Mr. Jim Bonsall then gave Presidents’ closing remarks.
