MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

July 6, 2021

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Bernard Hudson, Daniel Thomas, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Beverly Kennon and Ed Jordan. Absent: Allen Gilbert

 

Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

There were no additions to the agenda.

 

Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in June 2021.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve to send a letter to DOTD to remove the large tree that is hanging over the highway on State Hwy 157 and causing a health hazard in the parish. It is 1 mile west of Springhill on Hwy 157. Mr. Thomas also asked a copy to be sent to State Representative Wayne McMahen and Senator Robert Mills. Motion carried unanimously.

 

Mr. Daniel Thomas updated the jury that all of the cable lines have been cleared out of the right of ways in the parish.

 

Mr. Steve Lemmons moved, seconded by Mr. Daniel Thomas to approve the Resolution from the Village of Dubberly to repair potholes on Brushwood Drive with asphalt using Municipality Fun. Motion carried unanimously.

 

Mr. Brad Graff, Parish Engineer updated the jury on the repairs to Franklin Road. This project has taken longer than expected. He will update the jury as time goes on.

 

Mr. Bruce Blanton moved, seconded by Mr. Bernard Hudson to approve the Resolution from the City of Springhill to purchase 1 load of SB-2 stone and cold mix using Municipality Funding. Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Jim Bonsall to approve to fill an abandoned well located at 180 Jones Road in Sarepta after all structures and obstructions are removed from the property.  Motion carried unanimously.

MINUTES OF THE ENVIRONMENTAL COMMITTEE

WEBSTER PARISH POLICE JURY

July 6, 2021

 

MEMBERS PRESENT: Randy Thomas, Chairman; Steve Ramsey, Vice-Chairman; Ed Jordan; Vera Davison; Steve Lemmons; Bruce Blanton, Bernard Hudson and Jim Bonsall.

 

Mr. Randy Thomas called the meeting to order and asked for additions to the agenda.

 

Mr. Steve Ramsey moved, seconded by Mr. Ed Jordan to add Household Waste to the agenda. Motion carried unanimously.

 

Mr. Randy Thomas asked Mr. Patrick Jackson, Parish Attorney to update the jury on the landfill. Mr. Jackson explained the process of the bid for the sale of the landfill. Mr. Jackson explained to the jury that the process may take a while and won’t be completed until December, possibly. Mr. Jackson had an example of the bid packet for jurors to review. He then asked if the jury would come up with a minimum

bid cost for the landfill. Mr. Jim Bonsall stated that he was comfortable with $10,000,000.00 at minimum bid and Mr. Jackson was comfortable with the min. bid amount. Discussion followed.

 

Mr. Ed Jordan moved, seconded by Mr. Jim Bonsall to set the minimum bid to sell the Webster Parish Landfill and Expansion Area at $10,000,000.00. Motion carried unanimously.

 

 There was discussion on adding” tree limbs/ vegetative debris to household waste definition” at the landfill. This will need to be added to the definition in the June 1, 2021 minutes.

                                               MINUTES OF THE FINANCE COMMITTEE

WEBSTER PARISH POLICE JURY

July 6, 2021

 

MEMBERS PRESENT:  Nick Cox, Chairman; Jim Bonsall, Vice Chairman; Bruce Blanton; Steve Lemmons; Steve Ramsey; Randy Thomas; Daniel Thomas; Nick Cox; Ed Jordan; Bernard Hudson and Beverly Kennon

Absent: Allen Gilbert

 

Mr. Nick Cox called the meeting to order and asked for additions to the agenda. 

 

Mr. Steve Ramsey moved, seconded by Mr. Ed Jordan to add Coroner letters to the agenda. Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to approve the May 2021 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

 

Mr. Nick Cox presented the Financial Reports for the Month of June 2021.  The reports will be approved at the August Meeting. 

 

Mr. Nick Cox asked that Ms. Lisa Balkom, Secretary-Treasurer report on the budget amendments. Ms. Balkom explained to the jury that the 2020 Audit of Financials were completed and reported to the LLA on June 30, 2021. She explained that the auditors with Allen, Green & Williamson, CPA gave a few recommendations on budget amendments and adding a fund and merging funds for 2021.

 

Mr. Jim Bonsall moved, seconded by Mr. Ed Jordan to approve budget amendments and line- item changes to funds 18, 19, 26 and the new fund for the Federal Recovery Funds. Motion carried unanimously.   

 

Mr. Nick Cox spoke to the jury about the letters we received from out of parish coroners on commitment cost. Discussion followed.

MINUTES OF THE REGULAR MEETING

                                    WEBSTER PARISH POLICE JURY

                                                         July 6, 2021

 

MEMBERS PRESENT:  Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Daniel Thomas, Beverly Kennon, Vera Davison, Bruce Blanton, Bernard Hudson and Ed Jordan

Absent: Allen Gilbert

 

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. 

Mr. Bernard Hudson led in the Pledge of Allegiance.

 

Mr. Bonsall then asked for additions to the agenda.

There were no comments from the audience concerning the agenda.

 

Mr. Bernard Hudson moved, seconded by Mr. Ed Jordan to approve invoices for payment pending review by juror Bernard Hudson.  Motion carried unanimously.

 

Ms. Beverly Kennon moved, seconded by Mr. Bernard Hudson to adopt the minutes of the June 1, 2021 Road Committee, Administrative Committee, Building and Grounds Committee, Environmental Committee ( to include the amendment to add limbs and vegetative debris to the definition of Household Waste at the Webster Parish Landfill), Finance Committee, Economic Development Committee, Intergovernmental Committee and Regular Meeting. Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve the Recommendation of the Webster Parish Registrar of Voters’ request to employ the services of Doug Mitchell with North Delta Regional Planning & Development for the purposes of the 2021 Redistricting of the Webster Parish. Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded Mr. Nick Cox to approve the board appointments for Minden Fire Protection District #10:

Appoint Scott Sharpe to fill the unexpired term ending 12/31/21 of Daniel Davidson who was promoted to fire chief. Motion carried unanimously.

 

Mr. Ed Jordan moved, seconded by Ms. Vera Davison to declare the Webster Parish Landfill and Expansion Area surplus and receive sealed bids on the sale thereof, and setting a minimum bid for the Webster Parish Landfill and Expansion Area at $10,000,000.00.  Motion carried unanimously.

 

Mr. Tom Moore, resident of Dogwood Trail in Minden expressed his concern of blighted property at the corner of Dogwood Trail/Germantown Road. Discussion followed. Mr. Jim Bonsall stated that our permit officer would look at the property and update the jury.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Mr. Bernard Hudson to approve the action taken at the Environmental Committee Meeting held earlier today. Motion carried unanimously.

Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.  

 

Mr. Jim Bonsall then gave Presidents’ closing remarks.

 

There being no further business to bring before the Jury, the meeting adjourned.
