MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

December 7, 2021

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Beverly Kennon and Bernard Hudson, Ed Jordan, Daniel Thomas and Allen Gilbert

 

Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

 

Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to add Peachtree Road Bridge to the agenda. Motion carried unanimously.

 

Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in November 2021.

 

Mr. Ed Jordan moved, seconded by Mr. Allen Gilbert to approve the Christmas Vacation for the Public Works Department, Courthouse Employees and Office Staff. Annual Leave for the Public Works Department December 22,23,28,29 and 30. Holidays 24,27 and 31. Office will be closed December 22,23,24,27 and 31. Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bernard Hudson to approve the 2022 Road Material bid tabulation as presented upon legal review. Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Ms. Beverly Kennon to approve a Resolution for the Town of Sibley for ditching on S.E. 2nd Ave using Municipality Funding. Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bruce Blanton to approve a Resolution for the Town of Sarepta for 1 load of Cold Mix using Municipality Funding. Motion carried unanimously.

 

Mr. Bernard Hudson moved, seconded by Mr. Nick Cox to approve a Resolution for the Town of Cotton Valley for the installation of culverts for 2021. Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to approve Mark Farrington to take annual leave until his retirement date of January 21,2022. Motion carried unanimously.

 

Webster Parish Sheriff’s Deputy Tommy Maddox asked the jury (upon recommendation of the WPSO) to lower the speed limit around Central Elementary School during drop off/pick up times. Discussion followed. The jury will send a letter of support to DOTD to ask to lower the speed limit in the school zone on the state highway in front of the school.

 

Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve to fill the abandoned well at 23918 Hwy 157, Springhill, LA 71075. Motion carried unanimously.

 

Mr. Brad Graff, Parish Engineer updated the jury on the Peachtree Road Bridge. The jury is waiting on FEMA funding.  Discussion followed. 

 

Mr. Daniel Thomas moved, seconded by Mr. Jim Bonsall to add State Hwy 3008 for discussion. Motion carried unanimously.

 

Mr. Daniel Thomas led discussion on State Hwy 3008 and the State Road Transfer Program.

WEBSTER PARISH POLICE JURY

December 7, 2021

 

MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice-Chairman; Bruce Blanton, Allen Gilbert, Randy Thomas, Bernard Hudson, Steve Lemmons, Beverly Kennon, Vera Davison, Steve Ramsey, Ed Jordan ,Allen Gilbert and Daniel Thomas

 

 

Mr. Nick Cox called the meeting to order and asked for additions to the agenda. 

 

Mr. Steve Lemmons moved, seconded by Mr. Bruce Blanton to approve the October 2021 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

 

Mr. Nick Cox presented the Financial Reports for the Month of November 2021.  The reports will be approved at the January Meeting. 

 

 Mr. Jim Bonsall moved, seconded by Ms. Beverly Kennon to approve the American Rescue Plan Act Grant budget amendments to move funds from Fund #30 to Fund #14 to replenish costs for No Touch Technology Improvements at the Webster Parish Courthouse as presented. Motion carried unanimously.

Ms. Vera Davison called the meeting to order and asked for additions to the agenda.

 

Ms. Vera Davison gave the report on the Webster Parish Police Jury Office of Community Services. Discussion followed.

MINUTES OF THE REGULAR MEETING

                                      WEBSTER PARISH POLICE JURY

MEMBERS PRESENT:  Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Beverly Kennon, Vera Davison, Bruce Blanton, Ed Jordan, Allen Gilbert, Daniel Thomas and Bernard Hudson

 

 

PUBLIC HEARING: To hear comments concerning the proposed 2022 Budget of the Webster Parish Police Jury.

There were no comments or concerns concerning the proposed 2022 Budget of the Webster Parish Police Jury.

 

PUBLIC HEARING; To hear comments concerning the Local Provider Healthcare Participation Program for Webster Parish.

Jim Williams, CEO of Minden Medical Center spoke on behalf of the hospital in support of the program. There were no other comments or concerns concerning the Local Provider Healthcare Participation Program for Webster Parish.

 

Mr. Jim Bonsall called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. 

Mr. Bernard Hudson led in the Pledge of Allegiance.

 

Mr. Bonsall then asked for additions to the agenda.

 

There were no comments from the audience concerning the agenda.

 

Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to approve invoices for payment pending review by juror Steve Lemmons.  Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Ms. Vera Davison to adopt the minutes of the November 2, 2021 Road Committee, Environmental Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.

 

Mr. Ed Jordan moved, seconded by Mr. Bruce Blanton to approved the Proposed 2022 Financial Budget of the Webster Parish Police Jury as presented with Budget Notes. Motion carried unanimously.

 

Mr. Nick Cox moved, seconded by Ms. Beverly Kennon to approve the Local Provider Healthcare Participation Program for Webster Parish. Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Bernard Hudson to approve Recreational Funding for District #3 the Town of Sarepta for signs for the town, $850.26, District #5 the Town of Cotton Valley for office supplies, $100 and District #8 for Dorcheat Historical Museum for signage, $937.91. Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mr. Ed Jordan to approve Board Appointments for Webster Parish Communications District to Appoint Dr. Grady Smith to replace Ms. Truvesta Johnson to a 4-year term to expire 2025, and to Reappoint Mr. Ray Brown to a 4-year term to expire 2025. Motion carried unanimously.

 

Mr. Bernard Hudson moved, seconded by Mr. Nick Cox to approve Board Appointments for Webster Parish Fire District #7 to Reappoint Mr. Gary Green to a 2-year term ending 12/31/2023. Motion carried unanimously.

 

Ms. Vera Davison moved, seconded by Mr. Bruce Blanton to approve to Reappoint Mrs. Melinda Davidson as Director of the Webster Parish Police Jury Office of Community Services for the 2022. Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Ms. Vera Davison to approve Signature Resolution 012-2021 authorizing Mrs. Melinda Davidson, Director of the WPPJ Office of Community Services to sign documents on behalf of the organization. Motion carried unanimously.

Mr. Ed Jordan moved, seconded by Ms. Allen Gilbert to approve the Cooperative Endeavor Agreement between the Webster Parish Police Jury and select fire departments for conex boxes for sandbag locations in the parish.  Motion carried unanimously.

Mr. Jim Bonsall recognized members of the audience. Ms. Catherine Hunt, resident of Tanglewood Subdivision addressed the jury about a Fire District #10 tax that is on her assessment. Mr. Ben Gorman, Secretary-Treasurer of Fire District #10 spoke as well. They are going to contact bonding attorneys. Foley & Judell LLP for information on this tax.

 

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.  

 

Mr. Jim Bonsall then gave Presidents’ closing remarks.
