MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

July 5, 2022

MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Bernard Hudson, Ed Jordan, Daniel Thomas

Absent: Beverly Kennon and Allen Gilbert

Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to add landfill discussion to the agenda.  Motion carried unanimously.

Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in June 2022.

Mr. Nick Cox moved, seconded by Mr. Jim Bonsall to approve the Resolution from the Village of Heflin to complete the extension of North Church Street using Municipality Funding. Motion carried unanimously.

Mr. Ed Jordan moved, seconded by Ms. Vera Davison to approve the Resolution from the Town of Cotton Valley for a load of cold mix using Municipality Funding. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Ed Jordan to approve to accept the bids for Lake Road, Diamond T and Moss Point Road upon Brad Graff’s recommendation. Motion carried unanimously.

Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve to accept the bids for Dorcheat Road upon Brad Graff’s recommendation. 9 YES 2 ABSENT (Gilbert and Kennon) 1 NO Daniel Thomas Motion carried.

Mr. Bruce Blanton moved, seconded by Mr. Ed Jordan to declare 2 trailers surplus and put on govdeals.com to sell. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Nick Cox to enter into a contract with the Webster Parish Sheriff’s Office to hire work release inmates for the road crew. Motion carried unanimously.

Mr. David Boyer and Mr. David Fite, residents of Harvell Day Road were in attendance at the meeting. They had questions about closing Harvell Day Road. Discussion followed.

Mr. Daniel Thomas led discussion on doing a press release concerning the Webster Parish Landfill.

There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY

July 5, 2022

MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice-Chairman; Bruce Blanton, Randy Thomas, Bernard Hudson, Steve Lemmons, Vera Davison, Steve Ramsey, Ed Jordan, and Daniel Thomas

Absent: Beverly Kennon and Allen Gilbert

Mr. Nick Cox called the meeting to order and asked for additions to the agenda. 

Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve the May 2022 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.

Mr. Jim Bonsall called the meeting to order and asked Nick Cox to open the meeting with prayer. 

Mr. Bernard Hudson led in the Pledge of Allegiance.

Mr. Bonsall then asked for additions to the agenda.

There were no comments from the audience concerning the agenda.

Ms. Vera Davison moved, seconded by Mr. Steve Lemmons to approve invoices for payment pending review by Juror Vera Davison.  Motion carried unanimously.

Mr. Ed Jordan moved, seconded by Ms. Beverly Kennon to adopt the minutes of the June 7, 2022 Road Committee, Finance Committee and Regular Meeting. Motion carried unanimously.

Ms. Denise Edwards, Assessor spoke to the jury about the millage rates for Webster Parish for 2022.

Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to adopt the Millage Rates for Webster Parish for 2022 and approve Webster Parish Resolution 008-2022. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Mr. Nick Cox moved, seconded by Ms. Vera Davison to approve the action taken at the Finance Committee Meeting held earlier today.  Motion carried unanimously.  

Mr. Jim Bonsall then gave Presidents’ closing remarks.

There being no further business to bring before the Jury, the meeting adjourned.
