MINUTES OF THE ROAD COMMITTEE 
WEBSTER PARISH POLICE JURY 
August 2, 2022 
  
MEMBERS PRESENT: Steve Ramsey, Chairman; Steve Lemmons, Vice-Chairman; Bruce Blanton, Randy Thomas, Jim Bonsall, Nick Cox, Vera Davison, Bernard Hudson, Ed Jordan, Daniel Thomas, Beverly Kennon and Allen Gilbert 
  
Mr. Steve Ramsey called the meeting to order and asked Mr. Nick Cox to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda. 
  
Mr. Chris Bagwell, Permitting Officer presented a report to the jury on Logging and Heavy Equipment Use permits that were issued from the parish in July 2022. 
  
Ms. Patricia McMurray, resident of Thomasville Road in Sarepta addressed the jury. She had questions and concerns why only a portion of Thomasville Road was overlayed. Mr. Steve Ramsey and Mr. Daniel Thomas explained funding for the parish road system. They also explained the Priority List. Parish Engineer, Brad Graff will go out to that location and reassess the road to see if anything can be done, if funding allows. 
  
Mr. Randy Thomas moved, seconded by Mr. Ed Jordan to approve to install NO THRU TRUCK signs on Wise Road. Motion carried unanimously. 
  
Mr. Nick Cox led discussion on the Doyline Boat Launch area on Hwy 164. There have been a few complaints concerning the rip rap that was put down on the launch during the draw down. Mr. Daniel Thomas suggested to call the State Scenic Waterways Office to see if they have any suggestions for this location. 
  
Mr. Tommy Harris, a resident of MLK Street in Springhill addressed the jury about a load of ditch dirt being dumped on his property. His neighbor requested the dirt and he feels it is blocking his property. Mr. Steve Ramsey and Mr. Allen Gilbert addressed Mr. Harris. Mr. Patrick Jackson, Parish Attorney stated that it is a civil matter.

                                              MINUTES OF THE FINANCE COMMITTEE 
WEBSTER PARISH POLICE JURY 
August 2, 2022 
  
MEMBERS PRESENT: Nick Cox, Chairman; Jim Bonsall, Vice-Chairman; Bruce Blanton, Randy Thomas, Bernard Hudson, Steve Lemmons, Vera Davison, Steve Ramsey, Ed Jordan, Beverly Kennon, Allen Gilbert and Daniel Thomas 
  
Mr. Nick Cox called the meeting to order and asked for additions to the agenda.  
  
Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to approve the June 2022 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously. 
  
Mr. Ed Jordan moved, seconded by Mr. Allen Gilbert to approve the January-June 2022 LCDBG Bank Reconciliation, Retiree Bank Reconciliation and the Jury/Witness Fee Bank Reconciliation. Motion carried unanimously. 
  
Mr. Nick Cox presented the Financial Reports for the month of July 2022 to be approved at the September Meeting. 
  
Mr. Randy Thomas moved, seconded by Ms. Beverly Kennon to approve Budget Amendments ending July 31, 2022 for Registrar of Voters and ARPA funds. Motion carried unanimously.

Mr. Jim Bonsall led discussion on employee wages.  Budget discussion followed. 
  
Mr. Daniel Thomas moved, seconded by Mr. Steve Ramsey to approve a $2.00 hourly increase to the office staff, road department and courthouse maintenance staff. Motion carried unanimously

                         MINUTES OF THE REGULAR MEETING 
                            WEBSTER PARISH POLICE JURY 
                                          August 2 2022 
  
MEMBERS PRESENT:  Jim Bonsall, President; Nick Cox, Vice President; Steve Lemmons, Steve Ramsey, Randy Thomas, Beverly Kennon, Vera Davison, Bruce Blanton, Ed Jordan, Daniel Thomas, Allen Gilbert and Bernard Hudson 
  
Mr. Jim Bonsall called the meeting to order and asked Nick Cox to open the meeting with prayer.  
Mr. Bernard Hudson led in the Pledge of Allegiance. 
  
Mr. Bonsall then asked for additions to the agenda. 
There were no comments from the audience concerning the agenda. 
  
Ms. Beverly Kennon moved, seconded by Mr. Daniel Thomas to approve invoices for payment pending review by Juror Beverly Kennon.  Motion carried unanimously. 
  
Mr. Steve Ramsey moved, seconded by Ms. Vera Davison to adopt the minutes of the July 5, 2022 Road Committee, Finance Committee and Regular Meeting. Motion carried unanimously. 
  
Ms. Jennie Henry, CPA with Allen, Green & Williamson, CPA presented the 2021 Audit of Financials for the Webster Parish Police Jury. 
  
Mr. Nick Cox moved, seconded by Mr. Steve Ramsey to approve the 2021 Audit of Financials for the Webster Parish Police Jury as presented. Motion carried unanimously. 
  
Mr. Nick Cox moved, seconded by Mr. Bruce Blanton to approve to appoint Ms. Ethel Smith to fill the vacant position of Ms. Nelwyn Terrell to expire 12/31/2023 for the Webster Parish Library Board of Control. Motion carried unanimously. 
  
Mr. Ed Jordan moved, seconded by Mr. Allen Gilbert to approve to ratify the Act of Correction and Ratification of Cash Sale Deed Registry #595732 and Amended Closing Statement which modifies the purchase price from $32,000 to $22,690.91 for TRACT B mentioned in Registry #596981. Motion carried unanimously. 
  
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to add Resolutions for the 4th District Annual Louisiana Police Jury Association meeting. Motion carried unanimously. 
  
Mr. Steve Ramsey moved, seconded by Mr. Ed Jordan to approve to send a Resolution concerning changing the bid law on parish projects over $250,0000.00 to the Louisiana Police Jury Association. Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Mr. Bruce Blanton to approve to send a Resolution concerning Severance Tax for each parish to the Louisiana Police Jury Association. Motion carried unanimously.

Mr. Jim Bonsall then gave Presidents’ closing remarks.
