MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Nancy Hines, Steve Lemmons, Allen Gilbert, Bruce Blanton, Adam Lee and LaTanya Grigsby
Absent: Beverly Kennon and Daniel Thomas
Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in May 2025. Discussion followed.
Mr. Mike Griffith moved, seconded by Bruce Blanton to approve the Resolution from the Town of Cotton Valley to purchase a zero- turn lawnmower for the town for right of way mowing using Municipality Funding, $10,959.00. Motion carried unanimously.
Mr. Jim Bonsall updated the jury about Pilgrims Rest Road. Some jurors may go look at Claiborne Parish roads where they are using a liquid soil cement sample for a road base. They will report back to the jury. This could be an option for repairs and not as costly as soil cement.
Ms. Leslye Krampe with Conexon updated the jury on the internet status in the parish.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
June 3, 2025
Members Present: Jim Bonsall, Vice Chairman, Steve Ramsey, Steve Lemmons, Nancy Hines, Randy Thomas, Mike Griffith, LaTanya Grigsby, Allen Gilbert, Bruce Blanton, Adam Lee
Absent: Beverly Kennon and Daniel Thomas
Mr. Jim Bonsall called the meeting to order and asked for additions to the agenda.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve the April 2025 Financial Statement, Check Register and Bank Reconciliation. Motion carried unanimously.
Mr. Jim Bonsall presented the Financial Reports for the month of May 2025 to be approved at the July 2025 Meeting.
Mr. Steve Ramsey moved, seconded by Mr. Adam Lee to approve the Renewal of the Blue Cross Blue Shield of Louisiana Insurance Plan of the Webster Parish Police Jury and the Webster Parish Library including the current medical plan with increased rates (7.5%) and the current dental plan (staying the same) effective August 1, 2025. The jury has agreed to continue to absorb the 2024 increase for the police jury employees. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
June 3, 2025
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Mike Griffith, Steve Lemmons, Nancy Hines, Randy Thomas, Bruce Blanton, LaTanya Grigsby, Allen Gilbert, and Adam Lee
Absent: Daniel Thomas and Beverly Kennon
A Public Hearing was held at 10:30 to hear comments concerning to authorize the collection of a local hospital assessment as authorized by Subpart D-1 of Part I of Chapter 5-E of Title 40 of the Louisiana Revised Statutes of 1950, comprised of La. R.S. 40:1248.1 through 1248.10 and to enact an ordinance to that effect.
Nicole Frey, an attorney representing Minden Medical Center and Springhill Medical Center was in attendance and was here for support for this local hospital assessment tax.
No other comment. Public Hearing closed.
Jim Bonsall called the meeting to order and asked
Mr. Steve Lemmons to open the meeting with prayer and asked
Mr. Mike Griffith to lead in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Randy Thomas moved, seconded by Mr. Adam Lee to approve invoices for payment pending review by juror Randy Thomas. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Ms. Nancy Hines to adopt the minutes of the May 6, 2025 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve to adopt the millage rates for 2025 for the Webster Parish Police Jury and approve Resolution 003-2025.
Mr. Mike Griffith moved, seconded by Ms. Nancy Hines to approve the Local Hospital Tax Assessment Ordinance 1024 for Webster Parish and call for a Public Hearing on July 1, 2025 to set the rate by Resolution. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. LaTanya Grigsby to approve the Official Journal and Publication Journal for July 1, 2025 to June 30, 2026 for the Webster Parish Police Jury as follows:

Motion carried unanimously.

Mr. Mike Griffith moved, seconded by Adam Lee to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
