MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
July 1, 2025
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Nancy Hines, Steve Lemmons, Allen Gilbert, Bruce Blanton, Adam Lee, Beverly Kennon, Daniel Thomas and LaTanya Grigsby
Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in June 2025. Discussion followed.
Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve the Resolution from the Village of Shongaloo to repair potholes, bushhogg ditches and stripe roads within city limits as funds allow using Municipality Funding. Motion carried unanimously.
Ms. Michelle Zimmerman and Ms. Kerri Burns with Birch Creek Development addressed the jury concerning a Solar Farm Permit at the CVOC Road location. Plans were discussed and presented to the jury. Ms. Zimmerman is also asking for a possible ITEP request in the future. Birch Creek has spoken to the Assessor about the possibility. Plans will be reviewed. This item will be on the August agenda.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
July 1, 2025
Members Present: Jim Bonsall, Vice Chairman, Steve Ramsey, Steve Lemmons, Nancy Hines, Randy Thomas, Mike Griffith, LaTanya Grigsby, Allen Gilbert, Bruce Blanton, Beverly Kennon, Daniel Thomas and Adam Lee
Ms. Beverly Kennon called the meeting to order (10:10A.M.) and asked for additions to the agenda.
Mr. Jim Bonsall moved, seconded by Ms. LaTanya Grigsby to approve the May 2025 Financial Statement, Check Register, Bank Reconciliation and the January through June 2025 LCDBG Check Register for the Webster Parish Police Jury. Motion carried unanimously.
Ms. Beverly Kennon presented the Financial Reports for the month of June 2025 to be approved at the August 2025 Meeting.
Mr. Adam Lee moved, seconded by Ms. LaTanya Grigsby to approve the closing documents with Bricktown Title Company for the donation to the Village of Doyline for the property that was approved in February 2025. To approve the 99- year lease to Doyline Water Works District from the Webster Parish Police Jury to the Village of Doyline and also the Cooperative Endeavor Agreement for the Armory Building transfer with the City of Minden and the Webster Parish Police Jury that was approved in May 2025. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to reimburse Chris Bagwell, permit officer for his monthly cellphone expenses. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Mr. Bruce Blanton to approve to accept bids from June 18, 2025 low bidder of Pliler International for the 2026 MV607 SBA Truck for OEP Region 7 Warehouse. Motion carried unanimously.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
July 1, 2025
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Mike Griffith, Steve Lemmons, Nancy Hines, Randy Thomas, Bruce Blanton, LaTanya Grigsby, Allen Gilbert, Daniel Thomas, Beverly Kennon and Adam Lee
A PUBLIC HEARING was held at 10:30am to hear comments to set the amount of the local hospital assessment payments for the Webster Parish Local Healthcare Provider Participation Program for the year 2025 and to direct how the revenue derived from local hospital assessment payments is to be spent. A representative of a paying hospital is entitled to appear at the hearing to be heard regarding any matter related to the local hospital assessment payments authorized by Subpart D-1 of Part 1 of Chapter 5-E of Title 40 of the Louisiana Revised Statues of 1950.
Glen Frost and Sam Fulton representing Minden Medical Center and Springhill Medical Center was in attendance and was here for support for this local hospital assessment tax payments and the Resolution presented on the agenda.
No other comment. Public Hearing closed.
Jim Bonsall called the meeting to order and asked

Mr. Mike Griffith to lead in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no comments from the audience concerning the agenda.
Mr. Steve Ramsey moved, seconded by Ms. Nancy Hines to approve invoices for payment pending review by juror Steve Ramsey. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Ms. Beverly Kennon to adopt the minutes of the June 3, 2025 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Mike Griffith to approve to adopt the Resolution 004-2025 and the Local Hospital Assessment Plan for the Webster Parish Police Jury for 2025. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve the Board Appointment for the Evergreen Fire Protection District to reappoint Denise Miller for a 2-year term to expire 12/31/207. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Ms. Nancy Hines to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
