WEBSTER PARISH POLICE JURY
September 2, 2025
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Nancy Hines, Steve Lemmons, Daniel Thomas, Bruce Blanton, Adam Lee, and LaTanya Grigsby
Absent: Beverly Kennon and Allen Gilbert
Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in August 2025. Discussion followed.
Mr. Mike Griffith moved, seconded by Mr. Adam Lee to approve the striping contract with Nation Services for 2025 for the same rate as last year. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Steve Lemmons to approve Resolution 006-2025 stating that Webster Parish retains local authority over the siting and regulation of renewal energy projects, consistent within its existing ordinance 1022 and to OPT Out of the State regulation. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Mike Griffith to approve to lower the speed limit on Black Lake Bottom Road in the curve near Bienville Parish to 15MPH by Sheriff’s Office request. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
September 2, 2025
Members Present: Jim Bonsall, Vice Chairman, Steve Ramsey, Steve Lemmons, Nancy Hines, Randy Thomas, Mike Griffith, LaTanya Grigsby, Bruce Blanton, Daniel Thomas, and Adam Lee.
Absent: Allen Gilbert and Beverly Kennon
Mr. Jim Bonsall called the meeting to order (9:20A.M.) and asked for additions to the agenda.
Ms. Nancy Hines moved, seconded by Mr. Mike Griffith to approve the July 2025 Financial Statement, Check Register, Bank Reconciliation for the Webster Parish Police Jury. Motion carried unanimously.
Mr. Jim Bonsall presented the Financial Reports for the month of August 2025 to be approved at the October 2025 Meeting.
Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to approve Recreational Funding: District #11 Sibley Police Department for $700 for National Night Expenses for the department. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded Mr. Steve Ramsey to approve to OPT Out of the Shelter Assistance Program for Webster Parish for 2025-Waiver of Land Use Permitting Form for GOHSEP. Motion carried unanimously.
Senator Adam Bass spoke to the jury.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
September 2, 2025
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Mike Griffith, Steve Lemmons, Nancy Hines, Randy Thomas, Bruce Blanton, LaTanya Grigsby, Daniel Thomas and Adam Lee
Absent: Allen Gilbert and Beverly Kennon
PUBLIC HEARING: (10:30AM) To hear comments concerningthe NOTICE OF SPECIAL ELECTIONS
Pursuant to the provisions of a resolution adopted by the Police Jury of the Parish of Webster, State of Louisiana (the "Governing Authority"), acting as the governing authority of (i) Road District "A" of Webster Parish, Louisiana and (ii) Road District B of Webster Parish, Louisiana (the "Districts"), on September 2, 2025, NOTICE IS HEREBY GIVEN that special elections will be held within the Districts on SATURDAY, NOVEMBER 15, 2025, and that at the said elections there will be submitted to all registered voters in the Districts qualified and entitled to vote at the said elections under the Constitution and Laws of the State of Louisiana and the Constitution of the United States, the following propositions, to-wit:
ROAD DISTRICT "A" OF WEBSTER PARISH, LOUISIANA
PROPOSITION (MILLAGE RENEWAL)
Shall Road District "A" of Webster Parish, Louisiana (the "District"), continue to levy a special tax of 2.65 mills on all property subject to taxation within the District (an estimated $521,600 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2028 and ending with the year 2037, for the purpose of constructing, maintaining and repairing roads and bridges throughout the District?
ROAD DISTRICT B OF WEBSTER PARISH, LOUISIANA
PROPOSITION (MILLAGE RENEWAL)
Shall Road District B of Webster Parish, Louisiana (the "District"), continue to levy a special tax of 3.92 mills on all property subject to taxation within the District (an estimated $454,000 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of 10 years, beginning with the year 2027 and ending with the year 2036, for the purpose of building, constructing, maintaining and repairing roads and bridges in the District?

Mr. Jim Bonsall then asked for additions to the agenda.
There were no additions to the agenda.
Mr. Bonsall asked for comments concerning the agenda from the audience.
Mr. Mike Griffith moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review by juror Mike Griffith. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Ms. Nancy Hines to adopt the minutes of the August 5, 2025 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve the Webster Parish Police Jury Resolution 005-2025 which calls for a Special Election for Road District “A” of Webster Parish, Louisiana Proposition (Millage Renewal) and Road District “B” of Webster Parish, Louisiana Proposition (Millage Renewal). Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Mr. Adam Lee to approve the precinct survey forms of Webster Parish voting precincts having less than 300 registered voters. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Ms. Nancy Hines to approve and ratify the Amendment and to Certify the Agreement and add additional providers with the Local Hospital Assessment Plan for the Webster Parish Police Jury for 2025. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Daniel Thomas to approve Board Appointments for the Webster Parish Convention and Visitors Commission to reappoint Sara McDaniel, Derek Melancon and Dianne Blake for a 3- year term to expire 12/31/2028. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Mike Griffith to approve the Proclamation for Webster Parish to declare October Dysautonomia Awareness month. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
