MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

October 7, 2025

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Nancy Hines, Steve Lemmons, Daniel Thomas, Bruce Blanton, Adam Lee, Beverly Kennon and Allen Gilbert

Absent: LaTanya Grigsby

 

Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

 

Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to add adjudicated property on 305 3rd Street NE Springhill, LA. Motion carried unanimously.

 

Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in September 2025. Discussion followed.

 

Mr. Bruce Blanton moved, seconded by Mr. Mike Griffith to approve to advertise to bid Road Material Bids for 2026. Motion carried unanimously.

 

Mr. Mike Griffith moved, seconded by Mr. Adam Lee to approve for permission to go on land on Calvin Liner Road for Culvert work for drainage. Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Mr. Randy Thomas to approve the contract between the Webster Parish Police Jury and Carlisle Thompson. LLC effective June 23, 2025 to expire June 22, 2026 for FEMA disaster recovery. Motion carried unanimously.

 

Michelle Zimmerman with Birch Creek development spoke to the jury about the Earl Solar Project for the 2028 projected date. Brad Graff, Parish Engineer recommended to the jury that everything was in order to proceed with the permit and the application. It will be on the November agenda for approval for fees and payment.

 

Mr. Adam Lee moved, seconded by Mr. Daniel Thomas to approve the Resolution for the Village of Doyline for tractor repair for right of way mowing for the village. Motion carried unanimously.

 

Mr. Allen Lee moved, seconded by Mr. Bruce Blanton to approve to obtain quotes for tree removal on adjudicated property at 305 3rd Street NE in Springhill, LA. Motion carried unanimously.

 

There being no further business to bring before the committee, the meeting adjourned.

                                                                        MINUTES OF THE FINANCE COMMITTEE

    WEBSTER PARISH POLICE JURY

October 7, 2025

Members Present: Jim Bonsall, Vice Chairman, Steve Ramsey, Steve Lemmons, Nancy Hines, Randy Thomas, Mike Griffith, Allen Gilbert, Bruce Blanton, Daniel Thomas, Beverly Kennon and Adam Lee.

Absent: LaTanya Grigsby

                               

Ms. Beverly Kennon called the meeting to order (9:50A.M.) and asked for additions to the agenda. 

 

Mr. Jim Bonsall moved, seconded by Mr. Steve Ramsey to approve to add Budget Workshop to the agenda. Motion carried unanimously.

 

Mr. Jim Bonsall moved, seconded by Ms. Nancy Hines to approve the August 2025 Financial Statement, Check Register, Bank Reconciliation for the Webster Parish Police Jury. Motion carried unanimously.

 

Ms. Beverly Kennon presented the Financial Reports for the month of September 2025 to be approved at the November 2025 Meeting.

 

Mr. Allen Gilbert moved, seconded by Mr. Jim Bonsall to approve Recreational Funding: District #2 Cullen Senior Center for $300 to purchase a TV for the center and District #6 $500 to Webster Parish 4H Livestock Club for expenses for the Extension Center. Motion carried unanimously.

Shongaloo Crossroads Deli and Shongaloo Crossroads Lounge has changed ownership and has notified the state and the parish of this change.

Mr. Bruce Blanton wants to revisit the Video Poker Ordinance at a later date about changes being made to days open during the week.

Mr. Randy Thomas moved, seconded by Mr. Adam Lee to approve to sit as the Board of Review for the 2025 Taxes of Webster Parish on Tuesday, October 7, 2025 at 10:30am. Motion carried unanimously.

Ms. Lisa C. Balkom, Secretary-Treasurer, presented the budgets for the Webster Parish Police Jury Office of Community Services that were prepared by Director, Ms. Melinda Davison. These are for review for the 2025/2026 budget year. The jury reviewed and the WPPJOCS will approve at their board meeting. This is done for audit purposes.

Mr. Bruce Blanton moved, seconded by Mr. Jim Bonsall to approve the renewal for the General Liability, Property, and Fleet Insurance for the Webster Parish Police Jury ( $741, 119.00) to begin October 1, 2025. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve audit engagement with Allen, Green & Williamson, LLP for the year end December 31, 2025, 2026 and 2027. Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Mr. Steve Lemmons to approve Budget Amendments as of 8/31/2025 for the Webster Parish Police Jury. Motion carried unanimously.

Ms. Lisa C. Balkom explained the Road District A and Road District B Tax Election coming up on the ballot on November 15, 2025.

                                     MINUTES OF THE REGULAR MEETING

                           WEBSTER PARISH POLICE JURY

                            October 7, 2025

 

MEMBERS PRESENT:  Jim Bonsall, President; Steve Ramsey, Vice President; Beverly Kennon, Mike Griffith, Steve Lemmons, Allen Gilbert, Nancy Hines, Randy Thomas, Daniel Thomas, Bruce Blanton and Adam Lee

Absent: LaTanya Grigsby

 

BOARD OF REVIEW:        To sit as a Board of Review of the 2025 assessment of real and personal property of the Parish of Webster, State of Louisiana:

  • Whitney Brown-Assessment #112875
  • Whitney Brown-Assessment #114687

There was no additional protest presented to the Board of Review.

 

Mr. Kyle Roberson, Deputy Assessor presented information on the protests filed.

 

                                                                               

Mr. Allen Gilbert moved, seconded by Mr. Mike Griffith to uphold the decision of the Webster Parish Assessor for the 2025 taxes. Motion carried unanimously.

Mr. Mike Griffith to lead in the Pledge of Allegiance.

 

Mr. Jim Bonsall then asked for additions to the agenda.

There were no additions to the agenda.

Mr. Bonsall asked for comments concerning the agenda from the audience.

 

Ms. Nancy Hines moved, seconded by Ms. Beverly Kennon to approve invoices for payment pending review by juror Nancy Hines.  Motion carried unanimously.

 

Mr. Mike Griffith moved, seconded by Mr. Adam Lee to adopt the minutes of the September 2, 2025 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.

 

Ms. Twyla Mims, Deputy Assessor gave a report of the Board of Review and Certification of the 2025 Assessment of Property of Webster Parish. Mr. Allen Gilbert moved, seconded by Mr. Mike Griffith approved the report and certification. Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve the Annual Off System Bridge Requirements for 2025, Ordinance 856 Amended, and 007-2025 Resolution. Motion carried unanimously.

 

Mr. Veneeth Lyengar, Louisiana Office of Broadband Development and Connectivity spoke to the jury about the local internet connection updates.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Mike Griffith  to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.

Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
