WEBSTER PARISH POLICE JURY
November 4, 2025
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Nancy Hines, Steve Lemmons, LaTanya Grigsby, Adam Lee, and Allen Gilbert
Absent: Daniel Thomas, Beverly Kennon and Bruce Blanton
Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Adam Lee moved, seconded by Mr. Steve Lemmons to add a Resolution from the Village of Doyline for Evangeline Specialties and tractor repairs. Motion carried unanimously.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in October 2025. Discussion followed.
Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to approve a Resolution from the Town of Cotton Valley for 1 load of cold mix using Municipality Funding. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Randy Thomas to approve a Resolution from the Town of Cotton Valley for a new chainsaw using Municipality Funding. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Mike Griffith to approve a Resolution from the Village of Doyline to purchase barricades for the village using Municipality Funding. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Adam Lee to approve to Call for a Public Hearing on December 2, 2025 at 10:30am to abandon 1625 feet of Big Oak Road in Webster Parish. The adjourning landowners will be notified. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Ms. LaTanya Grigsby to approve to lower the speed limit on Baker Road to 35MPH end to end. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Mike Griffith to approve to amend the Solar Farm Ordinance #1022. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Allen Gilbert to approve the Earl Solar Farm Permit on the CVOC location upon Brad Graff’s recommendation in the October 2025 meeting. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Steve Lemmons to approve the Resolution for the Village of Doyline for Evangeline Specialties for signs for the village using Municipality Funding. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Mike Griffith to approve the Resolution for the Village of Doyline for side cutter/tractor repair using Municipality Funding. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY
November 4, 2025
Members Present: Jim Bonsall, Vice Chairman, Steve Ramsey, Steve Lemmons, Nancy Hines, Randy Thomas, Mike Griffith, Allen Gilbert, LaTanya Grigsby and Adam Lee.
Absent: Daniel Thomas, Beverly Kennon and Bruce Blanton
Mr. Jim Bonsall called the meeting to order (9:50A.M.) and asked for additions to the agenda.
Mr. Adam Lee moved, seconded by Ms. Nancy Hines to approve to add District 8 and District 12 Recreation Funding to the agenda. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve the September 2025 Financial Statement, Check Register, Bank Reconciliation for the Webster Parish Police Jury. Motion carried unanimously.
Mr. Jim Bonsall presented the Financial Reports for the month of October 2025 to be approved at the December 2025 Meeting.
Ms. Nancy Hines moved, seconded by Mr. Adam Lee to approve to Procure Engineer Services for the DR4611 FEMA Grant Project. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Mr. Mike Griffith to approve Recreational Funding: District #8 Cultural Crossroads (The Farm) for $500 for lawnmower repair. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Ms. Nancy Hines to approve Recreation Funding for District #12 for $1000 to purchase flashlights for the WP District 3 Fire Department in Doyline. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY
November 4, 2025
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Beverly Kennon, Mike Griffith, Allen Gilbert, Nancy Hines, Randy Thomas, LaTanya Grigsby and Adam Lee
Absent: Steve Lemmons, Daniel Thomas and Bruce Blanton
Jim Bonsall called the meeting to order and asked
Mr. Mike Griffith to open the meeting with prayer and asked
Mr. Steve Ramsey to lead in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no additions to the agenda.
Mr. Bonsall asked for comments concerning the agenda from the audience.
Mr. Steve Ramsey moved, seconded by Ms. Nancy Hines to approve invoices for payment pending review by juror Daniel Thomas. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Ms. Beverly Kennon to adopt the minutes of the October 7, 2025 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Mike Griffith to approve ratification of action taken on the Local Hospital Tax Assessment adding additional providers as of 10/30/2025. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Adam Lee to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Ms. LaTanya Grigsby to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously. Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
