WEBSTER PARISH POLICE JURY
December 2, 2025
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Daniel Thomas, Beverly Kennon, Bruce Blanton, Randy Thomas, Nancy Hines, Steve Lemmons, LaTanya Grigsby, and Allen Gilbert
Absent: Mike Griffith and Adam Lee
Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to add a Resolution from the Village of Doyline. Motion carried unanimously.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in November 2025. Discussion followed.
Ms. Beverly Kennon moved, seconded by Mr. Jim Bonsall to approve Material Bids for 2026 upon legal review, Bid opening 12/01/2025. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Ms. LaTanya Grigsby to approve Permission to go on land to cut bushes at the intersection of Lake Road and Woodmill Road for sight distance problem. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. Nancy Hines to approve the Resolution for the Village of Doyline to repair and strengthen culvert system at Greentree and Park Street using Municipality Funding. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Ms. LaTanya Grigsby to approve Charlie West to take Annual Leave starting December 1, 2025. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Ms. Beverly Kennon to approve Holidays and Annual Leave for Christmas Break for the Police Jury Office, Maintenance Department and the Road Department. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Steve Lemmons seconded to approve Permission to go on land to cut bushes on Diamond T Road. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Randy Thomas to approve a Resolution for the Town of Cullen to purchase chain saws, pole saws, trimmers, weed eaters and water pumps using Municipality Funding. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Ms. LaTanya Grigsby to approve a Resolution for the Town of Sibley for tractor repair and blades for the bushhog for the town using Municipality Funding. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Ms. Nancy Hines to approve a Resolution for the Town of Sibley for reimbursement for the Hol-mont invoice for the side cutter repair for the town using Municipality Funding. Motion carried unanimously.
A discussion was held about a Resolution sent in by Doyline using Municipality Funding for a shed. After discussion Municipality Funding can not be used for this.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
December 2, 2025
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Daniel Thomas, Beverly Kennon, Bruce Blanton, Randy Thomas, Nancy Hines, Steve Lemmons, LaTanya Grigsby, and Allen Gilbert
Absent: Mike Griffith and Adam Lee
Ms. Beverly Kennon called the meeting to order at 9:30AM and asked for additions to the agenda. Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to add District #3 Recreation Funding to the agenda. Motin carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Ms. Nancy Hines to approve the October 2025-Financial Statement, Check Register and Bank Reconciliation for the Webster Parish Police Jury. Motion carried unanimously.
Ms. Beverly Kennon presented the Financial Reports for the month of November 2025 to be approved at the January 2026 Meeting.
Ms. LaTanya Grigsby moved, seconded by Ms. Nancy Hines to approve Budget Amendments for the Webster Parish Police Jury as of 11/30/2025. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Mr. Allen Gilbert to approve Recreation Funding:
District #9 Dorcheat Historical Museum $500 and Council on Aging $500 for the Meals on Wheels program and also District #10 Webster Parish Convention and Visitors Commission
$1000 for lighting at Miller Quarters. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Steve Ramsey to add Recreation Funding for Springhill Police Department for District 1. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. Nancy Hines to approve the remainder of District #1 (up to $1000) to the Springhill Police Department for safety equipment using Recreation Funding. Motion carried unanimously.
Mr. Daniel Thomas moved, seconded by Mr. Steve Ramsey to approve to declare Surplus and approve to Bid and sell on Govdeals.com: Green Metal chairs and Kenwood Mobile radios from the courthouse and OEP inventory. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Ms. Nancy Hines to approve District #3 $1000 for the Sarepta Fire District to spend $1000 for a fire hose nozzle for the department. Motion carried unanimously.

Jim Bonsall called the meeting to order and asked
Mr. Steve Lemmons to open the meeting with prayer and asked
Ms. LaTanya Grigsby to lead in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no additions to the agenda.
Mr. Bonsall asked for comments concerning the agenda from the audience.
Mr. Randy Thomas moved, seconded by Ms. Nancy Hines to approve invoices for payment pending review by juror Jim Bonsall. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Ms. Nancy Hines to adopt the minutes of the November 4, 2025 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon to approve the 2026 Proposed Budget of the Webster Parish Police Jury with Budget Notes as presented. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Randy Thomas to approve to abandon 1625 feet of Big Oak Road in Webster Parish. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Mr. Bruce Blanton to Approve the appointment of Melinda Davidson as Director of Webster Parish Office of Community Services for the year 2026. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Ms. Nancy Hines to approve Signature Resolution 008-2025 authorizing Melinda Davidson, Director of WPOCS to sign documents for the organization. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Mr. Daniel Thomas to approve Board Appointments for Pine Country Education District: to Reappoint Brian Williams, Chairman Term 01/01/2026-12/31/2027and to Appoint Ken Ward, Term 01/01/2026-12/31/2027. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon to approve Board Appointments for Webster Parish Communications District: Reappoint: Dr. Grady Smith and Dr. Shannon Spigener, for a 4- year term. Term to expire 12/31/2029. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve the Board Appointments for Webster Parish Fire District #7 and Reappoint Gary Greene to a 2- year term. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Mr. Bruce Blanton to approve the Board Appointment for the Webster Parish Library Board of Control and Reappoint Laura Evans to a 5-year term to expire 12/31/2030. Motion carried unanimously.
Mr. Steve Lemmon moved, seconded by Ms. Nany Himes to approve to Comply with the Assurance of the Flood Control Act of 1954 (U.S.C.A. 33:701 c-3), Title VI of the Civil Rights Act of 1964 per the State Treasurer’s Office per ACT 362 of the Louisiana Legislature. Compliance for 2026. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Mr. Daniel Thomas to approve Resolution 009-2025 stating to approve to Canvass the returns and declare the results of the special election for the Road District A of Webster Parish, Louisiana(passed) and Road District B of Webster Parish, Louisiana(passed) on Saturday, November 15, 2025 to authorize the renewal of special taxes therein. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Adam Lee to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Ms. LaTanya Grigsby to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously. Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
