WEBSTER PARISH POLICE JURY
January 6, 2026
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Beverly Kennon, Bruce Blanton, Randy Thomas, Nancy Hines, Steve Lemmons, LaTanya Grigsby, Adam Lee and Allen Gilbert
Absent: Daniel Thomas
Ms. Beverly Kennon called the meeting to order at 9:30AM and asked for additions to the agenda.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve the November 2025-Financial Statement, Check Register and Bank Reconciliation for the Webster Parish Police Jury. Motion carried unanimously.
Ms. Beverly Kennon presented the Financial Reports for the month of December 2025 to be approved at the February 2026 Meeting.
Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to approve Budget Amendments for the Webster Parish Police Jury as of 12/31/2025. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Allen Gilbert to approve the line -item change in Fund 07 Sales Tax Fund From “Penal Farm-Buildings and Grounds” to “Women’s Jail Facility” 0075204.773 and to approve expenses to be taken from this code since all ARPA funding has been expended. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Mr. Adam Lee to approve Prison Cost to be taken out of Fund 07 Sales Tax instead of dividing it between Fund 01 General Fund and Fund 07 Sales Tax for the 2026 Budget Year and going forward. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve Webster Parish Library Budget Amendment as of 12/31/2025 for $15,000. for line item 0165506.6800 (Construction in Progress) Motion carried unanimously.
The Jury discussed Employees that were eligible for retirement within the next couple of years. The Jury also discussed contract labor and rates of pay for road employees.
The Jury discussed vehicles on State Contract 2026 to possibly purchase a Coroner Vehicle and a Permit Officer Vehicle. This will be an item on the February agenda.
Mr. Randy Thomas moved, seconded by Mr. Steve Lemmons to approve the quote with Clean Express for Cleaning Services on an as needed basis for the Courthouse and Courthouse Annex. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Ms. Nancy Hines to approve the policy change to include Governor declared holidays and courthouse closures for the police jury employees and to take out the line “The Police Jury may proclaim other holidays as it feels necessary. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Mr. Bruce Blanton to approve adding a “General Government” committee with full jury as members. Motion carried unanimously.
Ms. Lisa C. Balkom let the Jury know that the Springhill Press has closed as of December 19, 2025. They were the Publication Journal for the Parish. We still have the Official Journal on record. They were the back up. Ms. Balkom hated to see them close, they have been an asset to this Parish for so many years and also to the police jury.
There being no further business to bring before the Jury, the meeting adjourned.

WEBSTER PARISH POLICE JURY
January 6, 2026
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Beverly Kennon, Allen Gilbert, Nancy Hines, Randy Thomas, LaTanya Grigsby and Steve Lemmons, Adam Lee, Mike Griffith and Bruce Blanton
Absent: Daniel Thomas
ELECTION OF OFFICERS:
Mr. Bruce Blanton nominated Mr. Jim Bonsall as President for 2026. Steve Ramsey seconded the nomination. No other nominations.
Mr. Bonsall elected by acclamation.
Mr. Mike Griffith nominated Mr. Steve Ramsey as Vice-President for 2026. Ms. Nancy Hines seconded the nomination. No other nominations.
Mr. Ramsey elected by acclamation.
REGULAR MEETING CALLED TO ORDER at 10:30AM.
Mr. Steve Lemmons opened with Prayer and Mr. Mike Griffith led in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda. There were no additions to the agenda.
Mr. Bonsall asked for comments concerning the agenda from the audience.
Mr. Steve Lemmons moved, seconded by Mr. Randy Thomas to approve invoices for payment pending review by Juror Steve Lemmons on Friday, January 9, 2026. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Ms. Beverly Kennon to approve to adopt the minutes of the December 2, 2025 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve to Appoint Lisa C. Balkom as Secretary-Treasurer and Alicia Owens as Asst. Secretary-Treasurer for a two-year term. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. Nancy Hines to approve Resolution 001-2026 Signature Authority for President, Secretary-Treasurer, and Asst. Secretary-Treasurer to be signature authority for the Webster Parish Police Jury. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to approve Resolution 002-2026 to set the date to the first Tuesday of every month and the time for 10:30AM for Police Jury Regular meetings in the Webster Parish Courthouse Annex. The November 3rd, 2026 meeting will be held on November 4th due to Election Day with the Police Jury Annex being a Voting Polling Location. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Ms. Nancy Hines to approve the Proposed 2026 Budget and Amended 2025 Budget as Presented for the operation of the North Louisiana Criminalistics Laboratory Commission. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve the 2026 Budget with actual brought forward figures from 2025 and End of Year Budget Amendments to include brought forward figures from 2025. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Mike Grigsby to approve the Resolution 003-2026 Temporary Change of a Polling Location for June 27, 2026-Louisiana Secretary of State. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve to ratify the Local Hospital Tax Assessment Agreement with additional providers and certify documents. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to approve to Award the bid for Engineering Services for the DR 4611 Grant Projects to Cothren, Graff & Smoak Engineering that were opened on 12/11/2025. Motion carried unanimously.

Ms. Beverly Kennon moved, seconded by Mr. Randy Thomas to approve the action taken earlier at the Finance Committee held earlier today. Motion carried unanimously.
