MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

May 5, 2026

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Daniel Thomas, Mike Griffith, Randy Thomas, Beverly Kennon Steve Lemmons, Nancy Hines, Bruce Blanton, LaTanya Grigsby, Adam Lee and Allen Gilbert

 

Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

 

Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in April 2026. Discussion followed.

 

Mr. Adam Lee moved, seconded by Mr. Jim Bonsall to approve a Resolution from the Village of Doyline for repairs of washout on Strong Street using Municipality Funds. Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Allen Gilbert to approve a correction in Resolution for the City of Springhill, name change to Montgomery Drive instead of North Arkansas (minutes correction from April 7, 2026). Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to approve a Resolution from the Town of Sarepta to replace culverts at Hwy 2 and Vines Street using Municipality Funds. Motion carried unanimously.

 

Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve the Striping Prices from Nation Services. The prices went up from 2025. Motion carried unanimously.  

 

Mr. Randy Thomas moved, seconded by Ms. Beverly Kennon to install six to eight Cycling Signs on Dorcheat Road and Germantown Road for safety. Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Mr. Adam Lee to approve a Resolution from the City of Springhill for one load of cold mix and SB2 rock using Municipality Funding. Motion carried unanimously.

There being no further business to bring before the committee, the meeting adjourned.

                                        MINUTES OF THE FINANCE COMMITTEE

WEBSTER PARISH POLICE JURY

May 5, 2026

 

MEMBERS PRESENT: Beverly Kennon, Chairman, Jim Bonsall, Daniel Thomas, Mike Griffith, Bruce Blanton, Randy Thomas, Steve Ramsey, Steve Lemmons, Nancy Hines, LaTanya Grigsby, Adam Lee and Allen Gilbert

 

Ms. Beverly Kennon called the meeting to order at 9:15AM and asked for additions to the agenda.

 

Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve to add material bid for oxidation pond at the Women’s Jail. Motion carried unanimously.

 

Mr. Bruce Blanton moved, seconded by Ms. LaTanya Grigsby to approve the Financials for March 2026 Financial Statement, Check Register and the Bank Reconciliation for the Webster Parish Police Jury. Motion carried unanimously.

 

Ms. Beverly Kennon the presented the Financial Reports for the month of April 2026 to be approved at the June 2026 Meeting.

 

Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve travel expense to Washington D.C. for discussion on grant funding for Lake Road for May 19-21, 2026. Mr. Jim Bonsall, Mr. Steve Ramsey and Mr. Butch Ford (engineer working with Brad Graff). Mr. Jerry Bates from Bienville Parish will also be in attendance but BPPJ will pay for him. Motion carried unanimously.

 

Ms. Nancy Hines moved, seconded by Mr. Jim Bonsall to approve to bid materials for the oxidation pond at the new Women’s Jail Facility. Motion carried unanimously.

                                                        MINUTES OF THE GENERAL GOVERNMENT COMMITTEE

WEBSTER PARISH POLICE JURY

May 5, 2026

MEMBERS PRESENT: Jim Bonsall, Chairman; Steve Ramsey, Daniel Thomas, Mike Griffith, Bruce Blanton, Randy Thomas, Nancy Hines, Beverly Kennon, Steve Lemmons, LaTanya Grigsby, Adam Lee and Allen Gilbert

 

Mr. Jim Bonsall called the meeting to order at 9:37am. Mr. Bonsall asked for additions to the agenda.

 

Discussion was held on adopting a Fireworks Ordinance for Webster Parish, currently the parish uses the Noise Ordinance for this.

Resident, Rodney Rowell was in attendance. He stated his complaints about fireworks outside city limits. He has a farm and livestock. During firework season, his neighbors pop fireworks in the middle of the road and near his property. His concern is mainly about his hayfield and cows. Discussion followed.

 

The jury agreed to look over the current firework ordinance from the City of Minden and the Parish of Bossier for reference. The jury will meet again in June to address this issue.

 

Ms. Beverly Kennon moved, seconded by Mr. Bruce Blanton to approve an amendment to Parish Ordinance 701 for Project Permits. Parish Attorney, Patrick Jackson will make changes where contractors will be responsible if they damage water lines, gas lines, ect while working on the road. Motion carried unanimously.

                                         MINUTES OF THE REGULAR MEETING

                               WEBSTER PARISH POLICE JURY

                                   May 5, 2026

MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Daniel Thomas, Mike Griffith, LaTanya Grigsby, Randy Thomas, Beverly Kennon, Steve Lemmons, Nancy Hines, Adam Lee and Allen Gilbert

Absent: Bruce Blanton

 

 

Jim Bonsall called the meeting to order at 10:30AM and asked

 Mr. Steve Lemmons to open the meeting with prayer and asked

Mr. Mike Griffith to lead in the Pledge of Allegiance.

 

Mr. Jim Bonsall then asked for additions to the agenda.

There were no additions to the agenda.

Mr. Bonsall asked for comments concerning the agenda from the audience.

Mr. Allen Gilbert moved, seconded to approve invoices for payment pending review by Juror Allen Gilbert for Monday, May 11, 2026. Motion carried unanimously.

 

Mr. Randy Thomas moved, seconded by Mr. Adam Lee to approve to adopt the minutes of the April 7, 2026 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

 

Ms. Beverly Kennon moved, seconded by Mr. Adam Lee to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Ms. Beverly Kennon to approve the action taken at the General Government Committee Meeting held earlier today. Motion carried unanimously.

Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
