WEBSTER PARISH POLICE JURY
June 2, 2026
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Beverly Kennon Steve Lemmons, Nancy Hines, Bruce Blanton, LaTanya Grigsby, Adam Lee and Allen Gilbert
Absent: Daniel Thomas
Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in May 2026. Discussion followed.
Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve to “piggyback” off of Bossier Parish Police Jury’s road material bids, the ones we didn’t get bids for. Motion carried unanimously.
Ms. Arnetra King with Entergy spoke to the jury about the upcoming hurricane season. She passed out information for storm damage assistance.
Mr. Jim Bonsall moved, seconded Mr. Mike Griffith to approve a Resolution from the Town of Sibley to purchase sand clay gravel using Municipality Funding. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Ms. Nancy Hines to approve a Resolution from the Town of Sibley for ditching on Weatherton Street using Municipality Funding. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Ms. Beverly Kennon to approve a Resolution from the Village of Doyline to repair potholes on Roy Hale Street using Municipality Funding. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Ms. LaTanya Grigsby to approve to change the speed limit on Yellow Pine Street from Brushy Creek 25MPH end to end. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
June 2, 2026
MEMBERS PRESENT: Beverly Kennon, Chairman, Jim Bonsall, Mike Griffith, Bruce Blanton, Randy Thomas, Steve Ramsey, Steve Lemmons, Nancy Hines, LaTanya Grigsby, Adam Lee and Allen Gilbert
Absent: Daniel Thomas
Ms. Beverly Kennon called the meeting to order at 9:20AM and asked for additions to the agenda.
Ms. LaTanya Grigsby moved, seconded by Ms. Nancy Hines to approve the Financials for April 2026 Financial Statement, Check Register and the Bank Reconciliation for the Webster Parish Police Jury. Motion carried unanimously.
Ms. Beverly Kennon the presented the Financial Reports for the month of May 2026 to be approved at the July 2026 Meeting.
Ms. Nancy Hines moved, seconded by Mr. Allen Gilbert to approve Mrs. Jennifer Waldron as Registrar Chief Deputy for the Registrar of Voters Office. The Jury will pay a portion of her salary at $740 per month. ($7,680 base salary, $1,200 parish supplement. $8,880 total for the year). Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Mike Griffith to approve the renewal for the Blue Cross Blue Shield Insurance for the Webster Parish Police Jury and the Webster Parish Library at a 10% Insurance rate increase for the 2026/2027 renewal year. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve to absorb the insurance increase cost for the Police Jury employees and stay at current rate. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE GENERAL GOVERNMENT COMMITTEE
WEBSTER PARISH POLICE JURY
June 2, 2026
MEMBERS PRESENT: Jim Bonsall, Chairman; Steve Ramsey, Mike Griffith, Bruce Blanton, Randy Thomas, Nancy Hines, Beverly Kennon, Steve Lemmons, LaTanya Grigsby, Adam Lee and Allen Gilbert
Absent: Daniel Thomas
Mr. Jim Bonsall called the meeting to order at 9:30am. Mr. Bonsall asked for additions to the agenda.
Mr. Mike Griffith moved, seconded by Mr. Randy Thomas to approve to amend Ordinance 976 for the Firework Ordinance in the parish. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Ms. Beverly Kennon to approve to adopt Resolution 005-2026 concerning Minden Medical Center for LDH to do a site visit. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to approve to donate parcel #129070, Resident Street (adjudicated property) to the Town of Cotton Valley, with the filing cost being $1200 to E&P. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Ms. Beverly Kennon to approve to amend Ordinance 932 for Pine Country Education District. Motion carried unanimously.

MINUTES OF THE REGULAR MEETING
WEBSTER PARISH POLICE JURY
June 2, 2026
MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Bruce Blanton, Mike Griffith, LaTanya Grigsby, Randy Thomas, Steve Lemmons, Nancy Hines, Adam Lee and Allen Gilbert
Absent: Daniel Thomas and Beverly Kennon
Jim Bonsall called the meeting to order at 10:30AM and asked
Mr. Steve Lemmons to open the meeting with prayer and asked
Mr. Mike Griffith to lead in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no additions to the agenda.
Mr. Bonsall asked for comments concerning the agenda from the audience.
Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review by Juror Randy Thomas for Tuesday, June 9, 2026. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Ms. Nancy to approve to adopt the minutes of the May 5, 2026 Road Committee, Finance Committee, General Government and Regular Meeting. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to Approve Minden Press-Herald as Official Journal for the Webster Parish Police Jury from July 1, 2026 to June 30, 2027. The Webster Parish Police Jury website will be listed as the Publication Journal for the Parish. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Bruce Blanton to Approve Resolution 006-2026 approving the holding of an election in Fire Protection District No. 3 of the Parish of Webster, State of Louisiana, on Tuesday, November 3, 2026 to authorize the continuation of a special tax therein. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Ms. Nancy Hines to Approve to Adopt the millage rates for 2026 for the Webster Parish Police Jury and approve Resolution 007-2026. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Ms. LaTanya Grigsby to Approve the Ordinance 1024-005 to authorize an act of sale by the parish of Webster to sell certain adjudicated property (parcel 112095) by public auction: and further providing with respect thereto. Motion carried unanimously.
Mr. Allen Gilbert moved, seconded by Ms. Nancy Hines to Approve the Ordinance 1024-006 to authorize an act of sale by the parish of Webster to sell certain adjudicated properties (parcel 112245 and 111310) by public auction: and further providing with respect thereto. Motion carried unanimously.

Ms. LaTanya Grigsby moved, seconded by Mr. Mike Griffith to approve the action taken at the General Government Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
