WEBSTER PARISH POLICE JURY
July 7, 2026
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Steve Lemmons, Nancy Hines, Bruce Blanton, LaTanya Grigsby, Adam Lee, Daniel Thomas and Allen Gilbert
Absent: Beverly Kennon
Mr. Jim Bonsall called the meeting to order at 9:00 A.M.and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Jim Bonsallasked for additions to the agenda.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve the Capital Area Finance Authority Resolution. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve the Financials for May 2026 Financial Statement, Check Register and the Bank Reconciliation for the Webster Parish Police Jury. Motion carried unanimously.
Mr. Jim Bonsall presented the Financial Reports for the month of June 2026 to be approved at the August 2026 Meeting.
Mr. Mike Griffith moved, seconded by Ms. LaTanya Grigsby to approve Testament construction Services change order for the Women’s Jail Facility: Change order#7 $23,363.96 and Change order#8 $15,852.00. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Allen Gilbert to approve Recreation Funding for District 12 Village of Doyline $1,000 to purchase a computer for the Clerk’s Office. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE ROAD COMMITTEE
WEBSTER PARISH POLICE JURY
July 7, 2026
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Steve Lemmons, Nancy Hines, Bruce Blanton, LaTanya Grigsby, Adam Lee, Daniel Thomas and Allen Gilbert
Absent: Beverly Kennon
Mr. Steve Ramsey called the meeting to order (9:16 A.M.) Mr. Steve Ramsey asked for additions to the agenda.
Mr. Adam Lee moved, seconded by Daniel Thomas to approve to add District 12 Village of Doyline Stop Sign. Motion carried unanimously.
Mr. Teddy Holloway, Road Superintendent gave a report on the permits issued in June 2026. Discussion followed.
Mr. Teddy Holloway, Road Superintendent led the discussion on the detour during the repair of Hwy 159 bridge. The detour will be Hwy 160 to 79 Minden. Work will begin on August 27, 2026 and it will take approximately 4-5 months to complete. Discussion followed.
Mr. Randy Thomas moved, seconded Mr. Allen Gilbert to approve the purchase of 2 Broom Sweepers, and a Loader. Also approved to purchase a new truck on state contract rate for the road department. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Bruce Blanton to approve a Resolution from the Village of Heflin for Repairs and Maintenance from North Main St. going west on Memorial Park up to the Heflin Fire Station using Municipality Funds. Motion carried unanimously.
Mr. Steve Lemmons moved, seconded by Ms. Nancy Hines to approve a Resolution from the Village of Dubberly to overlay Brushwood Drive beginning at the intersection of Hwy 531 going east as far as Municipality Funding will allow. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Mr. Steve Lemmons to approve work done on Pine Country Education District roads. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Mike Griffith to approve a stop sign at Green Tree and Gordon St. in Doyline pending approval from Mr. Brad Graff, Engineer. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY
July 7, 2026
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Steve Lemmons, Nancy Hines, Bruce Blanton, LaTanya Grigsby, Adam Lee, Daniel Thomas and Allen Gilbert

Mr. Jim Bonsall called the meeting to order (9:48 A.M.) Mr. Bonsall asked for additions to the agenda.
LT. Coby Barton discussed issues at 314 Langley Road, Sarepta.
Mr. Randy Thomas moved, seconded by Ms. Nancy Hines to approve to condemn the property. There shall be no entry until the home is properly cleaned and repairs have been made. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Mr. Mike Griffith to approve to donate parcel #118626, 195 Hwy Alt 2 (adjudicated property) to the Shongaloo Fire Department, with the filing cost being $1200 to E&P. Motion carried unanimously.

Jim Bonsall called the meeting to order at 10:30 A.M. and asked
Mr. Steve Lemmons to open the meeting with prayer and asked
Mr. Mike Griffith to lead in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no additions to the agenda.
Mr. Bonsall asked for comments concerning the agenda from the audience.
Mr. Steve Ramsey moved, seconded by Ms. Nancy Hines to approve invoices for payment pending review by Juror Steve Ramsey for Thursday, July 9, 2026. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Mr. Adam Lee to approve to adopt the minutes of the June 2, 2026 Road Committee, Finance Committee, General Government and Regular Meeting. Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Randy Thomas to approve the Annual Off System Bridge Requirements for 2026, Ordinance #856 Amended, and 008-2026 Resolution. Motion carried unanimously.
Mr. Mike Griffith moved, seconded by Mr. Allen Gilbert to Approve the contract between the Webster Parish Police Jury and Carlisle Thompson, LLC to expire June 22, 2027. Motion carried unanimously.
Louise Drody, United Way of Northwest Louisiana was not present at the meeting.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Mr. Steve Ramsey moved, seconded by Mr. Mike Griffith to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Ms. Nancy Hines to approve the action taken at the General Government Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
