WEBSTER PARISH POLICE JURY
August 4, 2026
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Beverly Kennon, Randy Thomas, Steve Lemmons, Nancy Hines, Bruce Blanton, LaTanya Grigsby, Adam Lee, Daniel Thomas and Allen Gilbert
Absent: Mike Griffith
Mr. Steve Ramsey called the meeting to order (9:00 A.M.) and asked Mr. Steve Lemmons to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.
Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in July 2026. Discussion followed.
Ms. Lisa C. Balkom and Chris Bagwell spoke to the jury about receiving a letter from DEQ regarding Holoman Loop. Mr. Bagwell inspected the property and found no issues. The property was in good condition.
Mr. Daniel Thomas moved, seconded by Ms. Nancy Hines to approve the Resolution from the Town of Sarepta to purchase a new weed eater, side cutting, repair potholes and clean ditches using Municipality Funds. Motion carried unanimously.
Mr. Adam Lee moved, seconded by Mr. Allen Gilbert to approve the Resolution from the Village of Doyline for installation of a culvert at 190 Watson Road. Motion carried unanimously.
Mr. Randy Thomas moved, seconded by Ms. Beverly Kennon to approve No Thru Truck signs for Caney Lake Road, Dogwood Trail,Central School Road and Black Lake Bottom Road in Webster Parish. Motion carried unanimously.
There being no further business to bring before the committee, the meeting adjourned.

MINUTES OF THE FINANCE COMMITTEE
WEBSTER PARISH POLICE JURY
August 4, 2026
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Beverly Kennon, Randy Thomas, Steve Lemmons, Nancy Hines, Bruce Blanton, LaTanya Grigsby, Adam Lee, Daniel Thomas and Allen Gilbert
Absent: Mike Griffith
Ms. Beverly Kennon called the meeting to order at 9:30 A.M.
Ms. LaTanya Grigsby moved, seconded by Ms. Nancy Hines to approve the Financials for June 2026 Financial Statement, Check Register and the Bank Reconciliation for the Webster Parish Police Jury. Motion carried unanimously.
Ms. Beverly Kennon presented the Financial Reports for the month of July 2026 to be approved at the September 2026 Meeting.
Mr. Steve Ramsey moved, seconded by Mr. Allen Gilbert to approve Testament Construction Services change orders for the Women’s Jail Facility:
Change order #3 $8,131.00 Security doors
Change order#6 Proposal #10 $8,990.17 Wall at property room
Change order#7 Proposal #11 $15,644.69 Extend Electrical Service to utilities
Motion carried unanimously.
Mr. Bruce Blanton moved, seconded by Mr. Steve Lemmons to approve the Proposal for Women’s Jail Sewer $8,781.60. Motion carried unanimously. (Core and Main)
Mr. Jim Bonsall moved, seconded by Ms. Nancy Hines to approve to Opt Out of the Temporary Housing and Shelter Assistance Program for the parish. Motion carried unanimously.
Ms. LaTanya Grigsby moved, seconded by Mr. Allen Gilbert to approve to Surplus as “Junk”-12 chairs in the courthouse breakroom. Motion carried unanimously.
Mr. Jim Bonsall moved, seconded by Ms. LaTanya Grigsby to approve Budget Amendments as of 7-31-2026. Motion carried unanimously
Mr. Jim Bonsall moved, seconded by Mr. Steve Ramsey to approve to enter into a Strategic Advisory Proposal between the Webster Parish Police Jury and Harris, Deville & Associates, Inc. for 3 months for a total of $7500. Motion carried unanimously.
Ms. Lisa C. Balkom led discussion about the 2025 Audit of Financials being presented at the Regular Meeting. There were no findings in the audit. Ms. Balkom told the jury how proud she is of a job well done with the police jury office staff again this year.
Mr. Daniel Thomas moved, seconded by Mr. Randy Thomas to add discussion of the noise ordinance in Webster Parish. Motion carried unanimously.
Mr. Daniel Thomas received a complaint from Mr. Timothy Burnside who live across from LAMA Animal Rescue in Springhill. The jury discussed the current noise ordinance.
There being no further business to bring before the committee, the meeting adjourned.

WEBSTER PARISH POLICE JURY
August 4, 2026
MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Beverly Kennon, Randy Thomas, Steve Lemmons, Nancy Hines, Bruce Blanton, LaTanya Grigsby, Adam Lee, Daniel Thomas and Allen Gilbert

Jim Bonsall called the meeting to order at 10:30 A.M. and asked
Mr. Steve Lemmons to open the meeting with prayer and asked
Mr. Allen Gilbert to lead in the Pledge of Allegiance.
Mr. Jim Bonsall then asked for additions to the agenda.
There were no additions to the agenda.
Mr. Bonsall asked for comments concerning the agenda from the audience.
Ms. LaTanya Grigsby moved, seconded by Mr. Bruce Blanton to approve invoices for payment pending review by Juror LaTanya Grigsby on Monday, August 10, 2026. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve to adopt the minutes of the July 7, 2026 Road Committee, Finance Committee, General Government Committee and Regular Meeting. Motion carried unanimously.
Ms. Jennie Henry, CPA with Allen, Green and Williamson presented the report of the Webster Parish Police Jury financials for 2025. She stated there were no findings and the jury had an unmodified opinion. (clean audit).
Mr. Bruce Blanton moved, seconded by Ms. Nancy Hines to approve the 2025 Audit of Financials for the Webster Parish Police Jury. Motion carried unanimously.
Ms. Nancy Hines moved, seconded by Mr. Daniel Thomas to approve the Board Appointments for the Webster Parish Library Board of Control:
To appoint Ms. Sue Addington to fill the vacant position of Ms. Linda Watson to expire 12/31/2029. Motion carried unanimously.
Ms. Tori Thomas of United Way of Northwest Louisiana presented a report and update to the jury about the programs available in northwest Louisiana.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.
Ms. Beverly Kennon moved, seconded by Ms. Nancy Hines to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.
Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
