MINUTES OF THE ROAD COMMITTEE

WEBSTER PARISH POLICE JURY

September 1, 2026

 

MEMBERS PRESENT: Steve Ramsey, Chairman; Jim Bonsall, Mike Griffith, Randy Thomas, Beverly Kennon, Steve Lemmons, Nancy Hines, Bruce Blanton, LaTanya Grigsby, Adam Lee, Daniel Thomas and Allen Gilbert

 

Mr. Steve Ramsey called the meeting to order (9:00A.M) and asked Ms. Grace Eskew, MMC to open the meeting with prayer. Mr. Steve Ramsey asked for additions to the agenda.

Mr. Bruce Blanton moved, seconded by Ms. Nancy Hines add Minden Medical Center, Central School Road, Horseshoe Bridge and Burson Road was added to the agenda. Motion carried unanimously.

 

Members of the Minden Medical Center’s Senior Leadership Team addressed the Jury. They wanted to take the opportunity to introduce themselves. They wanted to share some of the positive changes going on at MMC. They were there to represent the physicians, providers and employees and wanted to stress the importance of working together as a team, the hospital and the parish.

 

Mr. Chris Bagwell, Permit Officer gave a report on the permits issued in August 2026. Discussion followed.

 

Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to approve to enter into an Intergovernmental Agreement Between the WPPJ and the Webster Parish Sheriff for donation of the old litter van. Motion carried unanimously.

 

Mr. Adam Lee moved, seconded by Ms. Beverly Kennon to approve a Resolution from the Village of Doyline to purchase a lawnmower using Municipality Funds.  Motion carried unanimously.

Mr. Daniel Thomas moved, seconded by Mr. Mike Griffith   to approve Teddy Holloway to take annual leave starting Monday, September 21, 2026 to December 31, 2026. To retire upon completion. Motion carried unanimously.

 

 Mr.  Mike Griffith   moved, seconded by Mr. Daniel Thomasto approve Chris Silvis as acting Public Works Director as of September 21, 2026.Motion carried unanimously.

 Mr. Daniel Thomas moved, seconded by Mr. Allen Gilbert to increase the acting Public Works Director salary by $17,492.80 annually. Motion carried unanimously.

There was discussion on Noise Ordinance 893. The jury is going to review Bossier Parish Police Jury’s ordinance and compare for next month’s meeting.

Mr. Steve Lemmons moved, seconded by Mr. Jim Bonsall to approve a speed limit of 15MPH from the stop sign to Central Elementary School property on Central School Road. Motion carried unanimously.

Mr. Randy Thomas moved, seconded by Mr. Bruce Blanton to approve engineer work to be done on Horseshoe Bridge, Parish Engineer Brad Graff can do part of it but DOTD will do inspections. Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Mr. Mike Griffith to approve NO THRU TRUCKS signage on Burson Road. Motion carried unanimously.

There being no further business to bring before the committee, the meeting adjourned.

                                         MINUTES OF THE FINANCE COMMITTEE

WEBSTER PARISH POLICE JURY

September 1, 2026

 

MEMBERS PRESENT: Beverly Kennon, Chairman, Jim Bonsall, Mike Griffith, Bruce Blanton, Randy Thomas, Steve Ramsey, Steve Lemmons, Nancy Hines, LaTanya Grigsby, Daniel Thomas, Adam Lee and Allen Gilbert

 

Ms. Beverly Kennon called the meeting to order at 10:15AM and asked for additions to the agenda.

 

Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to add laptops as surplus to the agenda. Motion carried unanimously.

 

Ms. LaTanya Grigsby moved, secondedby Mr. Jim Bonsall to approve the Financials for July 2026 Financial Statement, Check Register and the Bank Reconciliation and also January – June 2026 Juror & Witness Fee Reconciliation, LCDBG Reconciliation, and Retiree Account Reconciliation for the Webster Parish Police Jury. Motion carried unanimously.

 

Ms. Beverly Kennon the presented the Financial Reports for the month of August 2026 to be approved at the October 2026 Meeting.

 

Ms. Lisa C. Balkom led discussion on Property Insurance rates, the renewal is October 1, 2026.

Ms. Nancy Hines moved, seconded by Ms. LaTanya Grigsby to approve Recreation Funding:  District 11-Town of Sibley, $1500 to the Sibley Police Dept for National Night Out for security expenses and District 8-Cultural Crossroads-$450-weed eater and brush knife blade.  Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Bruce Blanton to approve to Surplus items: Cabinets to be put on Govdeals.com to bid to sell (Registrar of Voters)

Vacuum declared as “junk’ to be thrown away (Registrar of Voters)

Courthouse steps to be put on Govdeals.com to bid to sell (Police Jury) and 3 laptops declared as “junk” to be thrown away. (Police Jury Road Department)

Motion carried unanimously.

Mr. Jim Bonsall moved, seconded by Mr. Adam Lee to approve travel expenses for Lake Bistineau meeting in Baton Rouge for Jim Bonsall, Steve Ramsey and Adam Lee. Motion carried unanimously.

Mr. Allen Gilbert moved, seconded by Mr. Randy Thomas to approve Coroner Insurance to be taken out of Fund 01-employee portion 13% as usual.  Motion carried unanimously.

Ms. Nancy Hines moved, seconded Ms. LaTanya Grigsby to approve to hire Confidential Assistant for the Registrar of Voters, effective 9/1/2026 at $17,599.40 annually- parish portion, no change.  Motion carried unanimously.

Ms. Nancy Hines moved, seconded by Mr. Mike Griffith to approve to close Fund 25, Sinking Fund.  Motion carried unanimously.

                                                              MINUTES OF THE REGULAR MEETING

                       WEBSTER PARISH POLICE JURY

                     September 1, 2026

 

MEMBERS PRESENT: Jim Bonsall, President; Steve Ramsey, Vice President; Bruce Blanton, Mike Griffith, LaTanya Grigsby, Randy Thomas, Steve Lemmons, Nancy Hines, Adam Lee, Daniel Thomas, Beverly Kennon and Allen Gilbert

 

Jim Bonsall called the meeting to order at 10:30AM and asked

 Mr. Steve Lemmons to open the meeting with prayer and asked

Mr. Mike Griffith to lead in the Pledge of Allegiance.

 

Mr. Jim Bonsall then asked for additions to the agenda.

There were no additions to the agenda.

Mr. Bonsall asked for comments concerning the agenda from the audience.

 

Mr. Mike Griffith moved, seconded by Ms. Nancy Hines to approve invoices for payment pending review by Juror Mike Griffith for Thursday, September 9, 2026. Motion carried unanimously.

 

Ms. Beverly Kennon moved, seconded by Ms. Nancy Hines to approve to adopt the minutes of the August 4, 2026 Road Committee, Finance Committee, and Regular Meeting. Motion carried unanimously.

 

Mr. Steve Lemmons moved, seconded by Mr. Steve Ramsey to Approve Resolution 009-2026 approving the holding of an election in Dubberly Fire Protection District No.4 of the Parish of Webster, State of Louisiana, on Saturday, December 12, 2026 to authorize the renewal of a special tax therein.  Motion carried unanimously.

 

Mr. Steve Ramsey moved, seconded by Mr. Mike Griffith to Approve Resolution 010-2026 approving the holding of an election in Heflin Fire Protection District of the Parish of Webster, State of Louisiana, on Saturday, December 12, 2026 to authorize the renewal of a special tax therein.  Motion carried unanimously.

Mr. Steve Ramsey moved, seconded by Mr. Steve Lemmons to approve the action taken at the Road Committee Meeting held earlier today. Motion carried unanimously.

 

Ms. Beverly Kennon moved, seconded by Mr. Mike Griffith to approve the action taken at the Finance Committee Meeting held earlier today. Motion carried unanimously.

Mr. Jim Bonsall then gave Presidents’ closing remarks. There being no further business to bring before the Jury, the meeting adjourned.
